MINUTES OF TOWN COMMISSION MEETING
SPECIAL WORKSHOP - FY 2006/2007 BUDGET WORKSHOP
Wednesday, August 9, 2006 1:30 P.M.
Mayor Harold R. Hagelmann called the Special Workshop to order in Commission
Chambers at 1:30 P.M. stating its purpose was as follows:
REVIEW OF THE FISCAL YEAR 2006/2007 BUDGET.
Town Clerk Doris Trinley called the roll. The Mayor, Vice Mayor Joseph J. Asselta, and
Commissioners Rachael Scala-Pistone, Miriam S. Zwick and Jim Newill, CPA, were
present.
Town Attorney Thomas E. Sliney and Town Manager Dale S. Sugerman were also
present, as were members of the general public.
After roll call, the Pledge of Allegiance was given, followed by a minute of silence in
honor of all military personnel.
• Mayor Hagelmann first thanked all those who had worked on preparation of the FY
2006/2007 budget.
Town Manager Sugerman also thanked his Budget Committee for a job well done: Stan
Novak, Finance Director; Judy Wright, Accounting Officer; and Sue Gray, Assistant to
the Town Manager.
Mr. Sugerman also noted that this FY budget's theme was "creating stability," and gave
an overview of the total budget. Following are among the areas Mr. Sugerman spoke
to:
the possibility of lowering the millage rate from 4.000 to 3.8500.
which would mean only a $330,000 reduction in revenues.
anticipation of a strong year-end finish, with $1.9 million left over
in the general fund.
no additional personnel requested in any department.
COLA payment for employees taken from "all workers" category at a
rate of 5.5%
• need to re-visit purchasing and personnel policies for update.

increase in water rates to $39.75 for up to 7,000 gallons, which increase will not
eliminate the deficit in the Enterprise Fund.
the budget as presented does not include any increase in garbage rates;
negotiations will start in the near future, as the Waste Management contract
expires in December 2006.
Concluding his remarks, the Town Manager invited the Commission to review the entire
budget, line item by line item. Commissioner Newill led the review, saying he had no
doubt about the accuracy of the information presented, but he did want clarification in
several areas. Other members also had questions as the review progressed.
Concluding review, with questions being answered satisfactorily by Town Manager
Sugerman and his Budget Committee, and with the consensus that the millage remain
at 4.0000 as approved at the August 1, 2006 Regular Meeting, there was no further
business to come before the Commission at this time. Mayor Hagelmann adjourned the
Special Workshop at 4:00 P.M. upon MOTION by COMMISSIONER
NEWILL/COMMISSIONER ZWICK.
