2005.11.09_PB_Minutes_Regular• TOWN OF HIGHLAND BEACH PLANNING BOARD REGULAR MEETING MINUTES Wednesday, November 9. 2005 9.30 a m Chairman Neil W. Burd called the Regular Meeting to order in Commission Chambers at 9:30 a.m. Present were Vice Chair Theresa Colarullo, Louis P. Stern, Leonard O. Townsend, Patricia Pembroke, Victor Hadeed and Leonard D. Bell. Also present was Town Attorney Thomas E. Sliney, Building Official Robert Dawson and members of the general public. APPROVAL OF MINUTES There were no minutes to be approved. OLD/NEW BUSINESS FINAL REVIEW FOR DOUBLE FACE 3 X 5 (15 SQ.FT X 2 = 30 SF TOTAL) MARKETING SIGN FOR PROPERTY LOCATED AT 4104 SOUTH OCEAN BLVD.; APPLICANT: SSB LAND HOLDING, INC. • Bob Dawson noted that the sign conformed with the Town's building codes. It was noted that this is the same sign that the Board reviewed last month. There was discussion that the sign looked like advertising, and code calls for black writing on white, of which this sign has "coming soon" in red. The content of the sign was discussed, and Mr. Dawson stated under code, everything on the sign is allowed. Comment was made that the sign needs to come down when the CO is issued. Also two conditions were put in place, to change the red print to black (entire sign will be black on white), and to add the street address. MOTION was made by MR. BELL/MR. HADEED to approve a sign with the two conditions, the sign being in black and white and the addition of an address according to the lettering size in the Town code. The following rollcall vote was taken: Mrs. Pembroke no Mr. Townsend no Mr. Stern no Mr. Hadeed yes Motion denied 4/3 Mr. Bell yes Mrs. Colarullo no Mr. Burd yes The applicant asked what the objection is, with Chairman Burd noting that they don't like all the information portrayed on the sign. Mr. Sliney reminded that Board that this is a construction sign, not a sales sign, and is a temporary sign, not a permanent one. It • was determined that the code does not specifically note what constitutes a sales sign and a construction sign. It was clearly noted that the sign expresses what is being built • Planning Board November 9, 2005 Page 2 of 3 on the property, and its amenities. Mayor Hagelmann noted how Mr. Norman has benefitted the town in many ways, and asked the Board to reconsider their decision. Chairman Burd noted that the two conditions were still in place, with the builder's rep accepting the conditions. The following MOTION was made by MR. BELL/MR. HADEED: THE BOARD GRANTS FINAL APPROVAL FOR A TEMPORARY MARKETING SIGN FOR PROPERTY LOCATED AT 4101 SOUTH OCEAN BLVD.; APPLICANT: SSB LAND HOLDING, INC. SUBJECT TO THE CONDITIONS THAT THE SIGN BE IN BLACK AND WHITE AND CONTAIN AN ADDRESS. The following vote was taken: Mr. Stern yes Mr. Hadeed yes Mr. Townsend no Mrs. Pembroke no Mrs. Colarullo no Mr. Bell yes Mr. Burd yes Motion carried 4/3 • FINAL REVIEW FOR TEMPORARY 48" PROPERTY LOCATED AT 1020 BEL AIR OWNER: GLOBAL VOICES, LLC. x 48" PROPERTY SIGN, 84" HIGH FOR DRIVE; APPLICANT: STEVEN WILLIAMS; The Board discussed and placed three caveats on the application: 1) lettering must be black and white, 2) move the phone number onto the body of the sign, 3) add street address. Mr. Williams noted he did not have a problem with this and would amend the sign per Mr. Dawson's request. The colors in the sign were discussed, with the board noting that only three colors could be used. The following MOTION was made by MR. HADEED/MR. STERN: THE PLANNING BOARD GRANTS FINAL APPROVAL FOR TEMPORARY PROPERTY SIGN FOR PROPERTY LOCATED AT 1020 BEL AIR DRIVE, APPLICANT: STEVEN WILLIAMS; OWNER: GLOBAL VOICES, LLC WITH THE PHONE NUMBER MOVED TO BODY OF SIGN, THE STREET ADDRESS ADDED AND THE LETTERING IN BLACK AND WHITE. ALSO THAT ONLY THREE COLORS BE USED. MOTION carried unanimously. FINAL REVIEW FOR CONSTRUCTION OF A NEW SINGLE FAMILY RESIDENCE FOR PROPERTY LOCATED AT 25-- SOUTH OCEAN BLVD. OWNER/APPLICANT: WILLIAM & CAROLINE WIETSMA. • Planning Board November 9, 2005 Page 3 of 3 Mike Girega an employee of William Wietsma & Co. was present to represent the applicant, who noted that the landscape plans had not been submitted yet. The Board reviewed the plans, and after further discussion MOTION was made by MRS. PEMBROKE/MR. HADEED: THE PLANNING BOARD GRANTS FINAL APPROVAL FOR CONSTRUCTION OF A NEW SINGLE FAMILY RESIDENCE FOR PROPERTY LOCATED AT 25-- SOUTH OCEAN BLVD. (property has not been given an official number yet.) OWNER/APPLICANT: WILLIAM ~ CAROLINE WIETSMA. MOTION carried unanimously. ADJOURNMENT With no further business to come before the Board, MOTION to adjourn was made by MR. BELL/MR.
