1975.05.29_CAB_Minutes_Regular Town of Highland Beach Minutes of the Regular Meeting of the Community Appearance Board at 7 p.m. , on Thursday, May 29 , 1975 , at the Highland Beach Town Hall. Meeting was called to order at 7 p.m. , with the following members present: Messrs . Beekman and Rex, and Mmes . Stewart and Jaffe. Minutes of the meeting of April 24 , 1975 were approved without correction. Motion to accept was made by Mr. Rex, seconded by Mr. Beekman, and unanimously approved. Item #1 . Commissioner Mumford was present to hear recommenda- tions from the CAB. The following points were made: 1 . Town sign ordinance is effective and much needed. 2. Absentee lot owners don ' t keep up property, so periodic State mowing is very helpful. 3. Mr. Urbanek' s cleared, unused lots are an eyesore. Mrs . Mumford said he was going to have them seeded. 4. Litter along the road is unsightly and should be removed. Mrs. Mumford said the town pays to have it picked up. 5. Mrs. Mumford stated the future building sites will be fenced in to make them more sightly. 6 . It would be advantageous to have beach litter picked up at the town ' s expense. 7. Some emergency plans should be made in advance of a storm to find a proper refuse disposal area and devise a proper clean- up procedure. 8. when builders litter, why aren' t heavy fines levied to insure proper cleanup? In Boca Raton the trash removal regulations are posted. If the Sanitation Inspector finds a violation, a warning is given. If not corrected in 24 hours , a summons is issued. 9 . Boca Raton Ordinance #2163 requires builders to post a bond to insure that building sites are cleaned up. 10. Evanston, Illinois replaces all trees between the sidewalk and the street that are lost in a storm. By paying $40 , the replacement tree is made larger than 2"-3" in diameter. 11 . Boca Raton is offering Malayan Palms for sale. Item #2. Regency Highland - Landscape plan clarification Mrs. Stewart read correspondence from Mr. Doyle Conner, Com- missioner of Agriculture Division of Plant Industry; Mr. J. K. Condo, Bureau of Plant Inspection, Division of Plant Industry; Mr. De Armand Hull , Extension Agent-Ornamentals , Palm Beach County; all supporting the use of Dwarf Malayan Palms to combat lethal yellowing. Town of Highland Beach Page 2 Minutes of Meeting 5/29/75 Mr. Jim Smith substituted Malayan Palms for the coconuts on the landscape plan. Motion was made by Mr. Rex and seconded by Mr. Beekman that amended plans be accepted. The motion was approved unanimously. Item #3. 3117 S . Ocean Permanent Sign There was not time for the sign drawings to be prepared, so the matter was passed over. Item #4 . Ocean Pines Permanent Sign The numbers " 3009" will be added to the site to mark the street address . Mr. Rex made the motion, seconded by Mr. Beekman, that the plans be accepted. The motion was carried unanimously. Landscaping inspection of Ocean Pines will take place June 7 at 10 : 30 a.m. Item #5. Mr. & Mrs . Hauck Triplex Plan The plans will be reviewed again on June 12 , with attention being given to: 1. A completed landscape plan. 2. A rear elevation view to be added to the plans. 3. A more balanced window design in the front elevation. Item #6. Mr. Charles Dusenbury, representing Mr. Harold Huck, reviewed very preliminary plans for 12 apartments on Highland . Mr. Rex made a motion, seconded by Mr. Beekman, that the sign be rejected for the following reasons: 1. The area is 11. 2 sq. ft. , not 10 as the ordinance requires . 2. The mounting pole is too high. 3. All of the lettering should be blue, and a lettering color sample should be submitted. The motion was approved unanimously. Town of Highland Beach Page 3 Minutes of Meeting r Item #8. Mrs. Stewart read Mr. Martin Johnson' s letter of resignation from the CAB. Mr. Rex made a motion, seconded by Mr. Beekman, that Mr. Johnson be sent a letter of thanks. Motion was approved. A motion was made by Mr. Rex, and seconded by Mr. Beekman, that Mr. Storm be appointed to fill Mr. Johnson' s post. The motion was unanimously approved. At 10 : 30 p.m. , Mr. Beekman made a motion to adjourn , seconded by Mrs. Jaffe. The motion was unanimously approved. n
