Minutes of the Special Meeting of the Community Appearance Board
on Thursday, March 14, 1974 .
es, Mee:,1ng was called to order at 7:00 :.M. with the hollowing members
present: Mmes . 3tewart, Becker, Messrs. Beekman, Johnson and Walsh.
Minutes of the last meeting were read and approved .
ItemJi: Motion ::as made by Mrs . Becker, seconded by Mr. Johnson,
Co try to run the meetings in half hour segments, with cut-off
five minutes befnre the half hour, in an attempt to shorten the
lengtn of time spent at the meetings . App_oved by Mme.. .3tewart,
Becker, Messrs . Beekman, Johnson and Walsh.
Iteml2: Parker Apts . E. & W. `41 So Ocean Drive . Present
were siessrs. Glick, Meinstein,Smith and Riley_ A new rendering
for the East side was submitted snowing mansard(etype structure (*)
concealing the cooling and elevator e.,uipment a . top of building, Cor-
and Mr. Walsh made motion to accept designs for facade and color rection
of both buildings, seconded ty Kr. Johna.,n, and approved by
Mmes .Stewart, Becker, Messrs . Beekman, Johnson and Walsh. Section
2, A.:.'ustment _oard, says "unser conditions they will provide
planters of greenery to break up and add interest to skyline
from AIA and obscure minor neight differe tials on the East side
portion for each of the five penthouse apartments on top floor" .
Mrs . Stewart read letter fromthe builder stating there are no (**)
windows or access to the roof top except for utility use. Correction
Mr. Smitn submitted lan..scape plan and Mrs . Stewart inquired how
long after approval trees would be removed. Answer was45 days .
Ir"1 This in connection with use of some trees at another source.
They will give us two weeks notice . .Xotion was made by Mr.Walah
to accept landscaping and tree plan for East Side . Seconded by
Mrs. Becker, approved by Mmes.Stewart, Becicer, essrs.Beekman,
Johnson and Walsh. Motion was made by -dr. Walsh, seconded ty
Mrs Becker, tnat landscaping plan on Wert Side be held over for
approval until the 28th, but will not nold up bu'_lding permit .

Item #3: Highland Beach Utilities. Kr. Totz submitted plan to:
Treatment Plant near 3 ' .Lucy Church. The general comment was that
it should ce attrLd ively landscaped. witn sprinkling system, and
not be an eyesore from AIA. Mr. Totz indicated that a) soon as
completed it would oe turned nvcr to the Town. eotion was made
by Mr.Walsn, seconded by Mm Beekman, to table tne project until
Mrs . Stewart is able todetermine the proper procedure . Approved
by Mmes.dtewart, Becker, Messrs . Beekman, Johnson and Walsh.
Item #4: Town of Hignland Beach sign. Ars . Becker has contacted
Mr. Dave Martin, and he is working on a sign for the Town.
Item #5: The Cavalier 3013 So .Ocean Drive (Wieder•sum Assoc. )
Present were Messrs. SanTord Sevel and Jonn Ballari, landscape
architects. The Board objected to tne appearance of exposed metal
n seawall and possibility of aeterioration. : rk . Stewart stated
we could not technically negate its use, but re•iuested that the
r"1 Board be furnished with manufacturer' s information stipulating
lifetime expectancy and guarantee before C.O. is given. Time
schedule was given as around .iepteter, and if any Gumbo Limbo trees
cannot be relocated on the property they will try to get approval
to offer them to the Town Hall.

Mr. Walsh made motion, seconded by Mrs . Becker, that plan be approved
with the exception that manufacturer 's specifications indicating

and Walsh. Mr. Walsh made motion, seconded by 2r. Johnson, that
landscaping plan as submitted be approves with the understanding
that as many as possirle of the Gumbo Limbo trees be saved and
relocated. Approved by Mmes . Stewart, Becker, Messrs . Beekman,
Johnson and Walsh. Mr. Beekman made motion to approve lighting
plans as submitted, seconded by ill-. Johnson and approved :yr
Mmes . Stewart, Becker, Messrs . Beekman, Jo .nson and 'i'alsh.
Itemj6: Retgency Highland, 3912 So .Ocean Elvd (Cliver Hoffman)
Present were Messrs . Goldberger, West, Eisenhower, and Miss Neill,
administrative assistant. The concensus of opionion was that the
new plan site as submitted still looks cluttered, with too much
parking space showing .idrs. Becker feels the parking area is
difficult, unattractive, and too cluttered, a:.d suggests that althc
the main building appears O.it . consideration should be E=ven to
under building parkin6 areas . Motion was made by Mr. Johnson,
seconded by Mr. Walsh, .o table the plans as presented. Approved
by Mmes . Stewart, Becker, Messrs . Eeekman, Johnsonand Walsh.
Sales model plan was presented, and with some revisions mane by
their Mr. Eisenhower while meeting was in session, Mr. Walsh made
a motion to approve the change in model and landscaping plan,
seconded by !r. Johnson and approved by Mmes. Stewart, Becker,
Messrs . Beekman, Johnson and Walsh.
Item17:St.Lucy Church, 3510 So. Ocean Blvd (Parking lot'_
Present were Father Slevin, Mr. Totz and Mr. Good, landscape
architect. :yrs . Stewart suggested that there may be available
to the church some Gumbo Limbo and Cabbage ?alms for landscaping
purposes, and that Father Slevin and Mr. Good work out a further
plan for approval later, and that no parking area could be
allowed until this was none . Mrs . Becker made motion to table
the plan for two weeks, seconded by Mr. Johns n, approved by
Mmes . Stewart, Becker, Messrs . Beekman, Johnson and 'Walsh.
10:20 2.M.Mrs . Becker made a motion to adjourn, seconded by
Mr. Beekman and approved by Mmes . Stewart, Becker, Messrs . Beekman,
Johnson and Walsh.

Minutes of Workshop Meeting of the Community Appearance Board,
held on Thursday, March 14, 1974
Meeting was called to order at 10:20 P .M. with the following
members present: Mmes. Stewart, Becker, Messrs . Beekman,Johns ;n
and Walsh.
Discussion centered around the new time schedule worked out
for the meeting of March 14, watch ran one hour longer than
anticipated, and it was suggested that three-4uartera of an hour
oe allotted for first plans or involved projects and a lesser
time for the simpler ones .
Ars. Stewart handed each of the memcers of the board a
questionnaire prepared by her, and asked that answers be
return_d in a sealed envelope for that purpose .
A copy of letter of March 6 fr..m our attorney, Mr.Sliney,
with enclosure of opinion from Attorney General Robert 3hevin
regarding the iunshine Law was given to members of the board
and filed in the Minutes book.
There was discussion that the tcean Pines landscaping of the
sales model was not as anticipated, and their : r. Harold Shaw
nas been asked to make some corrections, particularly as to
landscaping at back( and front. Some co:;missioners did not
find the dark exterior very pleasing.
('."‘ There was suggestions that some of the Gumbo Limbo trees
offered by developers could be planted in front of the proposed
Water Tower, totether with other types of landscaping to Wake
that area more attractive.
Meeting was adjourned by Mrs . Becker at 10:45 P.M. , seconded
by Mr.Walsh, and approved by Mmes . Stew-rt, Becker and Messrs.
Beekman, Johnson and Walsh.
