1974.11.12_BAA_Minutes_Regular MINUTES: HOUSING BOARD OF ADJUSTMENT AND APPEALS - - - November 12 , 1974 Pursuant to Resolution Number 272 , copy attached, Exhibit "A" , the following persons met for the organizational meeting of this Board: Present : Judge Robert V. Santangelo, Peter J. Genovese, Carl Krauss, Gertrude Vendeland, Alternate , Lyman H. Jenkins, who sat in for Ben S. Stephenson who was absent, Alternate John J. Kanner. In attendance were Mayor Gilday, Town Manager, Elaine W. Roberts and Mr. John O'Grady, Building and Zoning Administrative Official. Before nominations were offered to fill the offices of Chairman, Vice- Chairman and Secretary, and any business to be conducted at this meeting, the Town Clerk, Mary Ciomei, gave the Oath of Office to the following: Peter J. Genovese, Carl Krauss, Gertrude Vendeland, Lyman H. Jenkins, and John J. Kanner. Data was given to each member relative to Financial disclosure requirements etc. . Judge Santagelo, acting as Chairman called the meeting to order at 10:45 a .m. . The first order of business was the election of officers of the Board. He called for nominations for Chairman. Mr. Genovese nominated Judge Santagelo for Chairman, seconded by Mr. Jenkins . No other nomina- tions were offered. Judge Robert V. Santangelo was unanimously elected as Chairman. Chairman Santangelo then asked for nominations for Vice- Chairman for the Board, Judge Santangelo nominated Mr. Genovese, seconded by Mr. Jenkins, Mr. Genevese ' s nomination as Vice-Chairman was approved unanimously. Chairman Santangelo then asked for nominations for Secretary, Mr. Genovese nominated Gertrude Vendeland, seconded by Mr. Krauss, and members voted their agreement, and Gertrude Vendeland, was elected unanimously as Secretary. Chairman Santangelo asked our Town Manager, Elaine W. Roberts, for a few words for any suggestions she has regarding this new Board. All members were given a book on rules and duties of the Housing Board of Adjustment and Appeals, and that they adopt the Robert ' s Rules of Order when con- ducting their meetings. If the Board wishes to have any special meetings on call by either the Chairman or Vice-Chairman or any three members of the Board, this can be done . Mr. John O'Grady , "The Building and Zoning Administrative Official" was 011‘ introduced to the Board. 1 7 PAGE TWO (2) MINUTES: HOUSING BOARD OF ADJUSTMENT AND APPEALS - - - November 12 , 1974 Mr. O'Grady informed the members of Mr. Milton Steinhardt ' s property, known as the White House , which was built in 1963 and since has been condemned. A discussion followed. Our Town Manager, Elaine W. Roberts, will discuss this matter with the Town Attorney, Mr. Tom Sliney, regarding Mr. Milton Steinhardt ' s building, and if the Town Attorney requests that a notice be sent, Mr. O'Grady will send a notice to Mr. Steinhardt that the building has been condemned. The notice should be mailed by certified mail with return receipt re- quested, making sure that he has received this notice and has 120 days in which he has to appear before this Board. This would also apply to any building that has been condemned or declared unsafe. This notice should be sent to the correct person. If it is an indvidual, it should be served to the individual. If it is a corporation it should be served on the corporation, and the agent of the corporation or any official of the corporation. This information can be obtained by verifying the taxpayer of the property involved thourgh the Palm Beach, County Official Records. a prolonged discussion followed. A motion made by Mr. Krauss, seconded by Judge Santangelo that all meetings' be held according to the Robert' s Rules of Order. It was in agreement with the Board that they have regular monthly meetings to be held on the second Wednesday of each month at 10: 15 a .m. . WHEREAS, the Town Commission of the Town of Highland Beach deems it necessary and advisable to amend Chapter 13; entitled "Housing" , NOW, THEREFORE, Be it Ordained by the Town Commission of the Town of Highland Beach, Florida, that: Section 131/4-1. Southern Standard Housing Code adopted. Delete the word "Southern" , Section 134-1. First sentence delete the word "Southern" and delete "1973" and substitute with "1976, with 1978 amendments" , Section 134-1. 1. Amendments to Southern Standard Housing Code. " WHEREAS , the Town Commission of the Town of Highland Beac'h has adopted Ordinance No. ��// , which is immediately effective and WHEREAS, it is deemed appropriate to have five regular and two alternate members serve on this Board, NOW, THEREFORE, BE IT RESOLVED by the Town Commission of the Town of Highland Beach, that: 1.
