The meeting was called to order at 7:30 p.m. by Mayor Eypel. Also
present were Commissioners Breckinridge, Noble and Winston. Also
present as private citizens were Mr. Matthew Bertash, Mr. Donald Rosa,
and Mr. Rudolph Hertwig, recently resigned from the post of Town Clerk.

Following the passage of Resolution #74,tiomm. Winston moved that
by resolution, Matthew Bertash be named and elected to fill the
vacancy created by the resignation of Commissioner Hertwig.
Resolution #75 naming Matthew Bertash to fill the vacant office of
Town Clerk Commissioner follows on the following page, page 3 of
these minutes.

TOWN OF HIGHLAND RF ACH, FLORIDA.
\therein the Town Commission names and designates
ratthew riertash as Town Clerk Commissioner to fill the
vacancy caused by the resignation of Rudolph W. Hertwig.
WHFRFAS owing to the resignation of Rudolph W. Hertwig, there
is a vacancy on the Town Commission;
AND VUU11PAS it is the duty of the remaining members of the
Town Commission to fill such vacancy;
NOW TIEREFORE BE IT RESOLVED by the Town Commission of the
Town of Highland Beach, that Matthew Bertash be, and he
hereby is, named, designated and elected to the office of
Town Clerk Commissioner, to serve until the next General
Election in the said Town of Highland Beach.

scribed to the following oath and thus became a member of the
Town Commission.

Mayor Eypel requested that proposed Ordinance #115 be read and it was,
the title of it being as follows;
TOWN OF HIGHLAND BEACH. ORDINANCE #115
AN ORDINANCE RELAXING TO THE APPOINTMENT OF A
TOWN MANAGER OF THE TOWN OF HIGHLAND BEACH;
DESIGNATING HIS POWERS AND DUTIES AND OTHER
RELATED MATTERS.
After the reading of proposed Ordinance #115, Comm. J. Bond Winston
moved that it be adopted as read. Comm. Noble seconded the motion and
it was approved by the affirmative votes of Comm'rs Bertash, Breckin-
ridge, Eypel, Noble and Winston.
Following the reading,and passage of Ordinance #115, on it' s first
reading, Comm. Breckinridge moved the adoption of a resolution ap-
pointing Rudolph W. Hertwig as Town Manager. Resolution #76 was
then read. The resolution appears on the next page, page 5 of these
minutes .

Wherein the Town Commission names and appoints
Rudolph W. Hertwig as Town Manager.
BF: IT RESOLVED by the Town Commission of the Town of
Highland Beach, Florida that Rudolph W. Hertwig be, and
he hereby is, named and appointed as Town Manager of
The Town of Highland Beach.
B7 IT FURTHER RESOLVED that the duties he is to perform
and the payment he is to receive shall be as set forth
in Town Ordinance #115.
Be it further resolved that the appointment of the said
Rudolph U. Hertwig shall be effective from the first day
of November, 1957.

Town Clerk / 'ayor
The Town Manager reported that the piling and sign,protecting the
western end of the canal crossing of the water main, was missing, ap-
parently dislodged by the dredging and filling operation at the
Bel Marra subdivision. He was directed to check into the matter.
There was discussion about the sand fly situation and the Town Mana-
ger was requested to write County Commissioner Sundy and try to in-
sure that the promised pelletizing operation would be carried out.
There was discussion about granting a franchise to the County Carting
Company for the removal of garbage and rubbish. The Town Manager was
requested to prepare an Ordinance covering the matter as soon as was
practicable.
There was discussion about the impending change to first class mail
delivery and the Town Manager was requested to check with the post
office and set up a system of official numbering of the frontage
along the Ocean Boulevard.
To make proper provision for the disbursement of Town funds the
Town Manager presented Resolution #77 for the consideration of the
Commission. The resolution appears on the following page, page 7
of these minutes. ///

TOWN OF HIGHLAND BEACH, FLORIDA.
WH'RrIN THE TOWN COMMISSION STATES THAT THE MAYOR
SHALL PERFORM THE DUTIES OF TOWN TREASURER.
BY. IT RI-SOLVED by the Town Commission of the Town of
Highland Beach, Florida that the mayor of the Town shall
perform the function and duties of Town Treasurer.
ITS IT FJRTHER RESOLT ,D THAT IN carrying out such duties
he shall use the title of Town Treasurer Commissioner.
Ui IT PURTHrR RESOLVrD that this resolution shall take
effect from this date.

There was some question about approval of the Plat of Highland Beach
Isles, a tract being developed by Mr. Russell Thompson south of the
Bel Lido subdivision. Mr. Thompson stated to the commission that he
would comply fully with all Town requirements, including those re-
lating to bulkheads. He said his finished plat with bond and agree-
ment for development would be ready in two weeks. To help expedite
the matter the Commissioners agreed to recess the meeting for two
weeks and Comm. Winston made a motion to that effect. The motion
was seconded by Comm. Noble and approved by the affirmative votes of
Comm. Bertash, Breckinridge, Eypel, Noble and Winston,with no dissent.
