1996.03.13_TC_Minutes_Special1 TOWN OF HIGHLAND BEACH MINUTES OF TOWN COMMISSION MEETING SPECIAL MEETING/CANVASSING BOARD Wednesday March 13 1996 1:00 P.M. Mayor Arlin G. Voress called the Special Meeting/Canvassing Board to order in Commission Chambers at 1:00 P.M. Town Clerk Doris Trinley called the roll. The Mayor and Commissioners David Augenstein, Arthur Eypel and John F. Rand were present. Vice Mayor Bill Paul was absent. Mayor Voress requested the Clerk to read the results of the March 12th election for Vice Mayor, as furnished by the Supervisor of Elections Office, which were as follows: Michael W. Hill 577 John F. Rand 589 These results were unanimously certified and accepted upon MOTION by COMMISSIONER AUGENSTEIN/COMMISSIONER EYPEL. (Copy of results attached to and made part of these Minutes.) The Oath of Office was then administered to Mr. Rand by the Clerk, and he took his seat on the dais as Vice Mayor. (Oath attached to and made part of these Minutes.) Mayor Voress next requested the Clerk to read, in full, Resolution No. 682, which declared the election for a Commission seat, also to have been held March 12, 1996, to be unnecessary as the only candidate who qualified, Thomas J. Reid, was unopposed. (Copy of Resolution attached to and made part of these Minutes.) Resolution No. 682 having been read into the record, the Mayor requested the Clerk to administer the Oath of Office to Mr. Reid, after which he took his seat on the dais as Commissioner. (Oath attached to and made part of these Minutes.) Mayor Voress then invited brief comments from both gentlmen. Vice Mayor John F. Rand thanked all who supported him, as well as all the voters who came out to exercise their duties as citizens. He noted that the vote once again proved the adage that nothing can be taken for granted; every vote in an election can make a difference. Concluding his remarks, the Vice Mayor again thanked all who cast their ballots for him. Commissioner Thomas J. Reid said that he took seriously the honor of becoming a member of the Commission, believing in the responsibility of representing the opinions and feelings of the Town's residents. He extended a standing offer to anyone with a complaint, question or idea having to with the Town to feel free to contact him at any time. r 1' Town Commission Special Meeting/Canvassing Board - Minutes March 13 1996 Page 2 of 2 Commenting that the vice mayoral election was well -fought on both sides, Mayor Voress said it was now time for the Commission to get on with the business of the Town. He expressed confidence that those who have been chosen to represent the residents will do an outstanding job. Trinley Town Clerk /'1 RESOLUTION NO. 682 A RESOLUTION OF THE TOWN OF HIGHLAND BEACH, FLORIDA, DECLARING THE ELECTION FOR ONE (1) COMMISSION SEAT TO HAVE BEEN HELD ON THE 12TH DAY OFMARCH 1996, TO BE UNNECESSARY SINCE THE ONLY CANDIDATE WHO QUALIFIED IS UNOPPOSED. WHEREAS, the final filing date for the candidates to the office of Commissioner (two-year term) was 12:00 noon on Tuesday, February 13, 1996; and WHEREAS, the only candidate to file during the filing period was namely. THOMAS J. REID ; and WHEREAS, Florida State Statute, Chapter 101.151 (6), states: Except for justices of the Supreme Court and Judges of District Courts of Appeal, the names of unopposed candidates shall not appear on the general election ballot. Each unopposed candidate shall be deemed to have voted for himself; and WHEREAS, the election for one (1) Commission seat, which was to have been held in the Town of Highland Beach, Florida, on the second Tuesday in March, 1996, i.e., March 12, 1996, is now declared to be unnecessary in accordance with Florida State Statute 101.151 f6) as cited above. TRINLEY(?� TOWN CLERK DATE: MARCH 14, 1996 RE: CERTIFIED COPY OF MARCH 12, 1996 MUNICIPAL ELECTIONS The only Municipal Election on the above date was for Vice Mayor, a race between John F. Rand and Michael W. Hill. After the polls closed, the unofficial returns furnished by the Supervisor of Elections Office (copy attached to Minutes of March 13) showed only a 12 vote difference in favor of Mr. Rand. Therefore, Mr. Hill, during the morning hours of March 13 requested a recount of ballots cast, which request was granted and accomplished approximately 3:00 P.M. on March 13, with the certified results faxed to Town Hall at approximately 4:30 P.M.
