2005.04.26_TC_Minutes_Workshop• TOWN OF HIGHLAND BEACH, FLORIDA TOWN COMMISSION WORKSHOP MEETING MINUTES Tuesday. April 26. 2005 1:30 p.m. Mayor Harold R. Hagelmann called the Workshop Meeting to order in Commission Chambers at 1:30 P.M. Deputy Town Clerk Jane Dillon called the roll. The Mayor, Vice Mayor Joseph J. Asselta and Commissioners Miriam S. Zwick and Jim Newill were present. Commissioner Scala-Pistone was absent. Town Attorney Thomas E. Sliney and Town Manager Dale Sugerman were also present, as well as members of the general public. 1. ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA The agenda was amended under new business to include a proposed resolution and delete Mr. Yucht's proposed petition. 2. PUBLIC COMMENTS AND REQUESTS Steve Golding, 1101 B Highland Beach Drive, spoke on what appeared to be the • continuing delay in removing the Ocean Cove dock pilings. Mayor Hagelmann noted that he had forwarded a letter to Mr. Norman stating the Town's frustration and requesting there be no further delays. Joe Yucht, Boca High, spoke re the following five items: 1) Boca High will now pay for installation of crossing light. 2) Would like to see more residents get involved with the Town. Suggested starting an "Ambassadors Club". 3) Honor one or two condos/associations each month - invite a representative to a Commission meeting. 4) Disagreed with changing the turtle season date to begin March 1, as beachfront lights would need to be turned off an extra two months. 5) Milani/County Park suit -suggest Judge recuse himself -conflict of interest with Mary McCarty (he handled a lawsuit on her behalf.) Jean Ellis asked if anything was done with the navigation waterways (had an article). Town Commission stated that they did not receive a copy. Roberta Kruta asked about the art show at the Sea Frolic and if it was a violation of Town code. She asked that the matter be looked into. 3. BOARDS AND COMMITTEES A) BOARD CORRESPONDENCE: 1) Planning Board recommendation to keep swimming pool setback at 10 feet. (Board of Adjustment requested 5 feet). The Commission agreed with the Planning Board's recommendation. 2) Beaches and Shores recommendation to change start of turtle season from May 1 to March 1, in keeping with County start. Commission asked Town Manager Dale Sugerman to look into if this is a mandatory date in the state and county. B) BOARD VACANCIES: One (1) on Beaches & Shores Advisory Board. Lucy Miller made recommendation that applicant James Wanat be considered, and will be invited to be interviewed at the May 3 regular meeting. • C) BOARD ACTION REPORT: NONE D) MONTHLY BOARD MEETINGS: PREVIOUSLY SUBMITTED 5. PROPOSED ORDINANCES AND RESOLUTIONS 6. NEW BUSINESS Mayor Hagelmann introduced a proposed resolution in which the Town's boards would designate representative from their respective board to attend the monthly Regular meetings. Town Manager Dale Sugerman presented a proposed ordinance for a payment plan to adjust overly high water bills which results from an extenuating circumstance. This would be amending Code of Ordinances Section 29-14, "Leaks on Consumer Side of Meter". First reading next Tuesday. 7. MISCELLANEOUS -ITEMS LEFT OVER MINUTES FOR APPROVAL AT MAY 3, 2005 REGULAR MEETING: • MARCH 29, 2005 WORKSHOP Minutes accepted as presented. APRIL 5, 2005 REGULAR . REPORTS -TOWN COMMISSION COMMISSIONER NEWILL spoke about the crosswalks and that many automobiles are not following the signs stating the state law. Chief Goss spoke on the definition of crosswalks and the manner in which they are to work. Commissioner Newill recommended hiring an interior designer for the colors and furnishings in the new library. It was agreed by the commission to do so. COMMISSIONER ZWICK spoke about her beach condo association meeting in which the Boca fire department is providing to all condos in Boca free defibulators, and noted that her condo will be providing a refresher course. She also recommends asking Delray if they will be providing free units, of which Vice Mayor Asselta stated that he already inquired and they will not be, but will provide accessories for free. COMMISSIONER SCALA-PISTONE Absent. VICE MAYOR ASSELTA No report. MAYOR HAGELMANN No report • 9. REPORTS -TOWN ATTORNEY No report. 10. REPORTS -TOWN MANAGER No report. 11. CONSENT AGENDA None. 12. PUBLIC COMMENTS AND REQUESTS RELATED TO ITEMS DISCUSSED AT MEETING Lucy Miller Ambassador East requested permission from DOT to move crosswalk away from driveway to Ambassador East, yet DOT stripped the old crosswalk instead, and have not corrected it. Also, DOT put in trees which have died, and have not removed them, even after a dozen phone calls. Seymour Strauss noted that he inquired of the police department how many people have been hit by a car in the past five years, and was told none. Commissioners noted that was incorrect, several people have been hit. Bob Lowe noted that some condos use satellite dishes which do not receive channel 19 and Commission should find some way to keep residents informed. • Town Commission Tuesday. April 26, 2005 Page 4 of 4 Joe Yucht Town should establish a better criteria for serving on Boards, and supports proposed resolution regarding board members attending Commission meetings. AI Brown, Parker Highlands, complained about the bicycle traffic, especially on weekends, and the safety issues of these large group of riders. 13.
