PLANNING BOARD
PUBLIC HEARING/SPECIAL MEETING -MINUTES
Wednesday, December 14, 1994 9:30 A.M.
Chairman Robert L. Lowe called the advertised Public Hearing/Special Meeting to order in Commission
Chambers at 9:30 A.M., stating its purpose as follows:
REVIEW PROPOSED AMENDMENT TO SECTION 5.1 (b) [TENNIS COURT
FENCES] OF CHAPTER 30 [ZONING].
Deputy Town Clerk Doris Trinley called the roll. The Chairman, Vice Chairman Leonard D. Bell and
Members William Maltz, Felix R. Goldenson and Michael W. Hill were present. Members James F. Morrill
and Domenic Marino were absent.
Building Official Lee Leffingwell and Town Attorney Thomas E.Sliney were also in attendance, as were
members of the general public.
• At this time, Chairman Lowe welcomed Talent Bank Applicant Jane Karp, who was in the audience.
MINUTES
Upon MOTION by MR. HILUMR. GOLDENSON, the Minutes of the November 9 Regular Meeting were
unanimously approved.
REVIEW PROPOSED AMENDMENT TO SECTION 5.1 (b) [TENNIS COURT FENCES] OF CHAPTER 30
[ZONING]
Building Official Leffingwell recapped the events which led to the proposed amendment, advising that the
Community Appearance Board had first suggested same after review of a project involving a tennis court
fence.
Lengthy discussion took place regarding height, which included philosophical and practical concepts of:
.Aesthetics
.Public Safety
.Public vs. Private View
• .Concealing Landscaping on Front Property Line vs. Sideyards

.Efficiency of all four (4) sides of fence
required to be same height
.Maximum vs. Minimum Height of fence
In conclusion, the following MOTION was made by MR. GOLDENSON/MR. BELL:
THE PLANNING BOARD RECOMMENDS TO THE TOWN COMMISSION THAT
SECTION 5.1 (b) [TENNIS COURT FENCES] OF CHAPTER 30 [ZONING]
BE AMENDED AS FOLLOWS:
(b) Tennis court fences, visible from any public
roadway, shall be 10' high and be concealed
from public view. Such fences steal/ be at
/east 10' from front properly line, with
concealing landscaping being planted 5' from
front property line. The height of all tennis
court fences may not exceed 10
• Roll call met with unanimous favorable vote.
There being no further business to come before the Board at this time, the meeting was adjourned upon
MOTION by MR. HILL/MR. MALTZ at 10:30 A.M.
