Untitled (2) Minutes; Highland Beach Town Commission. August 23, 1960 fiN The regular meeting recessed from August 9, 1960 was called to or- der at 7:30 p.m. on August 23, 1960 by Mayor Eypel. Also present were Commtrs Bertash, Jones and Turner, Town Manager Hertwig and Mr. George F. Emery, Zoning consultant. Comm. Noble was absent. Reading of the minutes of previous meetings was defferred, by gener- al agreement in order to allow more time for consultation and discus- sion of the Zoning revisions with Mr. Emery. The Town Manager presented and read letter Dated August 19, 1960 from Town Attorney Lilienthal outlining developenents to date in the suit relating to the deposit of Twelve Thousand Dollars which the Town holds as security for completion of the improvements in the subdiv- ision of Highland Beach Isles. No action was taken. It was suggested that some definite action should be taken in the mat- ter of garbage collection, a subject which has been under discussion for several months. The town Manager referred to his memorandum on the subject under date of June 15, 1960. The memorandum on ;Parbage collection, dated June 15, 1960 follows on the next page, Page 2 of these minutes. (minutes continued on nage 2) . MM (page 2, minutes ) Highland Beach Torn Commission. 8/23/60. { 7 Memo. on proposed Garbage Removal Contract. June 15, 1960. As discussed in the meeting of June 6, 1960 I have been check- ing into this matter and wish to report the following. The matter was discussed with the Town Attorney and he says that the Town has the right to enter into an arrangement such as has has been domtemplated by the Town Commission. We were informed that Alec Stevens was well equipped to handle the refuse situation and would like a chance to bid on doing the job. The writer talked with Alec Stevens and he advised me that he had no adequate truck to handle garbage and would have to get one if he undertook the Job. He was uncertain as to whether he would care to undertake the garbage problem again and said he would send me a letter if he decided to consider the matter ser- iously. I have heard nothing from him since and I feel sure he does not wish to again become involved with the garbage removal business . I have again checked and discussed figures with the County Sanitai tion Company and we have arrived at a mutually satisfactory total of $3,840.00 as the cost for Town garbage removal. This is approx- imately ten percent less that^ the amount they now receive from the em) individual owners. If the commission decides they wish to make this matter of garbage removal a Town matter, it is my opinion that our best move would be to make our contract with the said County Sanitation Company. The figure mentioned above, i.e. t-3,840. is in my opinion a fair one. Respectfully submitted, Rudolph W. Hertwig Got The matter of the garbage removal problem was discussed from all angles after which Comm. Jones moved that the Mayor and the Town Clerk be authorized and directed to enter into a contract with County Sanitation, to collect garbage and refuse in the Town in general accordance with the terms of Ordinance 77119, except that the Town would pay quarterly for said removal of garbage and reSuse. Town Manager Hertwig offered for consideration Resolution ;`-97 relat- ing to the matter and Comm. Jones moved that it be approved. Raab( at Comm. Turner seconded the notion and it was anproved by the affirm- ative votes of Commtrs 3ertash, Eynel, Jones and Turner without dissent. RESOLUTION #97 Authorizing the la?ayor and the Town Clerk to enter into a contract with the County Sanitation service for collection of garbage and refuse and to pay for same from funds provided in the budget for the fiscal year starting November 1, 1960. Whereas the Town Commission has given serious consideration to the matter of the removal of garbage and refuse and the nest method or individual payment for such service; And whereas in the past this matter has caused objection and criticism by a number of taxpayers; And whereas the Mayoras budget for the fiscal year starting November 1, 1960 has provided for funds to pay for garbage and refuse collection on a Town-wide basis; Now therefore be it resolved by the Town Cainission of the Town of Highland Beach that the Town shall take over the natter of payment for the collection of garbage and refuse; - And be it further resolved that the t*syor and the Town Clerk be, and they hereby are, authorized and directed to enter into a contract generally following the terms and conditions of Town Ordinance #119, except that payment for the service sham be made quarterly by the Town from funds provided in the budget for the fiscal year starting November 1, 1960. The resolution was approved on motion of Comm. Turner, seconded by Comm. Jones and the affirmative votes ofConners elli Bertash, Eypel, Jones and Turner, withcut dissent. Whereas the Town Commission did advertise for and receive bids for Water Works Iwmrovements; And whereas said bids were tabulated and analyzed by the Town Engineers, Brockway, Weber & Brockway; And whereas said Engineers have recommended that a contract be awarded to Hawkins & I4ouw for their low bid of ?19,673.00, Nineteen Thousand, six hundred, seventy-three Dollars; And whereas the members of the Town Commission concur in the re- commendation of the Town Engineers; Now therefore be it resolved by the Town Commission of the Town of Highland Beach, that the Mayor and the Town Manager be, and they hereby are, authorized and directed to award a contract for the said Water Works Improvements in accordance rith the r. econmaenda- tion of the Town rn,,ineel.s. Emery of the proposed new zoning ordinance following which the meeting was adjourned on motion of Comm. Jones, seconded by Comm.
