1977.03.31_CAB_Minutes_Regular MINUTES: COMMUNITY APPEARANCE BOARD MEETING HELD THURSDAY MARCH 31, 1977 The meeting was opened by Chairman Rex at 7 :30 P.M. Present: Chairman Rex, Vice Chairman Schubert Mrs. Stewart and Mr. Beekman Absent: Mrs. Becker and Alternate Mrs. Jaffe (Alternate Mr. Roy' s resignation became effective 3/7/77) The minutes were unanimously accepted as presented. MICHAEL MALONE FOURPLEX, 1102 Highland Beach Drive, Final Review Revisions on approved landscape plans. Mr. Malone was present. GENERAL COMMENTS OF THE BOARD Second floor panel on west elevation will be omitted if possible. Third Bucida Buceras to be added on west side of building. A motion was made by Mrs. Stewart, seconded by Mr. Beekman to accept the plans as presented. Aye votes Stewart, Schubert, Beekman and Rex. RICHARD O'KEEFE, TRIPLEX, RUSSELL DRIVE, LOT #18. . .FINAL REVIEW Mr. and Mrs. O'Keefe were present and also Mr. R. E. DeCavalcanti. GENERAL COMMENTS OF THE BOARD Does not meet C.A. B. criteria "parking shall be screened from the public view" . . .also needed (1) some sort of low hedge along mason- ry wall where there are no windows . (2) Description needed of type of post lights (brochure acceptable) . 3 . Garbage cans to be hidden from public view. A motion was made by Mrs. Stewart, seconded by Mr. Beekman to approve this temporary sign as amended. All ayes Stewart, Beekman, Schubert and Rex. REGENCY HIGHLAND CLUB, 3912 South Ocean Boulevard, Item # 53 (2) Temporary Sign Dick Jacobsen, representative, present. GENERAL COMMENTS OF THE BOARD Sign is not to obstruct view from bicycle path, small signs to be removed. A motion was made by Mr. Schubert, seconded by Mr. Beekman, that this sign be accepted as amended provided that the other small r 2 x 2 signs on the site be removed. Ayes. . . . Beekman, Schubert, Rex. Nay. . . .Stewart. REGENCY HIGHLAND CLUB, 3912 South Ocean Boulevard, Item # 54 (3) Permanent sign Dick Jacobsen, representative, present. GENERAL COMMENTS OF THE BOARD Mr. Rex stressed the fact that although the sign was approved at the January meeting (permanent sign) should not have been ap- proved by the Board inasmuch as it is in violation of the sign code. A motion was made by Mrs. Stewart that the sign be approved as amended, seconded by Mr. Beekman. All ayes Stewart, Beekman, Schubert and Rex. C.A. B. Block 2, Bel Lido Mr. Silvio Blaskovic, owner, and Mr. Cliff McCoy (McCoy Con- struction) were present. GENERAL COMMENTS OF THE BOARD Many changes were suggested by the Board, and all changes were so indicated on the plans and initialed by Mr. Blaskovic. A motion was made by Mr. Schubert that we accept these plans as amended, seconded by Mr. Beekman. It was strongly recommended that the street side of the house be redesigned to eliminate what the Board feels is a plain appearance. It was further stipulated that the lighting fixtures to be installed on the outside of the house, be presented to the Board for approval at the next meeting. All ayes Schubert, Rex, Stewart and Beekman. BOCA COVE VILLAS, 4513 South Ocean Boulevard, Lot #17 ,Owner F.Romano Mr. Richard Adams, representative, present. A motion was made by Mrs. Stewart to disapprove this as a perm- anent sign, but seek and request a new design for a permanent sign, seconded by Mr. Schubert. All ayes. . . . Stewart, Rex, Schu- bert and Beekman. OLD BUSINESS Chairman Rex reported that since the last C.A. B. meeting, he met with Mrs. Roberts, Mr. Schott and Attorney Sliney to dis- cuss further those things that had been talked about at the special meeting held March 7th with the Town Commission, re- garding what changes, if any should be made to the criteria or the C.A. B. and how to go about it. Attorney Sliney made it very clear that changing this is just like changing the ordi- nance itself. Mr. Rex is waiting for Mr. Sliney and Mrs. Roberts to recontact him as to when another meeting will be scheduled. No changes will be made until all C.A. B. members have an opportunity to see them. Attorney Sliney brought up the fact that from now on the agenda closing date will revert back to one week before the regular meeting, as that is part of the official criteria and cannot be changed. This will go into effect for the May meeting. C.A. B. Minutes of Regular Meeting March 31, 1977 page 4 Chairman Rex also discussed the following:-about a month ago, the C.A.B. voted down a sign from Regency Highland because of the fact that dollar figures were included on the sign. The Town Commission has ruled that it would be improper in the fu- ture, for the Community Appearance Board to disapprove a sign because they felt that dollar figures were unaesthetic and, in the future, that should not be the basis for the disapproval of a sign. This will be unacceptable to the Town Commission. NEW BUSINESS Mr. Roy tendered his resignation from the Board on March 7, 1977, which was accepted. Mr. William Atkinson was suggested by Mrs. Roberts as a possible replacement as an alternate member of the Board. Inasmuch as there was no other business to be brought before the Board, a motion was made by Mr. Beekman, seconded by Mr. Schu- bert to adjourn the meeting at 10 :45.
