Reid called the Special Meeting to order in Commission Chambers at 1:00 P.M., advising its purpose was: DISCUSSION RE WATER PLANT NOISE ABATEMENT Town Clerk Doris Trinley called the roll. The Mayor, Vice Mayor Joseph J. Asselta, and Commissioners Robert L. Lowe, Rachael Scala-Pistone and Miriam S. Zwick were present. After roll call, the Pledge of Allegiance was given. Town Manager Dale Sugerman and Attorney Larry Corman were also present, as were Director of Public Utilities, Jack Lee, acoustical engineer, Fernando Levi, and members of the general public. Jack Lee opened discussion, explaining the noise abatement project submitted by Mr. Levi (copy attached hereto and made part of these Minutes). Both Mr. Lee and Mr. Levi • were questioned by the Commission at length concluding, upon recommendation of Town Manager Sugerman, that a committee be formed, comprised of staff and several residents of the Highland Beach Club, to determine a noise abatement program that all can agree to. MOTION to this effect was made by COMMISSIONER ZWICK/ COMMISSIONER LOWE, followed by unanimous favorable vote. There being no further business to come before the Commission at this time, the Special Meeting was adjourned at 2:15 P.M. upon MOTION by COMMISSIONER LOWE/COMMISSIONER SCALA-PISTONE. Comments and Recommendations: If you are required to address the noise nuisance that the Condominium residents complain about, we recommend a minimum of 9 dB A noise reduction (NR) at the noise source, for worst case scenario, which is 68 dB A at the north property line of the water treatment plant facilities. To accomplish this goal, the following acoustical l~t+dware must be installed on the noise source: 3.] Tinned Resonant Absorbent (TRA) P$ncls: Apply 14 TRA panels 1 1/4"x4'x10' over the existing chain link fence, around the cooling towers, in front of the air supply louver in the air blower housing and reinforce the existing noise application at the pump room louvers facing the Condominium property. The budget price for this application is S 18,71H1.0E1 including materials, manufacturing and installation. As per our proposal dated February 4, we pertonned a survey of the noise generated by the mechanical equipment (Air blower, Pump Building and one Cooling Tower) serving the Highland Beach Water Treatment. Plant. The survey was performed at each noise source and at the point of complaint (living room and balcony of condo unit 906) Highland Beach Club Condominium 3600 S. Ocean Blvd. located north of said facilities. i. Survey General Information: • The following list contains some of the sound measuring equipment used for the surveys: 1.1 Modular Precision Sound Level Meter (SLM) Lype 2231 by B&K. 1Z 113, 1/1 Octave Band Filter Set Type 1625 (20 Hz. to 20 kHz.) by B&K. 13 Prepolarized Microphone type 4155 by BBcK. 1.4 SLM calibrator type 4231 by B&K, 94 dB Q 1000 Hz. 1.5 Frequency Analysis Module, Room Criteria and Outdoor Noise Quality. All equipment and software used for this .survey complies with current ANSI standard 51.4 1983 (81994}, supplement ANSI S1.4a-1985 and SAE J184 specifications for Sound Data Acquisition Equipment The standard of care for our evaluations will be the latest edition of the noise ordinance in the Code of the Town of Highland Beach, Sec. 18 9 and 18-10. Noise Survey Results: The acoustical evaluations here presented were performed with all the mechanical equipment in the water treatment facilities operating simultaneously under normal running conditions, each noise source operating alone and with the plant completeiy shut down, to evaluate the real acoustic impact of the noise source at the point of complaint. The measured indoor noise levels here presented include all outdoor and indoor background sounds. noise that can be attributed to the noise source over the at balcony of unit 906 is constantly being masked by surf noise and vehicular traffic noise over South Ocean Boulevard. There was no tonal component found from the noise source in the outdoor and indoor sound spectra at the pomt of complam~ t: -- - i Therefore, the noise complaints from the residents at the Highland Beach Club Condominium can be rendered as a PRIVATE NUISANCE.
