1986.06.24_TC_Minutes_SpecialTOWN OF HIGHLAND BEACH, FLORIDA Minutes of Meeting of Town Commission SPECIAL MEETING Tuesday, June 24, 1986 1.09 P.M. A Special Meeting of the Town Commission was called to order by Mayor Edward J. Sullivan in the Town Commission Chambers at Town Hall. Also present were Vice Mayor Mary Louise G. Blosser and Commissioners John J. Basso and William A. Grier. Commissioner Betty Jean Stewart was absent. Also present were Town Manager Hugh D. Williams, Town Clerk Mary Ann Mariano and members of the general public. The Mayor announced that the purpose of this Special Meeting was the discussion of the location for a communications antenna necessary in connection with the previously approved Interlocal Agreement with Boca Raton for police communications services. Two recent memorandum regarding this subject, written by the Town Manager were cited. Mr. Williams indicated that the three possible alternatives were to place the antenna on the water tower, place the antenna on top of the Clarendon Condominium or accept an offer from Centel Cable Television for the provision of a tower in exchange for concessions on the rental negotiations now underway. The Town Manager noted that all sites would perform adequately. Mr. Williams did express reservations about putting the antenna on the water tower for reasons of liability and accessibility. Vice Mayor Blosser favored the antenna being on town owned property and felt that the Centel proposal should be further investigated. Commissioner Basso felt that the concessions requested by Centel with regard to pending negotiations on the expansion of their present facility was too expensive and felt that the Town should locate the antenna on top of the Clarendon as this was the most inexpensive way to go. Commissioner Grier noted that although he was presently satisfied with relations between the Town and Centel, that problems had been experi- enced in the past and very well might be experienced in the future, and that the Town should keep the relationship limited to the provi- sion of cable television services. Commissioner Grier felt that due to ease in access and cost, the location on the Clarendon was the most advantageous one to the Town and should be utilized. Further, she was concerned that access to the antenna might not be regulated enough to forestall any problems of vandalism should someone want to tamper with the antenna and its wiring, causing loss of service to the Town. MOTION was then made by COMMISSIONER BASSO/COMMISSIONER GRIER that the Town proceed with the installation of the communications antenna on top of the Clarendon. Vice Mayor Blosser voted no. Mayor Sullivan, Commissioner Basso and Commission Grier voted aye, and the MOTION carried 3-1. It was noted that the agreement would be based on documents that had been reviewed and amended by the Town Attorney. Vice Mayor Blosser requested that the Town Manager and Town Attorney have provisions in the agreement regarding removal of the equipment in case of termina- tion of the agreement, as well as protection for the town regarding insurance coverages. The Town Manager will inform all parties as to the Town Commission's Adetermination, and also noted that in case for any reason this location was not able to be used, the water tower would be used.
