1950.08.01_TC_Minutes_Regular 1 I1DIUTES. Highland Beach Town Commission. August 1, 1950 Regular monthly meeting. Ilk The meeting was called to order at 7 :30 P P by Mayor Totterdale. Present were Comm. Dubendorff, Heaton, Smith, Totterdale F•. Hertwig. Minutes of the preceding meeting were read and approved on motion of Comm. Beaton, seconded by Comm. Smith and affirmative votes of all five commissioners present. The clerk reported receipt of a letter from the telephone company concerning a franchise and related matters. The consensus of opinion was that nothing was to be gained by taking any action at this time a and the matter was tabled by unanimous agreement. On motion of Comm. Dubendorff, seconded by Comm. Smith and passed by affirmative votes of all five commissioners present, the issuance of Licenses 4032 to. 1034 was approved and directed. On motion of Comm. Smith, seconded by Comm. Dubendorff and passed by affirmative votes of all five commissioners present the treasurer was authorized to pay the following bills; Biscayne Chemical Lab. 16.00, W. H. Kirk-150.60, George W. Brockway- 44.00. The treasurer submitted current financial statement of the Town fi- nances and it appears on page 2 of these minutes. Si:ayor Totterdale submitted a revised and corrected schedule of estimated receipts and disbursements for the coming fiscal year. The schedule is shown on page 3 of these minutes. After general discussion it was decided that the 'schedule could be approved as to most items but there was some opposition to the item of ;1,600.00 listed for nest control. Comm. Hertwig wished to place on record his objection to the spending of any substantial sum for pest control , at least until the residents and taxpayers of the Town were given a chance to express their wishes in the matter. I•:r. Raymond Langlois, a resident and taxpayer, was present and spoke in favor of doing something to control sand gnats. Comm. Hertwig moved that to establish the tax millag;e, the Mayors fiscal schedule be approved: subject to the approval of its form by the Town Attorney, and provided no major sums be approved for actual expenditure until the wishes of the taxpayers were ascertained. Comm. Dubendorff seconded the motion and it was passed by affirma- tive votes of all five commissioners present. expenditure of Comm. Dubendorff moved thatAthe sum of 1210.00 be authorized to pay for six experimental foggings so the residents could have some basis on which to decide how far they wished to go in the matter of pest control. Comm. Smith seconded the motion and it was passed by af- firmative votes of Comm. Dubendorff, Heaton, Smith & Totterdale, E` with Comm. Hertwig voting against the motion. On motion of Comm.
