PLANNING BOARD
REGULAR MEETING MINUTES
Wednesday February 10 1999 9:30 A.M.
Chairman Alfred E. Bresnahan called the Regular Meeting to order in
Commission Chambers at 9:30 A.M.
Deputy Town Clerk Jane Dillon called the roll. Present were
Chairman Alfred E. Bresnahan, Vice Chair Paul R. Kane, Members S.
Myron Browner, Victor P. Hadeed, Harold R. Hagelmann and Eugene
Diliberto. Guido Teichner was absent.

PRESENTATION BY MR. BARRON ON NEW CONCEPT FOR DUNE WALKOVER, FOR
POSSIBLE CONSIDERATION OF ORDINANCE CHANGE.
Mr. Barron presented a concept for a coastal dune walkover which
has been widely used in other areas for ten years or more. Mr.
Barron has had a request from a resident for such a walkover, and
while the state approved same, the Town code does not allow for a
structure other than an elevated walkover. This is a structure
which consist of short boards, attached via a nylon rope and laid
flat on the dune. This would allow for walking on and not
disturbing the dune, yet sand could eventually cover it, making it
unobstructive. The structure may be rolled up and out again if it
needs to be replaced or resurfaced.
It was expressed that this was a good system to be utilized.
After further discussion, the following MOTION was made by MR.
BROWNER/MR. HADEED:
THE PLANNING BOARD RECOMMENDS APPROVAL BY THE TOWN
COMMISSION TO APPROVE THE FOLLOWING CHANGES TO THE
CURRENT DUNE WALKOVER ORDINANCE BY ELIMINATING THE WORD
"ELEVATED" AND SUBSTITUTING "ACROSS" FOR OVER, PER
CHAPTER 6, SECTION 6-1(b).

These are approved structures.
Which would. you rather have installed every 100 feet through this private residential area of nourished beach and
restored dune? Three foot wide (or less) on grade ramps would serve residential areas with slight changes in
elevation with much less total impact on the coastal system. And which would you rather clean up after a
hurricane?Potential missiles available to impact upland structures may number in the hundreds with an elevated
~alk. Our design ties the pieces together with high tensile rope, and could secure the whole thing to the dune with
urricane anchors. The attached materials list demonstrates the advantages in lumber budget with our ramp.
