2005.04.28_TC_Minutes_Special• TOWN OF HIGHLAND BEACH, FLORIDA TOWN COMMISSION SPECIAL MEETING MINUTES THURSDAY APRIL 28, 2005 3:15 P.M. Mayor Harold R. Hagelmann called the Special Meeting to order in Commission Chambers at 3:00 P.M., noting that this was a special meeting for the purpose of discussion re florida state retirement system (pension). Deputy Town Clerk Jane Dillon called the roll. The Mayor, Vice Mayor Joseph J. Asselta and Commissioners Miriam S. Zwick and Jim Newill were present.. Commissioner Rachael Scala-Pistone was absent. Town Attorney Thomas E. Sliney and Town Manager Dale Sugerman were also present, as were members of the general public. The Pledge of Allegiance was conducted. Bob A. Sugarman of Sugarman & Suskind gave a presentation on subject, offering comparisons between ICMA and FRS, noting the employee has three options: i 1. Stay with ICMA 2. Buy back time retroactive 3. Keep ICMA -start fresh with FRS, but employee must work six years to be vested again. Vice Mayor Asselta wants to keep collective bargaining and pension plan separate. Commissioner Newill suggested the Town hire a consultant to look at both plans. Commissioner Zwick agreed with Vice Mayor Asselta, and Mayor Hagelmann was 100% in favor and agreed with Vice Mayor Asselta. Mr. Sugarman will contact FRS to have paperwork sent to him.
