1. CALL TO ORDER
Chairperson Barbara Nestle called the meeting to order at 11:00 A.M. She
introduced two new Board Members Karen Jones and David Newman.

3. PLEDGE OF ALLEGIANCE
The Board led the Pledge of Allegiance to the United States of America.
4. APPROVAL OF THE AGENDA
MOTION: Blumberg/Viegas - Moved to approve the agenda as presented which
passed 7 to 0.
5. PUBLIC COMMENT (limited to three (3) minutes per speaker)
There were no public comments.
6. PRESENTATIONS
A. Town Planner Updates
Town Planner Allen reviewed some items from the last meeting including the
75th anniversary event in December, Member Blumberg’s presentation was
posted to the website and spoke about recycling items that were included in
past Managers Minutes.

There was discussion about taking a tour at the recycling plant in Palm Beach
County which will be followed up on by Member Newman.
7. APPROVAL OF MINUTES
A. May 01, 2024
MOTION: Shriberg/Blumberg - Moved to approve the minutes as of May 01,
2024, which passed 7 to 0.
8. UNFINISHED BUSINESS
A. Dune Restoration/Management-related events and Outreach
Chairperson Nestle spoke about the 75th anniversary celebration in December
and mentioned that the Board will have a table with some of the Turtle Team
members. The table will have a banner above their heads to identify them,
computer with presentation, nametags, and leaflets will be available to hand
out. There was discussion about getting a dune professional to come to the
event and answer questions.
There was discussion about having another dune event. In the past Penthouse
Towers held the event but their property manager has resigned. Chairperson
Nestle will reach out to their new management company and ask if they can
continue to have events there. It was mentioned that John Shoemaker was
open to having a presentation at one of their meetings of the HOA Presidents.
Member Jones will reach out to Ocean Place Estates and Villas to see if they
will hold an event. Town Planner Allen reminded the members that if there are
events organized to relay the information to her so an email blast can be sent
out to residents.
B. 2023 Beachfront Property Evaluation: Discussion on educational outreach
to residents
Town Planner Allen reviewed her memo and the draft of the letter that was
provided in the agenda packet. The event will be held on November 12, 2024,
at 6 PM in the Town Library with Aptim Environmental and Infrastructure will
present and advise residents on their specific properties.
The Board reviewed and revised the resident outreach letter. The full study will
be printed and kept in a binder at Town Hall and the Library. The letter will be
finalized with changes and sent out to all residents.

C. Discussion on Intracoastal Waterway Protection and Public Education
There was discussion about having the Town conduct a feasibility study for
seawalls and Town Planner Allen said she would speak with the Town
Manager. There was discussion about going out on the Marine Unit to see the
intracoastal. It was suggested to get an expert to come to a meeting and
educate the Board on seawalls before doing anything with the Marine
Unit. Member Jones will reach out to someone and contact the Town Planner
and let her know.
D. Board Member Updates
Chairperson Nestle has been contacting beach raker companies about issues.
She mentioned that the Turtle Team had a successful movie night and
suggested doing that event again.
Town Planner Allan advised Board Members to contact the beach rakers
companies directly or FDP to report issues, not the Code Enforcement Officer.
Member Blumberg suggested inviting Coastal Stewards to speak one day at an
event or meeting.
9. NEW BUSINESS
A. Discussion of future Board agendas: Whether to expand Board powers
and duties as provided in Section 2-140 of the Town Code.
The Board discussed putting this item on the next agenda.
MOTION: Nestle/Blumberg – Moved to put the proposed revisions and
discussion on the next Board Meeting Agenda which passed 7 to 0.

Sec. 2-140. Powers and duties.
The powers and duties of the natural resources preservation advisory board shall include the following:
(a) Coordinate activities related to regular beach clean-up events.
(b) Assist the sea turtle program with activities related to the program and recruitment of volunteers.
(c) Review existing and proposed town ordinances which affect the environment, and advise the town
commission regarding the need for modifications or changes to such ordinances.
(d) Assist in the effort to encourage homeowners and associations to keep adequate levels of vegetation
on the beach in order to avoid erosion.
(e) Promoting green landscaping and advocating environmental concerns relating to plastics, etc.
(f) Make recommendations about regulations related to beach cleaning as the board sees fit.
(g) Assist the town commission, upon the commission request, with items and issues related to waterways
within the corporate limits of the town including boat wakes, manatee protection and mangroves.
(h) Perform other reviews as assigned or requested by the town commission.

Revised Passage: Duties of Highland Beach Nature
Preservation Advisory Board
Sec. 2-140. Powers and Duties.
The powers and duties of the natural resources preservation advisory board shall include the
following:
(a) Coordinate and Promote Environmental Initiatives: Coordinate and promote activities
related to environmental initiatives, including beach clean-ups, sea turtle
conservation/team, dunes preservation, Intercoastal clean up and management, and Florida
friendly green landscaping.
(b) Review and Advise on Town Ordinances/Policies: Review existing and proposed town
ordinances, policies, and regulations affecting the environment, and advise the town commission
on necessary modifications or changes.
(c) Advocate for Environmental Protection: Advocate for environmental protection by
promoting sustainable practices, raising awareness of environmental issues, concerns relating to
plastics, and supporting initiatives to reduce the town's environmental footprint. Assist in the
efforts to encourage homeowners and associations to keep adequate levels of vegetation on the
beach to avoid erosion.
(d) Monitor and Address Environmental Concerns: Monitor environmental conditions within
the town, identify potential threats or concerns, and recommend appropriate actions to mitigate
or address them to town commission.
(e) Collaborate with Community Partners: Collaborate with local organizations, businesses,
and residents to develop and implement environmental initiatives and programs.
(f) Provide Expert Advice: Provide expert advice and recommendations to the town
commission on matters related to natural resources, environmental protection, and sustainability.
(g) Represent the Town on Environmental Issues: Represent the town on regional or state
environmental boards or committees, as appropriate and approved by the town commission.
(h) Educate the Public: Develop and implement public education programs to raise awareness
of environmental issues and promote sustainable practices among residents, businesses, and
visitors.
(h) Perform Other Duties/Reviews as Assigned: Perform other duties as assigned or requested
by the town commission.

SUBJECT: Natural Resources Preservation Advisory 2025 Calendar Year Meeting

SUMMARY:
This item is before the Board for discussion and consideration of the proposed 202 5 meeting
schedule. The proposed meeting dates and times are the first Wednesday of the month in
February, May, August, and November at 11:00 A.M., as needed. Per Sec. 2-158. of the
Town’s code of ordinance, (Ordinance No. 18-004 O) an Organizational Meeting of the Natural
Resources Preservation Advisory Board shall be held May 1 of each year, or as soon
thereafter as is practicable.
Below are the proposed Natural Resources Preservation Advisory Board 2025 calendar year
meeting dates:
February 5, 2025
May 7, 2025 – Organizational Meeting
August 6, 2025
November 5, 2025
