1975.03.25_CAB_Minutes_Regular TOWN OF HIGHLAND BEACH Minutes of the regular meeting of the Community Appearance Board on Tuesday, March 25, 1975, at the Highland Beach Town Hall at A 1 7:00 P.M. Meeting was called to order at 7:00 P .M. with the following members present : Messrs . Beekman, Johnson, trm and Rex, and Mmes. Becker and Stewart . Minutes of the last meeting on February 27, 1975, were read and approved as corrected. Item #1: Regency Highland - Triplexa3912 3o. Ocean Blvd. Present were representL.tives, Messrs . Goldberger and Robert West, Arcnitect. Scale model was submitted for inspection by the representatives, and after discussion the f -llowing c: mments were made by the Board: 1 . Roof: The desirability of a higher angle or pitch as viewed from below. The desirability of a broken roof line as originally presented. The desirability of a roof overhang on the southern side of the building to act as a sun shield. 2. building Structure: Looks box-like; does not have openness of original concept. Texture interest of wood aiding as used in original concept has ceen eliminated. The south facade needs re-working to reduce the institutional feeling. Motion was made by ::r. Rex to have a meeting on April 14th at 7:00 P.M. to review the Triplex plans, seconded by Mrs. Becker and approved by Messrs. Beekman, Johnson, Rex and Mmes . Becker and Stewart. P1 Item #2: _Regency Highland_=Townheuses, 3912 So.Ocean Blvd . Present were representatives, Messrs. Goldberger and Robert West, Architect. Blueprint was presented shiwing corrections with regLrd to roof line, as well as gutters . Lighting fixtures and outside garbage provision to be presented at next regular meeting. Motion was made by Mr. Rex to accept the plans for the Townhouses as modified, with the understanding that we will see provisions for garbage storage, landscaping and lighting to be submitted at next meeting. Item "3: Regensy HIEhland- General LandscalainE, 3912 So .Ocean Present were representatives, Messrs .Golaterger and Robert Weat . Revised landscaping plan was not definitive, and an enlarged drawng for the Triplex building is to be supplied for our next regular meeting, at which time Mr. West stated he would also bring the revised Gatehouse plan. Ite 14:_Regen a Hignland_ Sign, 3912 3o.Ocean Blvd. Present were representatives, Messrs. Goldberger and Robert West. A picture of the present sign was shown and accepted for renewal . Motion was made by Mr. Storm to approve revised sign, seconded by Mr. Beekman, and approved by Messrs . Beekman, Johnson, Rex and Storm and Mmes. Becker and Stewart. Item #5: St. Lucy Churg 5510 So. Ocean Blvd. rresent was Fatner Cnepanis . Mr. Rex made comments regarding omissions in landscaping after on-site inspection March 24 ( see attached report) , as compared with blueprint which we had approved. overpage 1 Page -2- TOWN OF HIGHLAND LEACH Minutes of the regular meeting of the Community Appearance Board el on Tuesday, March 25, 1975, at the Highland Beach Town Hall at 7:00 P. M. Father Chepanis said after cost was received he had to cut out some of the landscaping, but did not so inform the Board. He also stated that boulders indicated on the north and south-east corners were disapproved by the State, and that statue is to be placed at front along AIA, and sign, plus lighting, will be submitted for approval when he so decides. Father Cnepanis indicated he would bring the matter of location of statue to his congregation. Comments by the Board included the following: 1. Does not believe the statue should be near AIA, but located near the church proper. 2. The statue should be located wherever Father Chepanis feels is best, but without lighting. 3. Although location of statue was approved the feeling is that it should be near the church. 4. It was my understanding thattotal landsca ,ing was approved, including the relocation of the statue,and I voted on that basis. 5. .egret that a religaus statue symbolic of love and good feeling could become a symbol of defiance if placed on the road-side. 5. I appreciated the consideration given to the residents ' feeling about the number of times and intensity of the pealing of the church beats and woulu appreciate el the same consideration given to our request for location of statue. We might add that due credit must be given to the finelandscaoing already acne. In response Father Chepanis stated he felt that the statue because of its beauty should be placed near AIA, but to agree with the Board will take the matter up with his congregation. Mr. Rex made motion that inasmuch as Father Chepanis and the members of the Board would like to see St. Lucy's site further landscaped to meet the plan as approved, we all will look forward to the day when financial arrangements can be made to complete the project. Seconded by :r. Johnson and a?proved by Messrs. Beekman, Rex, Johnson, Storm, and Mmes. Becker and Stewart. At 10:30 2.M. Mr. Storm made motion to recess the meeting until April 14 at 7:00 P.M.
