TOWN OF HIGHLAND BEACH
PLANNING BOARD
PUBLIC HEARING/REGULAR MEETING
MINUTES
Wednesday, December 11. 1996 9:30 A.M.
Chairman Robert L. Lowe called the Public Hearing/Regular Meeting
to order in Commi;asion Chambers at 9:30 A.M.
Deputy Town Clerk Jane Dillon called the roll. Present were
Chairman Robert L. Lowe, Vice Chair Leonard D. Bell and Members
Alfred E. Bresnahan, William Maltz and Paul R. Kane. Michael W.
Hill and S. Myron Browner were absent. (note: at rollcall it was
read into the record that Mr. Bell was absent; he joined the
meeting a few minutes thereafter.)
Also present were Town Manager Mary Ann Mariano, Building Official
James Du Vall, Town Attorney Thomas E. Sliney and members of the
general public.
APPROVAL OF MINUTES
Upon MOTION by MR. BRESNAHAN/MR. MALTZ, the minutes of the November
20, 1996 Workshop Meeting were unanimously approved.
NEW BUSINESS
PUBLIC HEARING: REVIEW PLANS FOR TWO (2) DOLPHIN PILINGS AND BOAT
LIFT FOR PROPERTY LOCATED AT 4317 INTRACOASTAL DRIVE, LOT 4,
BLOCK 5. DR. RICHARD CONLEN, APPLICANT/OWNER.
Recording Secretary verified mailings to residents within 100 feet
of subject property. After discussion by the Board and hearing
concerns from several residents, the Board asked Dr. Conlen to
resubmit more complete plans to the Building Official, of which
issue will be reheard at the February 12 Planning Board Meeting.
Attorney Sliney noted that a second mailing would not be necessary,
as it appeared the concerned residents were present and were
informed of the February 12 hearing at this time.
PRELIMINARY REVIEW FOR DEMOLITION OF EXISTING SINGLE FAMILY AND
BUILDING A NEW SINGLE FAMILY HOME FOR PROPERTY LOCATED AT 3901 S.
OCEAN BLVD., BLOCK 3, LOT 58. JOHN D. CONWAY ARCHITECT (APPLICANT)

Mr. Conway presented the plans to the Board upon which they
examined and asked questions. MOTION was made by Mr. Maltz/Mr.
Bresnahan as follows:
The Planning Board gives FINAL approval for demolition of
existing single family and building a new single family
home for property located at 3901 S. Ocean Blvd., Block
3, Lot 58. John D. Conway Architect (applicant) / Warren
Blasland, Jr. (owner.)
PRELIMINARY REVIEW FOR 3RD FLOOR ADDITION TO EXISTING RESIDENCE
WITHIN FOUNDATION OF STRUCTURE, FOR PROPERTY LOCATED AT 3921 S.
OCEAN BLVD., BLOCK 3, LOT 55. MOSES ASSOC. ARCHITECTS (APPLICANT)
DONALD GELLER (OWNER.)
Mr. Geller presented the plans for the addition, stating that he is
in the construction business and will be subcontracting the work
himself. The Board examined the plans, and MOTION was made by MR.
BRESNAHAN/MR. BELL as follows:
The Planning Board gives FINAL approval for 3rd floor
• addition to existing residence within foundation of
structure, for property located at 3921 S. Ocean Blvd.,
Block 3, Lot 55. Moses Assoc Architects (applicant) /
Donald Geller (owner.)
PRELIMINARY REVIEW FOR NEW SINGLE FAMILY RESIDENCES FOR PROPERTY
LOCATED AT 2625 S. OCEAN BLVD., LOT 122E, DEVELOPMENT #5 AND #8.
APPLICANT; BYRD BEACH ESTATES, LTD (CHARLES JOHNSON) AND BOCA
CONTRACTING CORP. (JIM LAGASI.)
Mr . Johnson and Mr . Stof ft presented the two house plans to the
Board, also showing the layout of the project and discussing the
required connections between the homes.
Upon MOTION by MR. BRESNAHAN/MR. KANE the Planning Board gives
FINAL approval for two new single family residences for
property located at 2625 S. Ocean Blvd., Lot 122E, Development
#5 and #8. Applicant: Byrd Beach Estates, Ltd.
The Board had some discussion on several projects in Town, and the
timeliness of their completion.
With no further busines to come before the Board, MOTION to adjourn
was made by MR. BRESNAHAN/MR. KANE at 10:25 a.m.
