TOWN OF HIGHLAND BEACH
Minutes of the regular meeting of the Community Appearance
Board on Thursday, February 27, 1975, at the Highland Beach
Town Hall at 7:00 Y.M.
Meeting was called to order at 7:00 P .M. with the following
members present: Messrs. Beekman, Johnson, Storm and Rex, and
Mmes . Becker, Stewart and Jaffe.
Minutes of the last meeting on January 30, 1975. were rer:d and
approved as corrected.
Item #1: Ocean :iner Lot 1071_3009 Sc .Ocean Blvd.
Present were representatives, Messrs. Shaw, Zebarth and Mangus,
landscape architect. Board suggested reduction of^ coconut -nt.,,, ,Le)
palms because of lethal yellowing possibility and hardier
plantings in two other categories, and it was agreed that they
would substitut'sabal'tpines for some 9 coconut palms,also
using 13 Noronh a •Emarginata for Clusea Rosea, and exchangi g
65 Noronhia for the Seagrape, Motion was made by Mr. Rex
to accept plans as revised. See-nded by Mr. Johnson, and
approved 1y Messrs . Beekman, Johnson, Rex, and Mmes . Becker
and Stewart.
Ite _,'egency Highland - Triplexs, 3912 So.Ocean Blvd.
Present were representatives, Messrs . Goldberger, Robert West,
and WaLlack,Environmental Enterprises,Landscaper. Landscape
plan was submitted, and since there appears to be change in
location of pool, parking area, shape and design of buildings,
new landscape plan should be submitted for this or any oth3r
changes. It was recommended that cedar shakes on roof have
a higher angle if possible; there was also yue .tion of trash
removal . Exterior lighting plans are also to be furnished.
Mr. Johnson made motion to table the .natter at this time and
have revised plans submitted to incorporate the changes .
Seconded by Mr. Beekman, approved by Messrs . Beekman, Johnson,
Rex, and Mmes. Becker and Stewart.
Item #3: Regency highland - Gatehouse, 3912 So. Ocean Blvd.
Present were representatives, Messrs. Goldberger, Robert West,
and Wallack. Gatenouse color sa: .ples and landscaping plan
were presented, and several recommendations were Rade both
as to the gatehouse iteself and landscaping. It was stated
that can type lighting would to used. Motion was made by Mr. Rex
to have the design resu::mitted with suggested corrections .
Seconded by Mrs . Becker and approved ty Mes ss . Rex, Beekman,
Johnson, and rimes . Becker and Stewart .
Item #4: Regency Highland - Townhouses, 3912 $o . Ocean Blvd.
Present were representatives, Messrs.Goldberger, Rocert West,
and Wallack . Landscaping plan submitted fcr Townhouses, but
lighting fixture sample to be submitted, plus correction of
disposal of roof water on town houses, and roof blockage of
view from the west were discussed. 4otion 'made by Mr. Rex
to table the plan for revision and e<:rly review. Seconaed by
Mr. Beekman, approved by Messrs. Rex, Beekman, Johnson and
Mmes . Becker and Stewart.

Mrs. Stewart read report of on-site inspection , conducted
by Mr. Storm and Ames . Becker and Jtewart together with the
Inn' s represent_ tives, Messrs . Aronone, Vice-President,
Koeppel, Attorney and Jensen, .iesident Manager, on February
11, 1975. This was in connection with the over-all land-
scaping.
Mrs. Stewart also read letter of February 20, addressed to
Chief renneth Jones, regarding on-site inspects n of the
north parking lot in the evening at 8:00 P. ._. at the request
of Patrolman Giordino who discussed bad lighting and land
soaping problems relating to traffic flow. After this inspection
by Mr. Hex and Mrs. Stewart the matter was brougtt to :r. John
O'Grady 's attention, and ne prefers handling the problem.
Mrs . Stewart also read letter of February 20, 1975, from
Mr. R. J. Arnone, Vice-President, Holi::ay Inn, stating their
willingness to cooperate, and that Mr. ::aseillo would no
longer be the liaison.
:•xs. Stewart also read letter of February 21 to .•:r. Arnone,
suggesting be. ter night illumination and trimming of Malayan
Palms in t::e north parking area, and thanking him for his
progress in the landscaping.

410 Mrs . Wilkins, owner, nes requested that she te relieved of
the responsitility of completing the landscaping at this time
because of finances, and an on-site inspection by iw_essrs .
Johnson, Rex, and Mrs . Stewart, will te m::.,e on March 8th
at 9:30 A.M. be:'ore a determination will ce made.
St. Lucy Church, 3510 South Ocean Blvd.
An on-site inspection was made by Mr. an, who reported that
landscaping is not in accordance with the blueprint submitted
for approval. There were 28,specimen trees indicated on the
property, but none have teed planted. Satal tt3Fes nave teen / nc,
reduced substantially in many locations, hedges were to be
planted on both sides of property, and only 7 liib4seus are c2.17-n^-•--
on one side where 14 were indicated, the other 7 nein: located
on the opposite or north side . Ther, is no foliage where the
earth is mounded at front, originally a site for the statue. ,
It was recommended that a letter to written to Father Cnepanys,
asking him to attend our next meeting and discuss the matter.
Ambassadors 5 (Lots 95-100 incl. )-Opposite Seagate or Highland
Present were representatives Messrs . Urbanek, Totz and Hauskins,
Landscaper. Landscaping plan was submitted. It was suggested
tnat a 6' hedge be placed on the end of the south side parking
area. Instead of Ligustrum, it was rec:mmended that silver
ruttonwood or Noronhia to used , with soaker
line or some .other form of watering.et Yucca plants to to placed
at ramp wall. Can type lighting is suggested. There is to be
