The meeting was called to order at 7: 30 p.m. by Mayor Totterdale.
Present were Comm. Dubendorff, Heaton, Smith, Totterdale Hertwig.
Comm. !Tert'Tig apologized for his failure to have the minutes of the
nrecedinrr meetinr transcribed for the commission's annroval.
On motion of Comm. Smith, seconded by Comm.Dubendorff and passed
by the affirmative votes of all five Commissioners present the an-
nnoval of the minutes was deferred to a later meeting.

favor Totterdale announced that the meeting was intended for the
snecial purnose of considering the nronosed project of sand gnat con-
trol and opened the subject for dincussion.
Comm. Hertwig; presented a condensed outline of'the sand gnat control
project which had been submitted to almost all of the resident tax
pavers es well as a number of non resident property owners, on which
they had indicated their approval or disapproval.
The tabulation on the ouestion showed that 8 neons were in favor of
the project, with 32 opposed to it. Page 2 of these minutes records
the form of the Question and the names of those in favor or opposed.

QUESTION SUBbITTED ON SAND GNAT PROJECT i
I<<ayor Totterdale and Commissioners Duhendorff and Smith , propose to
41/ buy a special vehicle which can travel on the beach or the highway,
to fog as much of the Town area as possible in order to control or
elinate sand gnats. The vehicle would cost $450.00, and insurance,
maintenance and materials are estimated to cost an additional ?',.00.00
for a period of one year. The Mayor offers to take possession of
and refund the cost of the vehicle if the project is not successful
after a six month trial, in which case he estimates that the cost to
the Town would not be in excess of 4250.00
Commissioners Heaton and Hertwig are opposed to the project. They
believe there is no ouick and easy way to solve the sand rrnat problem
but thht the careful study and experimenting, now being done by state
and county authorities will Produce before long, a successful and
lasting solution. They firmly believe that any money spent by the
Town now will be wasted. They feel that the Town cannot afford to
waste `rt00.00 or even 1100.GO, but that instead every dollar possible
should be conserved in order to build up the Itterest and Sinking .
Fund and reduce the tax village that much sooner.
Please sign below whether you are in favor of spending Town money
on this Project or whether you are opposed to it. The Commission
Plans to take final action in the matter on January 13th or l�;.th.

signatures ,the Commission agreed that the :e)1"'11; of opinion a rnJnst

Comm. Dubendorf£ moved that earlier action to •"urchase the ^lades
buggy be rescinded and that the entire project be e.ro'ped. Corm.
Smith seconded the notion and it was passed by the affirmative votes
of all five commissioners present.
Included in the audience 'rere fl's. P. R. Noble and R. Stewart peeks.
Ur. '9eeks presented to the Commission a set of resolutions and re-,
ouested that the Commission consider and approve same.
The clerk read the resolution which appears on the following page of
these minutes.
in Comm. Hertwig moved that the resolutions be passed and adopted.
Comm. Smith seconded the motion. Mayor Totterdale stated that the
Commission had always acted with the idea of economy in mind and that
in his opinion there was no need for passage of the resolution under
consideration. Several other members of the Commissionwzd-
e::pressed their belief
that the resolutions were good and that their adoption could surely
do no harm. The vote was taken and the resolution was passed by the
• affirmative votes of Comm. Dubendorfft Featon, Smith and Pertrr.r,
with Mayor Totterdale voting against its passage.

RE-AFFIRI:LIG THAT STRICT ECONOMY SHALL BE ]ASIC
POLICY L1 ALL BUSINESS OF THE TOWN COU ISSION
WHEREAS it is generally recognized that the main purpose for which
the Town of Highland Beach was formed was to secure a good and re-
liable water supply;
AI'D WHEREAS during the period of organizing the Town a number of the
property owners stressed the importance to all concerned of insuring
that the Town should be onerated on a basis -of rigid economy;
Atte WHEREAS the members of the committee who worked to organize the
Town gave solemn promises that the affairs of the Toni would be
managed on a basis of rigid economy;
AND -;n;;,,R,AS n number of property owners who consented to participate
in the formation of the Town would have refused to take part in said
formation of the Town if the above mentioned promises of strict econ-
omy had not been given to them;
And whereas the basic needs of the Town still continue to be the pro-
per functioning of the water system and the maintenance of the fin-
ancial stability of the Town;
Norm therefore be it resolved by the Town Commission of the Town of
Highland Beach, that it is the understanding of the Corr..ission that
the majority othe property owners of the Town expect and require
that the said Commission thatx_tkriaszia shall adhere to the further-
ance of the policies as stated above in all natters relating to the
conduct of the business of the Town;
And he it further resolved that except in event of bona fide emer-
gencies , no change or modification of the afore mentioned policies
shall be carried out without first consulting the nronertv owners
in order to ascertain what their wishes are concerning such change
or modification.
Passed and adopted by the Torn Commission of the Town of Highland
Beach, Florida, this lT,.th day of January, 1951

There being no further business before the meeting Corn. Heaton
moved for adjournment. Conn. Dnhendorff seconded the motion and
it eras parsed br affirmative votes of all five commissioners
present.
