1980.11.19_TC_Minutes_Regular TOWN OF HIGHLAND BEACH, FLORIDA Minutes of Meeting of Town Commission Special Meeting November 19, 1980 1: 30 P.M. Mayor Horton called the Special Meeting to order at 1: 30 P.M. Those in attendance were: Mayor Louis Y. Horton, Vice Mayor Harold C. Storm, and Commissioners John J. Basso and Peter J. Genovese. Commissioner Mary Louise G. Blosser was absent. Also in attendance were: Elaine W. Roberts, Town Manager; Police Chief Kenneth Jones and Helen R. Carpenter, Deputy Town Clerk. Mayor Horton announced that the principal purpose of the meeting was to review the proposed amendments to the Bel Lido Bridge Contract. He informed the Commission that Mr. Mike Walther, who represents Arthur Strock & Associates, the firm overseeing this project, was not present at the moment. He also stated that Mr. Arthur Nicholson, of Ocean Pines, would also be attending this meeting; however, he too was not here as yet. Mayor Horton told the Commission that Mr. Nicholson, who has considerable background in engineering and piling, volunteered to be of service to the Town. With that statement, Mayor Horton proceeded to the next order of business. Bills for Approval Mrs. Roberts presented the bills for approval; one of which was a partial bill from Roy Simon, Architect for the new Municipal Complex, in the amount of $3,666.00. Discussion took place regarding the progress being made on the plans and Mrs. Roberts brought the Commission up-to-date on this matter. MOTION by Vice Mayor Storm/Commissioner Basso that the bills be approved for payment. All Commissioners voted Aye. Mr. Mike Walther then addressed the Commission informing them that the bridge was scheduled for completion on Sunday, November 23, 1980 and this date will be met. Mr. Walther then talked about the repairs to the bulkhead which will be necessary sometime within the next year, in his opinion. Vice Mayor Storm questioned Mr. Walther as to why this matter Minutes Highland Beach Town Commission Special Meeting November 19, 1980 Page 2 of 4 was not brought up before and Mr. Walther explained that their Company had been retained to design a replacement bridge structure and not inspect the bulkhead structure. It was during construction that it was noticed that the bulkhead would need replacing in time. Mrs. Roberts explained that an estimate was received last year for repairing this bulkhead; however, the Town did not go out for bid on all of the items that were recommended. Much discussion ensued. Mr. Arthur Nicholson addressed the Commission at this time and stated that from his visual inspection and in looking at pictures taken in May 1979, he could not see that the bulkhead had deteri- orated or the crack widened that much. Vice Mayor Storm voiced his opinion regarding the fact that these items always seemed to come as such a surprise after a job had been started, with Commissioner Genovese stating that he felt the money should be expended for this additional work right now rather than delay this project. Commissioner Genovese also stated that he felt Mr. Walther had been fair in calling this to the attention of the Commission. Mayor Horton suggested that inasmuch as Mr. Walther had stated there was no great rush on this matter, this be put off until March to better determine where the money will come from. After further discussion, Mayor Horton then suggested that a report of the various engineering studies that have been made, be presented at the December Workshop Meeting. The next item discussed concerned the guardrails. Mrs. Roberts explained that it was felt new guardrails should be installed at a cost of $730.00, with the installation cost being included in the present contract with Strock. r Minutes Highland Beach Town Commission Special Meeting November 19, 1980 Page 3 of 4 MOTION by Commissioner Basso/Vice Mayor Storm that this amount of $730.00 be expended for new guardrails for the Bel Lido Bridge. All Commissioners voted Aye. The landscaping around the bridge was then brought up and Mayor Horton said that there would be a $400.00 credit given if the contractor were not required to replace the landscaping. After discussing this item for a period of time, the consensus was that the landscaping be restored to the way it was before the work was started, according to the contract. In this way, the entrance to Bel Lido would look presentable for the season. Mr. Walther thanked the Commission for their time and consideration. Commissioner Genovese asked Mrs. Roberts what the original proposal amounted to and she stated $175,000.00, however, she said again that the Commission did not request bids for everything sub- mitted in the original proposal. For the work just completed, the contract figure was $88, 000.00. Mrs. Roberts then explained for the benefit of all that the tax bills just received were in error. She stated that the rolled back rate was not in relation to the millage rate which was set by the Town and the 95% increase was in error. The correct increase was 8%. She said that many telephone calls had been received in regard to this and that she had written to David Reid, Property Appraiser, informing him of the error. Mrs. Roberts then informed the Commission that she and Maree Birkbeck had attended Mrs. Totz ' s funeral this morning at St. Lucy Church. Minutes Highland Beach !^.
