Hagelmann called the Special Budget Public Hearing to order in Commission Chambers at 5:01 P.M. CALL TO ORDER: Roll Call: Members present: Mayor Harold R. Hagelmann; Vice Mayor Joseph J. Asselta; Commissioner Miriam S. Zwick; Commissioner Jim Newill, CPA; Commissioner Doris M. Trinley; Town Attorney Thomas E. Sliney; Town Manager Dale S. Sugerman; Town Clerk Beverly M. Brown; Finance Director Stan Novak and Assistant to the Manager Zoie Burgess. 1. READING OF BUDGET RESOLUTIONS Resolutions No. 07-12 R and Resolution No. 07-13 R were read into the record by the Town Clerk. RESOLUTION N0.07-12 R - A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF HIGHLAND BEACH, FLORIDA, ADOPTING A FINAL MII.LAGE RATE OF 3.5232 MILS FOR THE TOWN'S GENERAL OPERATING FUNDS FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2007 AND ENDING SEPTEMBER 30, 2008; PROVIDING THAT THE FINAL MILEAGE RATE OF 3.5232 MILS IS 4.04 PERCENT LESS THAN THE COMPUTED ROLLED-BACK RATE OF 3.6717 MILS; PROVIDING FOR SEVERABILITY, CONFLICTS AND AN EFFECTIVE DATE. RESOLUTION N0.07-13 R - A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF HIGHLAND BEACH, FLORIDA, ADOPTING A FINAL BUDGET FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2007 AND ENDING SEPTEMBER 30, 2008; DETERMINING AND FIXING THE AMOUNTS NECESSARY TO CARRY ON THE GOVERNMENT OF THE TOWN FOR THE ENSUING YEAR; PROVIDING FOR SEVERABILITY, CONFLICTS AND AN EFFECTIVE DATE. Town Commission Special Budget Hearing September 25, 2007 Pa eg 2 of 3 2. PUBLIC COMMENTS REGARDING 2007/2008 FISCAL YEAR BUDGET Mayor Hagelmann opened the floor for comments from the public. No one made comments during this portion of the agenda. Therefore, the public comment section of the meeting was closed. 3. TOWN COMMISSION COMMENTS • Commissioner Trinley -None • Commissioner Newill - Originally I was not scheduled to be at this meeting, but due to the interviews scheduled with the proposed auditors for tomorrow, I cancelled my reservations at the "Ethics Conference" and reimbursed the Town the monies that they were charged for my cancellation. • Commissioner Zwick -None • Vice Mayor Asselta -None • Mayor Hagelmann -None 4. ADOPTION OF RESOLUTIONS MOTION: Commissioner Newill moved to establish a millage rate of 3.3412 general operating and 0.4268 debt service. Motion died for lack of a second. MOTION: Commissioner Zwick moved to adopt Resolution No. 07-012 R adopting a Final Millage rate of 3.5232 Mils for the Town's General Operating Funds for the Fiscal Year beginning October 1, 2007 and ending September 30, 2008; seconded by Commissioner Trinley ROLL CALL: Commissioner Zwick - Yes Commissioner Trinley - Yes Commissioner Newill - No Vice Mayor Asselta - Yes Mayor Hagelmann - Yes MOTION PASSED -VOTE 4-1 Town Commission Special Budget Hearing September 25, 2007 Pa eg 3 of 3 MOTION: Commissioner Zwick moved to adopt Resolution No. 07-013 R adopting a Final Budget for the Fiscal Year beginning October 1, 2007 and ending September 30, 2007; determining and fixing the amounts necessary to carry on the Government of the Town for the ensuing year; seconded by Commissioner Trinley.
