NOVEMBER 14, 1979.
^ Vice Chairman Kanner called the meeting to order in the absence of Chairman
Santangelo. Following the salute to the flag, Secretary Vendeland called
the roll, at 10 : 10 a.m.
Present: G. Vendeland, J. J. Kanner, B. S . Stephenson,
H. Walker, M. L. Blosser.
Absent : Judge R. V. Santangelo, J. Donohue.
MINUTES.
Secretary Vendeland read the minutes of the meeting of October 10, 1979.
Motion was made by Mr. Stephenson, seconded by Mrs . Blosser, to accept the
minutes as read. Mrs . Vendeland, Mr . Kanner, Mr . Stephenson, Mrs . Blosser
and Mr. Walker voted aye.
There was no unfinished business . Secretary Vendeland read Ordinance #370
regarding attendance at meetings by all Board and Commission members . Ord-
inance #370, passed and adopted by the Town Commission on November 6, 1979,
reads "Absence from three consecutive meetings, be they Workshop, Special
or Regular, will be considered as resignation subject to automatic accept-
ance by the Town Commission . " Vice Chairman Kanner questioned the applic-
ation of the provisions of this Ordinance to occasions when members were
vacationing or ill. Mrs. Vendeland will check with Town Manager E. W.
Roberts and advise members concerning absences of this type.
Secretary Vendeland noted that Mr. J. Donohue and Mr. Harry Walker have been
appointed as Alternate members of the Housing Board for two year terms . Mr .
Kanner, Mr . Stephenson and Mrs . Vendeland have been appointed as regular
members for one year terms . Mrs. Blosser has been appointed as a regular
member for a three year term. These appointments were made by the Town
Commission at the regular Town Commission meeting held on November 6, 1979.
ADJOURNMENT
The next meeting of the Housing Board of Adjustment and Appeals is scheduled
for Wednesday, December 12 , 1979, at 10 :30 a .m. Secretary Vendeland advised
that Election of Officers will be held at the next meeting of the Housing
Board.
Mr. Stephenson moved to adjourn the meeting, Mrs . Blosser seconded. Mr .
Kanner, Mrs. Vendeland, Mr . Stephenson, Mr. Walker and Mrs . Blosser voted
aye. The meeting was adjourned at 10:30 a .m.. // //

(b) Community Appearance Board - No report. Terms of three
members are expiring in November and a
MOTION by Commissioner Bauer/Vice Mayor Mumford that Mr. N. Hile and
Mr. G. G. Lorenz be reappointed to a one year term and Mrs. A. Leng
be reappointed to a two year term. Voice vojce was unanimous in
favor of these reappointments.
(c) Housing Board of Adjustment and Appeals - No report. Mayor
Horton explained the members whose terms were expiring in
November and a
MOTION was made by Vice Mayor Mumford/Commissioner Bauer that Mr. J.
Donohue and Mr. Harry Walker be reappointed for two year terms as
alternates and Mr. J. J. Kanner, Mr. B. S. Stephenson and Mrs.
Gertrude Vendeland as regular members for one year terms and Mrs.
Mary Louise Blosser reappointed as a regular member for a three year term.
All Commissioners voted Aye in favor of these appointments.
(d) Planning Commission - Mrs. Roberts reported that the Town
from the --- Commission had received a letter of transmittal dated October
L ng 122, 197 This letter contained proposed changes to Ordinance
"tssion No. 336 and was dated October 10, 1979. After the Town Commission
has a chance to peruse the above, they can then set their Public
Hearing. Mayor Horton said that possibly this matter can be
settled at the Special Meeting being held on November 27, 1979
Mrs. Roberts then stated that the Planning Commission would be
holding their meeting on November 14, 1979.
(e) Code Enforcement Board - Mr. Gilday reported that a meeting
of this Board was held on November 1, 1979 during which Mr.
Sliney submitted forms to be used by this Board. These forms were
adopted by the Code Enforcement Board. Their next meeting will be
November 29, 1979 at 2 :00 P.M.
Reports - Representatives Re:
(a) Metropolitan Planning Organiza. 8n & Transportation - Mrs.
Roberts reported for Mr. Wilson asked her to report that
the four-laning of AlA will probably refer take place. She also
said that they hope to get a historical designation inasmuch as
they can not seem to get a scenic designation for this road.

FLORIDA, AMENDING ORDINANCE NO. 359 OF THE
CODE OF ORDINANCES, LIMITING THE APPOINTED
TERMS OF THE MEMBERS OF THE VARIOUS BOARDS
AND AGENCIES OF THE TOWN.
NOW, THEREFORE, BE IT ORDAINED BY THE TOWN COMMISSION
OF THE TOWN OF HIGHLAND BEACH, FLORIDA, that the following
paragraph "3" be added to this Ordinance:
Appointed members of all of the Town' s Boards (either
in existence now or established in the future) may
miss no more than two consecutive meetings. Absence
4110 from three consecutive meetings, be they Workshop,
Special or Regular, will be considered as resignation
subject to automatic acceptance by the Town Commission.

This is to request that I not be considered
(assuming that I would be) for reappointment
to the Board of Adjustment.
my term of office expires in November 1979,
when I will have completed five ( 5 ) years on
the Board. Since the rules prevent a member
from serving more than six (6) years, I do
think it would be advisable to appoint a new
member in November for the full two (2 ) years.
I have enjoyed taking part in the cases that
came before the Board for adjudication.
