Minutes of the recessed meeting of the Community Appearance Board
on Monday, April 14, 1975, at tne Highland Beach Town Hall at
[ 7 :00 2.X. , this being a continuation of the regular meeting of
the Community Appearance Board on Tuesday, March 25, 1975, at
the Highland theach Town Hall at 7:00 2 .M.
Meeting was called to order at 7:00 P.M. with the following
members present: Messrs. Beekman, Johnson, Rex and .norm and
Mmes . Becker and Stewart .
Minutes of the regular fleeting on March 25, 1975, were read
and approved.
Item #1: dellen HIghland - Triiolexs, 3912 3o. Ocean Blvd .
Mr. M. Goldberger and Mr. Robert West, architect,were present.
A scale model of the Triplex was submitted snowing higher
intermittent angle:: on roof, presenting a gable type structure,
with the ground level apartments havinE a more prominent patio,l,�,�
effect oy the addition of iron railings . On the West side there
will be a mirror type effect to avoid sun glare . A three-color
effect, using wood siding as one color contrast and two related
paint colors, is to be provided to avoid the monotony of a
single color over a wide expanse. Folaer (see attached ) was
also submitted indicating type of lighting to be used. Mr. Rex-- - ._.
made a motion to accept the most recent drawing of tne six-story
triplex conbminium, seconded by ,r. Beekman and approved by -- - -
Messrs . Rex, Beekman and Johnson, and .mes . Becker and Stewart.
Item #2: Clarification of procedures was discussed with
Mr. John O'Grady, Zoning Administrator, who indicated his future
cooperation with the Community Appearance Board .tHe has agreed
to eliminate his conferences with CAB applicants on CAB meeting nights.

Discussion cent .red on the derogatory remarks made in public,
without foundation, by Fatrer Chepanis regarding our Board and
some of its individuals, but it was felt wise and more dignified
at this time to ignore sucn abusive language . .otion was made
by Mrs . Becker that a letter should re written to Father Cnepanis,
with copy to his Bishop, requesting an apology . However, with no
second the motion died. A motion was then made by Mrs . Becker,
seconded by Mr. Rex, to write a letter requesting information
as to the wishes of nis congregation regard ng the placing of the
statue of 3t . Lucy on the church grounds. Approved Ly :•'r. Rex,
and Mmes . Becker and Stewart, Mr. Beekman voting nay and Mr.
Jcnnson abstaining.
Item #4: Holiday Inn 2809 Sc. Ocean Blvd.
On March 12 an on-site inspection for C .c. was made by .•.rs . Stewart
and Mr. O'Grady. Since the plans were unavailable for the site
inspectirn the previous day and since the Town and the Holiday Inn
were very desirous of our inspection Mr. O'rrady and Mrs . Stewart
inspect,-d same, with toe following report:
1. Deficiencies still exist in the plantings
by the beachsteps, the number of required
plantings being about half, or 30.

when cars pull in - bumper strips are the only thing there now.
Mr. O'Grady will negotiate and seek tcacc-mplish these omissions .
Mr. H. Storm was called in the afternoon and asked is he
observed any further needs, and if ne concurred ; he asreed .
On March 25 a memo was sent to i4r. O'Grady, asking if any
progress had beim made on the West side lighting, his answer
being "no. " Also if rail along Westside waterway was intended(
his answer being "no, ''as long as they have car stops . They
will light area." On East side, Mr. c"Grady responded "no"
regarding our request for parking bumper for trees and additional
h1 lighting and "yes" to our reque :.t for tree prunin

note from Mr. O'Grady said, "Talked to Mr. Koeppel. AfterrdEasteral
week will start on completing conditions rendered in temporary
C.0."
Mrs . Stewart also read letter of March 28, 1975, from All
American Leisure Properties, to Mr. O'Grady, copy attached .
On April 14, memo was sent to Mr. John O'Grady, by the Board,
asking if any progress had been made on the West side lighting
and East side lighting, as well as bumpers for trees . . "no
change."

On Narcn 15 an on-site inspection was made with Ia,s. flkins,
owner. .;he would like to be released from some of the original
agxesments on the landscaping plans sutmitted ; namely, the removal
of 12 Areca Palms and the Ficus hedge in front . ;ince the retain-
ing of these was not felt detrimental to the landscaping the Board
agreed.

the existent hedge, and asked that such a letter of agreement be

approved by Messrs . Rex, Beekman, Johnson and Mme3 . .itewart and

Mrs . Stt,wart asked the Board toconsider placing an item in the
Town Bulletin, ex.olal-.ing that since the CAB was formed in

Mrs . Stewart asked that the Board also make an inspection of
the bicycle path to determine its condition and potential
