Kane called the Regular Meeting to order in Town Hall at 9:30 A.M. Deputy Town Clerk Jane Dillon called the roll. Present were Vice Chair Paul R. Kane, S. Myron Browner, Guido Teichner, Robert F. Selby, Victor P. Hadeed and new member Harold R. Hagelmann. Alfred E. Bresnahan was absent. Also present was Town Attorney Thomas E.Sliney and Building Official Bob Dawson. APPROVAL OF MINUTES Upon MOTION by MR. BROWNER/MR. HAGELMAN the minutes of the June 10, 1998 regular meeting were unanimously approved. NEW BUSINESS PRELIMINARY REVIEW FOR NEW CONSTRUCTION OF A MULTI-FAMILY • CONDOMINIUM FOR PROPERTY LOCATED AT 3200 S. OCEAN BLVD., LOT 102. RAMSES CASTLE CORPORATION (SOHBY G. IBRAHIM - PRESIDENT.) Mr. Kane stated that the Planning Board was asked by the Town Commission to review the project plans, in particular the 8 variance items being requested, in order to offer their recommendation for approval purposes. Mr. Kane noted that he invited residents from four adjacent condos, of which representatives from each were present. Mr. Arthur Frimet presented the project, showing renditions of the buildings, the planned rooftop pool and lanais, and landscaping plans. The plans are for 34 units ranging in price from $400- 600,000 each with the smallest unit at 2,600 sq. ft. The mangroves will remain in tack, utilizing elevated walkways and drainage pipes. Each floor will consist of 6 units; 2 facing ocean, 2 facing Intracoastal, 2 middle units, with 9 foot ceilings. Mr. Frimet presented a list of eight design changes, of which the Board reviewed per the Commission's request. (List attached hereto and made a part of these minutes.) There was some concern on the design of the rooftop vents and their location in relation to the pool area. Mr. Sliney confirmed that the Building Official will handle the engineering aspects of the plans, and the Board's position is to approve the footprint/site plan only. OCEAN BLVD, LOT 102, AND FURTHER APPROVES THE EIGHT MODIFICATIONS LABELED RAMSES CASTLE PROJECT PLANNED MODIFICATIONS AND ATTACHED HERETO. ALL PARTIES IN THIS MATTER FULLY UNDERSTAND AND AGREE ANY MODIFICATION AND/OR VARIANCE APPROVED OR DENIED ARE THE SOLE DISCRETION OF THE HIGHLAND BEACH COMMISSION. • The Board was in unanimous agreement of said Motion. Maintain 12 foot side setbacks to one-story garage structures. 2. Provide 9 ft. x 20 ft. clear parking spaces in garage and in front setback. • 3. Measure height of building (max. 70 ft. to structural roof deck) from first floor located at 7' - 6" above mean sea level. 4. Provide 5 ft. cantilever side balcony projections beyond the maximum 110 feet width of the main building and the front setback of 50 foot from Ocean Blvd. 5. In addition to the projection of stairs, elevator shafts and mechanical rooms above the roof, provide for an open swimming pool deck to be 7 feet above the roof together with the necessary required toilet rooms, storage rooms, pool equipment room, drink machines, roof top recreation, patio areas and landscaped roof planter areas with parapets, stairs from pool deck level to roof level. 6. Provide a 4 foot deep portion of overhang into the front 40 foot setback to shelter the car drop off. 7. Provide decorative paving at front driveways and parking spaces.
