1969.12.30_TC_Minutes_Regular WORKSHOP MEETING OF THE TOWN COMMISSION - December 30, 1969
A workshop meeting was held in Town Hall on Dec. 30th and called to order
at 7:15 P. M. by Mayor Horton. All Commissioners were present as well as
some townspeople.
Mayor Horton reported that the Wiaterhalter Inn 1968 taxes were settled and
tveuej reduced by approximately 50%. The rugs in the office are wearing
out and need to be replaced. Mayor Horton has inquired at a remnant place
in Lantana and Cook's in Delray. Several suggestions were offered and will
be investigated.
Mayor Horton asked for suggestions as to how to answer Mr. Naylor's letter.
It was decided to acknowledge receipt of it and suggest a meeting with him
when he comes to Town.
Mayor Horton reported the cost of self adhering labels for the telephone
with Police, Fire, Ambulance and Doctor's numbers listed and this matter
will be considered further.
A letter was received from Mr. Poulton regarding NIMLO. The dues are
being raised from 67.50 to 107. 50 which the Town pays for the attorney's
membership. After Mr. Poulton questioned the increased cost they agreed
to carry it at the same rate for another year. Vice Mayor Vedder moved
to accept this at $ 67.50, Comm. McCook seconded and it was unanimously
agreed.
re We have received from the Board of Co. Commissioners a study regarding
E tidal plains in the County. It will be available for anyone who wants to
study it.
Also received,from the Florida League of Municipalities a study tabulating
information from all the Towns ix the State, such as taxes, types of govern-
ment, services, etc; also available for study for anyone wishing to.
Mayor Horton explained that regarding the police there has been contact or
correspondence with Attorney Nowlin, Chief Bennett, the State Attorney

General and Mr. Poulton concerning the Town marshall status and what-1=
sponsibilites can be as defined under Sect. 23 of the Florida statutes.
We have received no answer yet and we need a definition from responsible
authorities before we can give the marshall power of arrest and permission
to carry firearms.
Mayor Horton read a letter received from the Palm Beach Development Board
regarding committee meetings for 1970 development. He asked for volunteers
to attend but none appeared. The Mayor read a letter from the City of West
Palm Beach containing a resolution they passed regarding a dispute between
contractors and laborers over wage raises and the resulting adverse economic
impacts on this area. This matter was tabled for the present.
Mayor Horton informed %$i/U u116,f/.`}fit/D1/fiY i1/2I/i` Don Ross that his
occupational license is the only outstanding one and that it is two years
in arrears. Mr. Ross answered that the state and county cancelled their
fees and he felt that the Town should not charge him either. Since this

was discussed about a year ago and unanimously voted to be kept in effect,
to have some control by the Town, the Commission is committed to uphold
the Ordinance covering this. The only course of action is to turn this
over to the Town attorney for his opinion. Comm. Hackman observed that
the County and State polices these apts. through the Hotel and Rest-
aurant Commission and suggested we might get further information from the
Florida League of Municipalities. Discussion followed and the matter will
be pursued further.
Mayor Horton read a letter received from the Association of General
Contractors of America in regards to the proposed county wide occupational
licensing bill, to provide for a one fee for all licensing by the county;
costs, dates, penalties, and validity of licenses. Discussion followed.
This plan could leave Highland Beach with little or no retenue from this
source. No action was taken.
Vice Mayor Vedder suggested requiring a certified survey for new buildings
as to where they are on the land, to be kept on file in Town Hall. He
further reported that for clarification on the Winterhalter Inn seawall,
Mrs. Noble, Mr. Bunn, Comm. Hackman and Dr. Dailey were called to gather
their recollectionsas compared to the building inspectors report. He said
he is trying to establish a sea wall line for new construction. Discussion
followed.
Discussion was held on the fire hydrant locations. Comm. Hackman asked
who gave Holiday Inn permission to move their hydrant and was it relocated?
This was not resolved but will be investigated further.
The meeting was adjourned at 9:00 P. M.
