TOWN OF HIGHLAND BEACH
MINUTES OF TOWN COMMISSION MEETING
SPECIAL MEETING/CANVASSING BOARD
Wednesdav, March 11, 1998 1:00 P.M.
Mayor Arlin G. Voress called the Special Meeting/Canvassing Board
to order in Commission Chambers at 1:00 p.m.
Town Clerk Doris Trinley called the roll. The Mayor, Vice John F.
Rand, and Commissioners David Augenstein, Thomas J. Reid, and
Michael W. Hill were present.
1. CERTIFICATION OF RESULTS OF VICE MAYOR RACE
Mayor Voress requested the Clerk to read the certified results of
the March 10, 1998 election for Vice Mayor, submitted by the
Supervisor of Elections Office, which were as follows:
Christopher T. Martin 114
Thomas J. Reid 837
These results were unanimously accepted upon MOTION by VICE MAYOR
RAND/COMMISSIONER AUGENSTEIN. (Copy of results attached to and
made part of these Minutes.)
2. SWEARING IN OF VICE MAYOR
The Clerk administered the Oath of Office to Thomas J. Reid and he
then took his proper seat on the dais as Vice Mayor, after former
Vice Mayor John F. Rand stepped down. (Oath attached to and made
part of these Minutes.)
3. READING OF RESOLUTION NO. 712 DECLARING THE ELECTION FOR ONE
COMMISSIONER TO HAVE BEEN HELD MARCH 10, 1998 UNNECESSARY
Mayor Voress next requested the Clerk to read Resolution No. 712 in
full, which declared the election for a Commission seat, also to
have been held March 10, 1998, to be unnecessary as the only
candidate who qualified, John J. Sorrelli, was unopposed. (Copy of
Resolution, adopted at the March 3, 1998 Regular Meeting, attached
to and made part of these Minutes.)
4. SWEARING IN OF COMMISSIONER JOHN J. SORRELLI PURSUANT TO
RESOLUTION NO. 712
Mr Sorrelli took the Oath of Office, administered by the Clerk,
after which he moved to his seat on the dais as Commissioner (Oath
attached to and made part of these Minutes.)

PRESENTATION OF RESOLUTION NO. 713 HONORING FORMER VICE MAYOR
JOHN F. RAND
Mayor Voress read the above resolution into the record and then
presented a copy of same to former Vice Mayor John F. Rand. Mr.
Rand thanked the Commission and was in turn congratulated by his
colleagues for his long-standing service to the Town. (Copy of
Resolution attached to and made part of these Minutes.)
6. ADJOURNMENT
There being no further business to come before the Commission at
this time, Mayor Voress adjourned the meeting upon MOTION by
COMMISSIONER HILL/COMMISSIONER AUGENSTEIN at 1:15 P.M.

RESOLUTION NO. 712
A RESOLUTION OF THE TOWN OF HIGHLAND BEACH, FLORIDA,
DECLARING THE ELECTION FOR ONE 11) COMMISSION SEAT TO HAVE
BEEN HELD ON THE 10TH DAY OF MARCH 1998, TO BE UNNECESSARY
SINCE THE ONLY CANDIDATE WHO QUALIFIED IS UNOPPOSED.
WHEREAS, the final filing date for the candidates to the office of Commissioner (two-year term)
was 12:00 noon on Tuesday, February 10, 1998; and
WHEREAS, the only candidate to file during the filing period was namely.
JOHN J. SORRELLI,• and
WHEREAS, Florida State Statute, Chapter 101.151 161, states:
Except far justices of the Supreme Court and Judges of District Courts of
Appeal, the names of unopposed candidates shall not appear on the
general election ballot. Each unopposed candidate shall be deemed to have
voted for himself; and
WHEREAS the election for one (11 Commission seat, which was to have been held in the Town
of Highland Beach, Florida, on the second Tuesday in March, 1998, i.e., March 10, 1998, is now declared
to be unnecessary in accordance with Florida State Statute 101.151 (6) as cited above.
NOW, THEREFORE, BE IT RESOLVED, by the Town of Commission of the Town of Highland,
Florida, that the election for one (1) Commission seat, which was to have been held on March 10, 1998
is unnecessary and sha/f not be held; and
NOW, THEREFORE, BE IT FURTHER RESOLVED that the candidate who has qualified, namely.

is hereby declared to be elected to the office for which he has filed, beginning on March 11, 1998.

RESOLUTION 713
A RESOLUTION OF THE TOWN OF HIGHLAND BEACH, FLORIDA
HONORING FORMER VICE MAYOR JOHN F. RAND
WHEREAS, John F. Rand has served the Town Commission well for seven (7) years,
having first been appointed Commissioner in March 1991; elected Commissioner
in Manch 1992 and again in March 1994; and elected Vice Mayor in 1996; and
WHEREAS, previous to service on the Commission, he was a member of the Financial
Advisory Board and also served as its Vice Chairman, and
WHEREAS, during the course of his long service to the Town, John F. Rand has
intelligently and steadfastly participated to ensure and enhance its financial
stability through diligent application of his time and talents to its fiscal well-being,
including the construction of the new Fire Station and the renovation/expansion
of the new Town Hall complex; and
WHEREAS, he has also served as liaison to the Building Department; and
WHEREAS, the Town has benefitted from John F. Rand's unwavering dedication,
leadership, and guidance; and
WHEREAS, it is fitting and proper that a measure of appreciation for his abiding and
tireless service to be inscribed in the official records of the Town.
NOW, THEREFORE, BE IT RESOLVED, that this statement be incorporated into the
archives and become a permanent record of gratitude to John F. Rand for his
long-standing and unseffish commitment to the Town of Highland Beach, and that
a copy of this Resolution be presented to him.
