1. CALL TO ORDER

Chairperson Stansfield called the meeting to order at 11:00 A.M.

3. PLEDGE OF ALLEGIANCE
The Board led the Pledge of Allegiance to the United States of America.
4. APPROVAL OF THE AGENDA
Chairperson Stansfield mentioned that the Board wanted to add an item to the
agenda, item 9.C. Board Member Updates.
MOTION: Nestle/Matthewman - Moved to approve the agenda as amended,
which passed 5 to 0.

5. PUBLIC COMMENT
Elaine Prentice from Penthouse Towers gave comments on the dune restoration
event that was held there and inquired if the Town has an ordinance to regulate dune
management.
Francine D'Angelo of Boca Highlands commented on dunes being destroyed
during hurricanes and the importance of dune maintenance.
Greg Boan of Russel Dr. made comments about Florida Fish and Wildlife having
free volunteer courses.
Joann Ryan, Sea Turtle Permit Holder, provided comments about sea turtles
nesting this season in Highland Beach.
6. PRESENTATIONS
A. Educational Presentation by Greg Boan, USCG Auxiliary Marine Safety and
Environmental Protection Agency
Chairperson Standfield introduced Greg Boan from USCG Auxiliary Marine
Safety and Environmental Protection Agency.
Greg Boan gave a presentation on the decomposition times of common ocean
trash items, how plastics in the ocean affect sea animals and the number of
animals that are dying due to plastic pollution. He suggested putting recycling
bins on the beach next to the bucket trees.
He provided two handouts, and the Board requested they be uploaded to their
webpage.
Discussion ensued about beach trash pick-up and separating the plastic from the
trash and it was suggested to add information to the Managers Monthly about
trash decomposition times.
B. Town Planner Updates
Town Planner Allen mentioned that the Mingle and Jingle event will be held on
Dec 7, 2023 at St Lucys church. She has been in contact with the Town Manager
about the Board having a table and will communicate that information to the
Board when she receives it.
Town Planner Allen gave an update on bucket trees at Delray Sands, their GM
said they are going to hold off on getting one as of now. She mentioned that
Elanie Prentice's presentation is now on the Board's website and she will take
the handouts from today and add it to the Board's website.

Discussion ensued about having a section in the Managers Monthly about
decomposition times and picking up plastic on the beach.
Joann Ryan made comments about the positive impact of the bucket trees and
requested to have a table or be involved with the Board's table at the Mingle and
Jingle event. Town Planner Allen said she would communicate this to the
Manager's Office.
7. APPROVAL OF MINUTES
A. August 30, 2023
Motion: Viegas/Matthewman - Moved to approve the August 30, 2023
minutes as presented, which passed unanimously 5 to 0.
8. UNFINISHED BUSINESS
A. None
9. NEW BUSINESS
A. Future Dune Restoration/Management-related events
Chairperson Stansfield introduced the item and invited Board Members to give
their ideas and suggestions for future events.
Member Davison suggested creating health reports for each zone of the beach,
using the turtle volunteers zoning system. They could focus on trash, plants,
dunes, invasive species and publish some type of heath report card based on
these items.
Town Planner Allen mentioned that the lead costal engineer said the dune study
report is almost completed and will be given to the commission soon and
afterwards the Board could use the information provided in that report to create
educational handouts.
Joann Ryan mentioned that they do not have a map of their zones because they
created them based on where the volunteers walk on the beach, and she will
provide that information to the Board.
There was discussion about presenting information from the dune restoration
reports through education to the public,
The Board discussed current ordinances in regard to dune management, invasive
plants, and code enforcement procedures. Town Planner Allen suggested that
they could reach out to other communities/communities and see what they have
as it pertains to their dune management ordinances and how they are enforcing
this.

Members Matthewman and Vice Chairperson Nestle volunteered to research this
focusing on Gulf Stream, Ocean Ridge, Manalapan, Hillsborough Beach, Jupiter
Island, and report back at the next meeting.
Town Planner Allen will send the Board information/templates on the procedure
for recommendations for ordinance changes.
The Board discussed having a future educational event when more residents are
back in Town, and it was mentioned that Elaine Prentice had volunteered to hold
another event. Member Viegas volunteered to contact her and relay the dates to
Town Planner Allen. The target audience for this will be single family
homeowners and condo association contacts.
B. Natural Resources Preservation Advisory 2024 Calendar Year Meeting
Dates
The Board discussed the proposed dates and several members said they would
be on vacation during August and requested that the meeting date be changed
to September. The Deputy Town Clerk said will contact them about that date
when it is scheduled.
Motion: DavidsonNiegas — Moved to approve the proposed meeting dates
with the exception of the August meeting which passed unanimously
5to0.
