TOWN OF HIGHLAND BEACH
CHARTER REVIEW BOARD
REGULAR MEETING - MINUTES
Tuesday, November 19, 1991 10 : 00 A.M.
Chairman Ray E. Murphy, M.D. , called this Regular Meeting of the
Charter Review Board to order in Commission Chambers at 10 : 00 A.M.
Deputy Town Clerk Doris Trinley called the roll . Present were the
Chairman, Vice Chairman Betty Dodd and Members Edison Brandt, Leonard
Bell , Russell Richardson , Betty Goldenson , Paul R. Kane, Sr . , Robert L.
Lowe and Leon J. Canova . Members Helene Harris and Daniel C. Stump
were absent .
Town Attorney Thomas E. Sliney was also in attendance . Town Manager
Mary Ann Mariano and Commissioners Arlin Voress and John F. Rand were
in the audience .
Upon MOTION by Vice Chairman Dodd/Ms. Goldenson, the Minutes of the
October 22, 1991 Regular Meeting were unanimously approved .
Chairman Murphy noted the Worksheet he had prepared and distributed to
the Members for this meeting , saying he hoped it would be a useful tool
relating to the today ' s review.
OLD BUSINESS
ARTICLE I . GENERAL PROVISIONS
Sec . 1. 06 (3) . No commissioner may serve more than three (3) consecu-
tive terms as mayor or vice-mayor .
After lengthy discussion , the following MOTION was made by Mr . Bell/Mr .
Lowe, which met with unanimous approval :
DELAY FURTHER DISCUSSION ON SECTION 1. 06 (3) UNTIL
THE NEXT MEETING.
In other action under Section 1. 06, appropriate Motions were made and
unanimously accepted as follows :
(6) , (7) , (8) , (10) , (11) , and (12) to remain unchanged.

Section 1. 07 . Rules of procedure; quorum; meetings.

viewed at that time .
Upon proper Motion , the meeting was adjourned at 12: 00 noon .
