At 7:30 p.m. Comm. Hertwig called the meeting to order and in the ab-
sence of a quorum declared the meeting recessed to January 22, 1957 at
7:30 p.m. By general agreement during informal talks among the mem-
bers of the Commission it was considered best to allow the longer in-
terval before the meeting. It was agreed that when the figures were
compiled on the revenue to be anticipated from the Bel Marra sub-divi-
sion, the Commissioners would have a conference at the office of Thomas
M. Cook, at which the Town Attorney and the Town Engineer would be pre-
sent so that all questions could be freely discussed, and answered,
from the basis of finance, legality and engineering.
The zn t±na conference at the office of Thomas M. Cook was never held
as Mayor Eypel was advised that what amounted to a petition,showing
about forty names opposed to the annexation of Bel Marra, would be pre -
sented at the next Commission meeting. When Mr. Peter Foglia learned
of the adverse sentiment about the annexation of his development, he
withdrew the request for annexation.

The recessed meeting was called to order by Mayor Eypel at 7:30 p.m.
Also present were Comm. Breckinridge, npat Hertwig, Noble and Winston.
_Being the continuation of an uncompleted meeting no written minutes
were ready for approval but the clerk read a summation of the actions
taken on January 1st, 8th and 11th 1957.
Mayor Eypel and Comm. Hertwig requested that the record show that they
were definitely in favor of taking into the Town the Bel Marra sub-divi-
sion of Handshake, Inc. and that the advantages to be gained by the Town
would have been out of all proportion to any expected problems.
A communication or paper was presented to the meeting which purports to
set forth the points in favor and those against the annexation of the
Bel Marra development of Handshake, Inc. The paper contains 38 assorted
names of Apartments, names of individuals and atm signatures. A couple
are duplications. All are property owners. Most are registered voters.
All the names,without exception,are indicated by check mark as being
opposed to the annexation by the Town of the Bel Marra sub-division.
Comm. Hertwig moved that the above mentioned paper be reproduced in full
in the minutes. The motion was seconded by Comm. Noble and approved by
the affirmative votes of Comm. Breckinridge, Eypel, Hertwig, Noble and
Winston. There was no dissent.

Inc. to annex certain properties which they are
developing on U S 1 south of Delray Beach to the

�1Ibis development consists of 77 acres with another

of the Intracoastal Waterway about 4 miles south of
Atlantic Ave in Delray.
There will be 188 building lots, prices to start at
6500.00. Frontage on U S 1 to be commercial with a
proposed shopping center included. Keeogan and
Engels are the promoters, Peter A. Follier is their
representative.
Believing that this matter is of sufficient importance
to the present freeholders of Highland Beach, we
present the following pro and con arguments as we
now see them; and ask you to indicate your position
regarding same.
