Lowe called the Regular Meeting to order in Commission Chambers at 9:38 A.M. Deputy Town Clerk Jane Dillon called the roll. Present were Chairman Robert L. Lowe, Vice Chair Leonard D. Bell, Members William Maltz, Michael W. Hill, Alfred E. Bresnahan, Paul R. Kane and S. Myron Browner. Also present were Town Manager Mary Ann Mariano and Attorney Thomas E. Sliney. APPROVAL OF MINUTES Upon MOTION by MR. MALTZ/MR. HILL, the minutes of the June 12, 1996 Regular Meeting were unanimously approved. NEW BUSINESS Chairman Lowe introduced and welcomed Michael Browner to the Planning Board. REVIEW OF DRAFT ORDINANCE RE PROHIBITION OF BOAT BASINS ON LOTS OF LESS THAN ONE (1) ACRE. Attorney Sliney stated that the ordinance was a draft of which the language was derived from the ordinances of Deerfield Beach and Lighthouse Point for same, but stressed that this particular language may not fit the definition of Highland Beach's requirements. He asked the board to discuss and make appropriate suggestions and changes. There was discussion on whether the Intracoastal lots should be exempt from the ordinance. The board was reminded of the large parcels on the waterway which might eventually put a basin in. Some members felt residents had the right to build a boat basin if they wish no matter what the lot size, yet others felt a basin may hurt value of surrounding properties, and of the lot itself. Ms. Mariano stated that the Planning Board would be sending a recommendation to the Town Commission after the advertised public hearing, and the Town Commission would then make the final decision of passing the ordinance or not. Attorney Sliney will revise the subject ordinance in accordance with discussion today, and distribute copies to the board for their review prior to the Advertised Public Hearing which is scheduled for September 11, 1996.
