Minutes of the regular meeting of the Community Appearance Board on
Wednesday, July 31, 1974, at 7:00 P.M. at the Highland Beach Town Hall.
Meeting was called to order at 7:00 P.M. with the following memlers
present: Messrs . Beekman, Rex, Johnson, Storm and Mmes . Becker and
Stewart.
Minutes of the last regular meeting on June 27, 1974, and the workshop
meeting on July 29, 1974, were read and approved as corrected.
Since the agenda for this meeting was lengthy, a motion was made
by Mrt. .Rex, sLconded by Mrs . Bec.ter, that a time schedule as follows
be assigned: Boca Hi, 45 min. , Regency Highland, 30 min. ,Hiehland
Beach Towers, 45 min. , Monterey Ocean House, 30 min. , St.Lucy Church,

Item £1: Eoca-Hi, 4720 So.Ocean Blvdl_iSigal Mr. Johnson and Mr.
Martin, representatives, submitte-new srgn for their Braemar Arms .
Mr. :iex ma.e a motion that sign submitted by them be ap )roved and
substituted for the sign wnich trey will remove. Seconded by kr.
reekman and approved by Messrs . Beekman,Rex,Johnson, and L`.mes .Becker
and Stewart.
Item #2: Boca-Hi, 4720 So.Ocean Blv:. . (Re-Review RPUD) hr. Johnson
and Mr.Martin presente3 an overlay of changes from the approved
plan, together with 4-page explanation which was reviewed item by
ems item by the Committee. It was pointed out that our minutes of
September 12, 1973 indicated our voting stated that approval of the
plan was contingent ona statement of our Town Attorney that this
would not serve as precedent, allowing future builders to demand and
receive variances of like or similar nature, that a plan for develop-
ment of East side of AIA be made as part of final approval, and that
a dense barrier strip of foliage West of AIA be planted to sr.lela
view of buildings from AIA and that such plans include barrier strips
to be at least 20' wide with setback from AIA allowing for its
future possible widening. Concern centered also on the changes made
on the East end of the South Marina which showed a significant
reduction in size both physically and visually . These were referred
to in Sections C and G of the Changes from Improved Plan submitted by
Boca-Hi . Motion was made by Mr. Rex to approve plans as submitted
with the understanding that the landscaping on the West side ofAIA
oe carried out according to the minutes of the meeting of 9-12-73, and
that by August 22, 1974, we receive plans for the development of the
East siae. Seconded by Mr. Beekman and approved by Messrs . Johnson,
Rex, Beekman, and Mmes .Becker and Stewart.
Item : Regency Highland, 3912 So.Ocean Blvd. (Addition to sales
model .tepresentatives present were Messrs . Eisenhower, Byrd, Bier,
Nelson, and Mmes. Neill, Rost. A new blueprint was pre.+ented, with
very little change in the building plan, together with color samples
and elevation; model to be flat white exterior with sand grey finish.
Mr. Rex made motion to approve the elevations and the landscape plan.

Seconded by Mr. Johnson. . Mra. Becker made an amendment to the motion,
seconded by i4r. Johnson, to make the feta the same color as the facade.
Motion with amendment approved by Messrs . Johnson, Rex, Beekman, and
Mmes.Becker and Stewart.
Item #4: Regency Highland, 3912 So. Ocean Blvd. (14 story condotgarage,
supplemental material' Representatives present were as £n Item 93.
iembera ofthe Board expressed concern regarding the dark colors of
tailings, windows,and door frames being unattractive to the eye.
Concern was also expressed regarding the fluorescent lighting for
the garage. Mr. Rex made motion to accept plans as submitted for
landscaping, garage color and new design, and tree-saving list .
Seconded by Mr. Johnson and approved by Messrs . Johnson, Rex, Beekman,
and Mmes . Becker and Stewart. It was rec' mmended that colors and
ground lighting plans be re-submitted at the August meeting of the
Board.
Item #5: Highland Beach Towers (Lot 102-E,X. ) (Radice Realty)
Hepresent_ tives present -.-ere Mr. Roy Smith, architect, and Mr. G.Smith, a
landscape architect. Preliminary review of the plat: submitted indicated
the East bui_ding would have grey roof, sand beige fascia, white
stucco soffit, dark brown doors and railings, with open terrace
penthouses . Discussion centered around the concrete appearance of
the two level parking seen from AIA because of the angle of the
76 unit bu11d1_.gs . Aembers of the Board wish to make a survey of
the property to locate trees for saving. Mr. sex maae a motion to
table the matter until our regular meeting next month. Seconded by
Messsrs. Beekman, Johnson, Rex, and Mmes. ituwart and Becker.
Item #6: 22-Unit Apt.Complex for Mr.Richard Munz(3115 So. Ocean blvd.'
Mr. Ayres, representative, presented preliminary plan, and was askee—
:,o present a more detailed plan, showinE four elevations, materials
and color charts, lighting, landscaping, signs and sales model.
Building, to be about 71' with no seawall .
Item #7: St.Iaucy Church, 3510 So.Ocean Blvd. (Parking area)
Father Chepants presented landscaping plan, whicn includes marble
statue of St.Lucy,with lighting, at center of property near AIA,with
roadway to left and ribht,with modest landscaping at center to
provide space for new cnurch later . To comply with our criteria
the members of the Board indicated that a hedge should be placed
along the north line of the property, and that on AIA the term should
be raised with landscape plantings and ground cover. Signs must to
presented for approval as well as lighting. Motion was made by Mr.Rex
that landscaping plan with provisions be approved. Mr. Beekman
seconded.Approved by Meesrs .Beekman, tex,Johnson, and mimes . Stewart
and Becker.
Mrs .Becker made a mo-ion to nominate Mr.aex as Vice-Chairman to fill
the vacancy caused by Mr. Walsh' s resignation. Seconded by Mr.Beekman
