Minutes of the regular meeting of the Community Appearance Board
A on Thursday, April 24, 1975, at the Highland Beach Town Hall at
f t 7:00 P.M.
Meeting was called to order at 7:U0 Y.M. with the following
members present : Messrs . Rex, Beekman, Storm, and Mmes . Bec<er,
Jaffe and Stewart.
Commissioner Robert Clark was present as an observer.
Minutes of the last regular recessed meeting on Monday, April
14, 1975 were read and approved as corrected. Motion to amend the
minutes was made by Mr. Beekman, seconded by Mr. Rex and approved
by Messrs . Rex, Beekman, Storm, and Mmes. Becker, Jaffe and
Stewart.
Item_41: Regency Hignlandt_2912 So. Ocean Blvd . (Gatehouse)
Present were representatives Messrs . M. G- ldberger and .Robert
West. Landscaping plan was submitted, including the use of shake
shingles for roof of gatehau:e, with copper covered cupola. Doors
will be wood, painted . Security alarms will be on eve,•y floor
of the Triplexan.: Townhouses, and first and Penthouse floors of
Tower. Entrance and exit at Gatenouse were discussed for
security purposes . Motion was made by Mr. Beekman to approve
the plan, seconded by Mr. Storm and approved by Messrs . Rex,
Beekman, Stcrm, and Mrs . Stewart. Mrs . Becxea voted nay .
n Item #2: Regency Highland 3912 So.Ocean_ Blvd. (Landscaoingyla�
Present were representatives Messrs . M. -Goldberger, Robert West,
and Wm.Eisenhower, landscape architect. Purple Bougainvillea is
being introduced in the landscaping, and when questioned whether
this is salt-resistant the rely was in the affirmative if not
watered too much. The architect also stated that the more
expensive Malayan Palms suggested in lieu of the Cocoanut was also
subject to lethal yellowing, and documentation was requested on
this point. Tne earth mounds will be irregular in height.
Discussion also centered on the north Patio landsca ,ing. i'r.dex
made :notion to delay appr val of landsca ,ing plan until decision
is made whether to use the Coconut Palms or suostitute and the
submission of tre north side Patio drawn to scale . Mr. Beekman
seconded, appr:'ved cy Messrs . Rex, Beekman, Storm, and Mmes .
Becker and Stewart . :Ir. Storm made motion that the building
pernits be given with the understanding that the general land-
scaping plan be submitted at next meeting. Mr. Rex seconded and
approved by Messrs . Rex, Beekman, Storm, and Mmes . Becker and
Stewart.

Present were the—`following representatives : Mr. Richard Munn,
Owner, Mr. Wm. Eisenho••:er, landscape archi•_ect, "r. Joseph T.Romano,
Ass-ciate, Mr. A.D:'le Ayers, :Marge and Tony Tinor, and Miss Ann
Gunderson. Landscape and architect' s plans were presented as well
as rendering of Building, su: mitted by architect, showing white
stucco roof, with grey toned color walls, penthaases with sloping
ceilings, unusual entrance treatment, tall narrow windows at

drawin> at our next meeting on May 29tn. Approved by Messrs. Rex,

Old Business
On April 247 memo was sent to Mr. O'Grady regarding progress on
West side AIA lighting and East side bumpers for trees and also
lighting at the Holiday Inn, and the response was no that April
30 was considered the end of season and they are to start to finish
obligation.
With respect to the location of statue at St .Lucy Church, /re .
Roberts feels it unwise to write to the Bishop regarding
0111 Father Chepanis' remarks, but if and when an application for
permit is made the matter can then be reppened.
Discussion also centered on the suggestion of placing a statement
in the Town Bulletin explaining tnat the CAB activities cover only
new projects obtaining permits after its formation in Novemter
1972, and it does nrt fall within the prerogatives of theBo-.rd's
prescribed areas to include the Town' s beautification.
Mr. Storm made a motion, seconded by Mrs . Becker, that a letter
be written to Mrb . Ruth Mumford Commissioner, in charge of
Health and Welfare, to come to our next meeting on May 29th to
discuss our mutual problems regarding the general appearance of
the town. Ap )roved by r.:essrs .Rex, teekman, Stormand Mmes .Becker and
Stewart.
