REGULAR MEETING
Chairman Kanner called the Regular Meeting to order at 10: 15 A.M.
Following the salute to the flag, the Secretary called the roll.
The agenda is attachment "A" .
Present: J. J. Kanner, G. Vendeland, Martha Joy, H. Walker,
Leon Allen, Town Manager E. W. Roberts and
Theodore Boepple, prospective Alternate No. 2 .
Absent: Ben S. Stephenson
Secretary Vendeland read the minutes of the meeting of July 9, 1980.
Mr. Allen moved to approve the minutes; Mr. Walker seconded the motion.
Mrs. Vendeland, Mr. Kanner, Mr. Walker, Mrs. Joy and Mr. Allen voted
Aye. The minutes were approved as read.
Mrs. Vendeland read a letter written by Mrs. Roberts, Town Manager, to
Mr. James C. Stanley, Vice President of Ocean Terrace Development
Corporation, regarding the debris on their property (attachment "B" ) ;
and a reply from Ocean Terrace Development (attachment "C" ) .
Mr. Walker asked Mrs. Roberts about the safety of the cranes on the
construction sites in Town during the Hurricane Season. There was a
brief discussion on this subject and on the skeletons found at the
Parker construction site.
Mr. Theodore Boepple was introduced and gave a brief resume of
himself and his business background. Mr. Walker made a motion that
Mr. Boepple be appointed as Alternate No. 2 to the Housing Board of
Adjustment and Appeals and Mrs. Vendeland seconded the motion. All
members voted Aye.
Mrs. Roberts spoke about the Town Commission' s upcoming public dis-
cussion meeting regarding the Fiscal Year 1980-81 Forecast of Revenues
and Expenditures and setting a tentative millage rate. Mrs. Roberts
also stated that the Town Commission would like to re-arrange meetings
and have the Housing Board of Adjustment and Appeals meet quarterly
starting after October 1st.
Mrs. Roberts also talked about all of the Boards of the Town, giving
a brief description of their duties, etc. and spoke about the newly-
formed Financial Advisory Board.

ADJOURNMENT
Secretary Vendeland noted the next Regular Meeting of the Housing
Board of Adjustment and Appeals is scheduled for September 10, 1980
at 10: 15 A.M.
Mr. Walker moved to adjourn the meeting; Mr. Allen seconded the motion.
Mr. Kanner, Mrs. Vendeland, Mrs. Joy, Mr. Walker and Mr. Allen voted
Aye. The meeting was ADJOURNED at 10:45 A.M.

Dear Mr. Stanley:
As Vice President of the Development Company, I am expecting
you to respond to the -complaints that we continue to re-
ceive about the debris, refuse and resulting rats that ap-
pear at Ocean Terrace West Development. In the past as we
p have received complaints, the Building Official has been slic-
e" cessful in receiving your cooperation to clean up the premises.
There are several portions of the Code of Ordinances that re-
quire keeping your property clean:
1. Section 7-20. It shall be required to keep the property
and adjacent properties on construction sites in a clean
condition at all times and any papers, litter; and/or
any construction materials are to be disposed of and/or
to be secured at the end of each day' s work.
2. Section 17-3 . Nuisances on private property. Nuisances
are defined to mean any condition or use of premises
which is detrimental to the property of others or which
causes or tends to cause dimunition of the value of
property in the neighborhood where such premises are
located including scattering of lumber, junk, trash or
debris. It shall be tnlawful to permit the above mater-
ials which could tend to annoy the community or any por-
tion thereof.
