PUBLIC HEARING MINUTES

Chairman Harold R. Hagelmann called the Regular Meeting to order in Commission
Chambers at 9:30 a.m. Present were, Chairman Hagelmann, Members Leonard D. Bell,
Victor P. Hadeed, Theresa Colarullo and Neil W. Burd. Gerald Church was absent. Also
present were Town Attorney Thomas E. Sliney, Building Official Robert Dawson and
members of the general public.
Chairman Hagelmann read into the record that this Public Hearing was being held for
the purpose of considering the application of Camino Cove, P.O.A., for replacing existing
decking and installing dolphins at east end of canal between Bel Air Drive and Russell
Drive.
It was noted that all the requirements were met for publication of meeting and notifing
neighbors within 1,000 ft on canal. All who would be testifying were sworn in.
Mr. Lou Stern, President Camino Cove, P.O.A., presented his application to the Board,
noting the following: Pilings were put in in 1984, of which plans showed a space of 15
ft them, with som placed at 17 feet apart. At time they were " ferry rigged" and not
• placed according to plans. Homeowners want pilings placed where they originally were
planned to go according to the 1984 plans, in addition to adding pilings further out. The
existing pilings sit at the stern and midship of a boat and cannot be tied safely.
Havier Corvedo -Palm Beach Marine Construction was available to answer questions.
Ron Goralle, representative of homeowners association for Highland House, stated that
he is a captain and boat owner and was dock master for eight years, therefore has a
good background of boat owning. Represent Highland House owners, and all six unit
owners agree that pilings need to be repositioned for the safety of the boats. (pro)

Pro -understand reasonableness of request
Con -don't know if there is a coherent plan for the entire canal. They want boats to be
perpendicular to canal. All others must park parallel. Perpendicular more favorable, as
they can have larger and more boats, and will improve property values. Other property
owners may state that they want to do the same thing to accommodate bigger and more
boats and improve property value also. All six owners of Shamrock have the same
concerns. Mr. Dawson noted that according to our current ordinance boats cannot be
moored perpendicular except at the end of a canal (of which this property sits.)
A request for perpendicular docking would be considered as a special exception by the
Town Commission following an advisory recommendation by the Planning Board.

Dolores Gardello - submitted a letter expressing yes to replacing existing decking, no to
installing pilings.
Andrean Balbay, 1027 Boca Cove Lane and sits on board of Boca South, has no
objections to project.
Mr. Stern noted that the paperwork on file with the state from 1984, did grandfather in
the docks currently there. He noted that slips 3, 5 & 10 have a maximum length of 28
ft; slips 3 & 6 are limited to a maximum length of 34 ft. The other 4 slips could be longer
because they would not impede on our neighbors or other neighbors.
A three member board of directors has jurisdiction over length of boat that may be
moored, and has the sanction to have a boat removed if need be.
After review of plans, the following MOTION was made by MR. HADEED/MR. BURD:
THE PLANNING BOARD GRANTS FINAL APPROVAL FOR REPLACING
EXISTING DECKING AND INSTALLING DOLPHINS AT EAST END OF
CANAL BETWEEN BEL AIR DRIVE AND RUSSELL DRIVE AS
SUBMITTED IN THE PLANS.
