TOWN COMMISSION MEETING
WORKSHOP
Tuesday, January 31, 2006 1:30 P.M.
Mayor Harold R. Hagelmann called the Workshop to order in Commission Chambers are
1:30 P.M.
Town Clerk Doris Trinley called the roll. The Mayor, Vice Mayor Joseph J. Asselta, and
Commissioners Rachael Scala-Pistone and Miriam S. Zwick. Commissioner Jim Newill,
CPA was absent.
Also present were Town Attorney Thomas E. Sliney and Town Manager Dale S.
Sugerman, as were members of the general public.
After roll call vote, the Pledge of Allegiance was given, followed by a minute of silence
in honor of the nation's military service personnel.
1. ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA
Hearing no objection, Mayor Hagelmann declared the Agenda accepted as presented.
2. PUBLIC COMMENTS AND REQUESTS
Seymour Strauss, Boca Hi, Chairman of the Lyric Chamber Orchestra, reiterated his
request for more funding for the orchestra, noting the Cultural Society, in declining his
request for funding, suggested that he again present his request to the Commission.
Joe Yucht, Boca Hi, suggested all agenda budgeted items should be identified by an
asterisk following same; he also suggested that the name of any Commission member
sponsoring a resolution be included after the title of same.

4. BOARDS AND COMMITTEES
A) BOARD CORRESPONDENCE: Recommendation from Financial Advisory
Board re purchase of 1750 kw emergency generator.
Mayor Hagelmann noted receipt of this favorable recommendation.

5. PROPOSED ORDINANCES AND RESOLUTIONS
NONE.
6. NEW BUSINESS
After some discussion, the following items were moved to the February 7, 2006 Regular
Meeting Consent Agenda:
• (1) DISCUSSION RE: DECLARING THE TOWN'S 1995 FORD ESCORT AS
SURPLUS PROPERTY.
(2) DISCUSSION RE: AUTHORIZING THE MAYOR TO SIGN THE FIRST
AMENDMENT TO A SPRINT TOWER SITE LEASE AGREEMENT.
(An error in the amendment was noted by the Town Attorney
as to the date the agreement was amended and restated:
7/1/98, not 7/1/96.)
(3) CONSIDERATION OF PLAQUE IN HONOR OF FORMER MAYOR,
ARLIN G. VORESS, TO BE PLACED IN WATER PLANT LOBBY.

8. REPORTS -TOWN COMMISSION
Commissioner Jim Newill, CPA, was absent.
Commissioner Miriam S. Zwick reported on the impending opening of the new library,
noting after the Fire Department's final inspection and approval, a Certificate of
Occupancy can be issued.
Commissioner Rachael Scala-Pistone advised that a presentation from the Beaches
and Shores Advisory Board will soon be forthcoming, and will include the issues of
beach and mangrove cleanliness and safety, as well as a suggestion for a tax levy of
$5.00 per unit so the Town can take over beach cleaning activity.
Commissioner Scala-Pistone also commended Police Sergeant Mitch Rieger on being
one of 17 officers in Palm Beach County to be recognized by the MADD organization
(Mothers Against Drunk Driving) for his efforts on their behalf.
In conclusion, Commissioner Scala-Pistone addressed Seymour Strauss directly, noting
her displeasure of his consistent chastisement of her regarding her decision not to vote
for funding of the Lyric Chamber Orchestra, and adding that no forthcoming information
thus far had changed her opinion that public funding should not be used for such
purposes.
Vice Mayor Joseph J. Asselta first acknowledged Commissioner Scala-Pistone's
remarks regarding Seymour Strauss, saying he agreed with her comments.
The Vice Mayor referred to the recent meeting of many state and county agencies
regarding the poor condition of the mangrove just south of the Coronado and north of
the Casuarina, advising that another meeting with county representatives will take place
within a week or so, at which time it is hoped a solution to return it to a healthy state can
be reached.
Mayor Harold R. Hagelmann thanked Police Chief Glenn Goss and his Officers for a
wondertul job covering adherence to pedestrian crossing laws; the Mayor also made note
of north and south end electronic signs that warn of a $118.50 fine + 3 license points to
those motorists who ignore pedestrians in crosswalks.
Commissioner Zwick added that educating the motoring public is key, noting that she
had asked the reporters for The Sun Sentinel and The Palm Beach Post to do an article
in this regard.
Regarding the electronic signs, Commissioner Scala-Pistone added that some residents
had expressed their displeasure, saying they were more suited for commercial areas and
not in a small beach community.

9. REPORTS -TOWN ATTORNEY
Town Attorney Thomas E. Sliney advised that he agreed with Commissioner Scala-
Pistone's remarks, saying it is not the roll of the Town Commission to provide funds for
non-profit organizations; should it be their collective wish to give to worthy organizations,
then a policy should be put in place. Mr. Sliney noted that the larger municipalities of
Boca Raton and Delray Beach have such policies in place.
10. REPORTS -TOWN MANAGER
Town Manager Dale S. Sugerman noted the upcoming meeting with condominium
managers/homeowners associations to be held on Monday, February 13 at 10:00 A.M.,
he encouraged the members to attend if their schedules allowed; Hurricane Wilma will
be the topic. Mr. Sugerman also noted a meeting with Fish & Wildlife representatives
to be held on Wednesday, March 15 at 5:30 P.M. to discuss boating speed on the
Intracoastal.

12. PUBLIC COMMENTS AND REQUESTS RELATED TO ITEMS DISCUSSED AT
MEETING
Tony Rotolo, Coronado, thanked the Commission for their attention to pedestrian safety
at the crosswalks.
Harold Cohen, Ambassador South, suggested a certain amount of money be budgeted
for non-profit organizations.
13. ADJOURNMENT
There being no further business to come before the Commission at this time, Mayor
Hagelmann adjourned the Workshop at 3:25 P.M. upon MOTION by COMMISSIONER
ZWICK/COMMISSIONER SCALA-PISTONE.
