PLANNING BOARD
SPECIAL MEETING MINUTES
Wednesdav, Januarv 26 2000 1.00 P M
Chairman Alfred E. Bresnahan called the Workshop Meeting to order in
Commission Chambers at 9:00 A.M.
Deputy Town Clerk Jane Dillon called the roll. Present were
Chairman Alfred E. Bresnahan, Vice-Chair Gerald B. Church and
Members, Harold Hagelmann, S. Myron Browner, Eugene Diliberto.
Victor P. Hadeed and Guido Teichner were absent. Also present were
Town Attorney Thomas Sliney, Building Official Bob Dawson and
members of the general public.
The Special Meeting today was to hear the following issue:
PRELIMINARY REVIEW FOR NEW DEVELOPMENT AT 4001 S. OCEAN BLVD.,
WITH REVISION TO PREVIOUSLY SUBMITTED SITE PLAN.
APPLICANT: MARK ROTHENBERG / OWNER: GARDENS OF HIGHLAND BEACH.
Mr. Rothenberg noted that this amended site plan is pursuant to the
Town's codes as exists today. The application was amended to state
• this is a FINAL review, as this project already had a preliminary
approval with the original plans, and that it Does meet all code
requirements. Also, address is not 4001 S. Ocean Blvd. At this
time, there is not an address assigned to this property.
The following issues were discussed:
Width of roadway for fire trucks. Mr. Rothenberg is in compliance
with the needs of the fire department. It was suggested he obtain
something in writing to this effect.
. There will be 8 car stacking at entrance (2 lanes)
. There will be a man guarded gate
. Density has been reduced from 90 to 54
. Wetlands will be enhanced. There is a mitigation plan in place;
biologist to clean out and reflow; non-native plants will be
removed.
. A conservation easement will be in place - land can never be
developed.
. The 54 units will maintain conservation of area.
After further discussion, the following MOTION was made by MR.
BROWNER/MR. HAGELMANN:
FINAL APPROVAL FOR REVISION TO PREVIOUSLY SUBMITTED SITE
PLAN, FOR NEW DEVELOPMENT AT S. OCEAN BLVD., SUBJECT TO
WHATEVER AGENCY, (FEDERAL, STATE & LOCAL), EXISTS IN THE
• STATE OF FLORIDA, TO CONTINUE WITH THIS PROJECT.

THE FOLLOWING ITEMS TO BE INCLUDED IN APPROVAL.
1. Referencing Job #982467, Sheet S1, dated 9-16-99.
Last revision, 12-23-99.
2. Homes will have attached walls.
3. Right turning lane included in approval, subject to DOT
permitting same.
4. Design safe corner at ingress & egress (wall will be moved
back)
5. Place a safe ccrner at the South egress wall also.
MOTION met with unanimous approval.
After a brief recess, there was discussion regarding the memorandum
to Mayor Reid from Chairman Al Bresnahan dated January 25, 2000. It
was noted that the precise Motion which was made at the January 24,
2000 Workshop Meeting was relayed improperly to the Mayor, changing
the intent of the Board's response. A clarification memorandum will
be prepared and distributed.
With no further business to come before the Board, MOTION to adjourn
was made by MR. BROWNER/MR. HAGELMANN at 2:30 P.M.

Proposed Drainage System •
Tn Whom It May Concern:
Keith and Associates, Inc;, has completed a preliminHry drainage analysis for the above referenced project,
and is currently in the permit process with the South )'lorida Water Management District. Rased vn our
findings, a suitable surface water management can be provided for the site.
The Project site is located in the Town of Highland Beach, Palm Beach County, Florida. The parcel is
bounded by State Koad AIA, the Regency Club,'Ifie Intracoastal Waterway, and single family homes on
the east, north, west and south; respectively.
• The proposed drainage system will consist of retention areas and/or extiltration trench, a series of catch
basins, conduit, drainage wells and an outfall. The rate of stonmwater nmoffdischarge through the ~utfall
will be limitc;d the by prr-development amvunt.'I'he additional runoff will be discharged through (3) thn-e
drainage wells. Water quality treatment will be provided by utilizing retention areas and or cxfiltrativn
tronch. The existing drainage along AIA will be directed through a separate system and will be rc:-rvulul
around the proposed system. The proposed system will require permits from the South Florida Water
Management Systan and The Florida Department of Environmental Protection.
