1977.04.28_CAB_Minutes_Regular r` MINUTES: COMMUNITY APPEARANCE BOARD MEETING HELD THURSDAY APRIL 28, 1977 The meeting was called to order at 7 :40 P.M. by Chairman Rex. Present: Chairman Rex, Mr. Beekman, Mrs. Becker and Mrs. Stewart. Absent: Vice Chairman Schubert, Alternates Mrs . Jaffe and Mr. Atkinson A motion was made by Mrs. Stewart, seconded by Mr. Beekman to accept the minutes as presented. All aye votes. BOCA COVE,4510 SOUTH OCEAN BOULEVARD--RELOCATION OF EXISTING TEMPORARY SIGN Mr. Don McGehee, of Flagship National Bank of Miami present. GENERAL COMMENTS OF THE BOARD Mr. McGehee was advised by the Board that if the sign is located in the state road right of way, the Department of Transportation may remove the sign at any time. The sign is four feet off the ground, and is not to be lighted. A motion was made by Mr. Beekman, seconded by Mrs. Stewart, that the sign be approved. Aye votes Becker, Stewart, Beekman and Rex. RICHARD O' KEEFE TRIPLEX, RUSSELL DRIVE, LOT #18 FINAL REVIEW Present were Mr. and Mrs. O' Keefe and Mr. R. De Cavalcanti. GENERAL COMMENTS OF THE BOARD Three foot high hedge every three feet, mounds to be eliminated, black olive trees planted, 18 inch concrete stepping stones from driveway to each unit, crotons to be planted next to building, and made a part of the application. -.1 C.A. Minutes Regular Meeting April 28, 1977 page 2 A letter which was received from the Palm Beach County Health De- partment regarding inground garbage cans which will be prohibited after July 1, 1978, was read to the O'Keefes . This letter was dated October 29, 1976 and received at Town Hall on March 25, 1977 . A motion was made by Mr. Beekman, seconded by Mrs. Becker that the plans be approved as amended. Aye votes. . . .Rex, Beekman and Becker. Mrs. Stewart abstained. OLD BUSINESS REGENCY HIGHLAND CLUB, 3912 SOUTH OCEAN BOULEVARD, PERMANENT SIGN It was brought to the attention of the Board that Regency Highland Club be advised that the letter which was written to Mr. Melvin Goldberger on April 19, 1977 be ignored. Request is to be made to Mr. Schott that the sign as positioned and made, is permissable. Mr. Rex stated that he had indicated that it was two signs, and should be put back to back. The ordinance speaks of the single faced sign. This is a single faced sign in a single surface. Mrs . Stewart moved that Regency Highland Club be notified that the let- ter of April 19, 1977, signed by Mr. Schott, be disregarded. Mo- n. tion seconded by Mr. Beekman. Aye votes. . . .Stewart, Beekman and Rex. Mrs. Becker abstained. NEW BUSINESS It was strongly suggested that a sign be put out in front of the Police Station to identify same. Chairman Rex read the letter sent to Mr. Atkinson by the Town Clerk confirming his appointment. He inquired if Mr. Atkinson had been sworn in yet. (On 4/29/77 the secretary checked with Town Clerk and Mr. Atkinson had not been sworn in. ) Letter was also read into the record which was received by the Town Manager from Father Chepanis of St. Lucy' s Church, extending the use of the church' s facilities. Also, the completed letter was read into the record which was re- ceived from the Palm Beach County Health Department regarding the inground garbage cans and the fact that the program must be adopted by July 1, 1978. C.A. B. Minutes Regular Meeting Aptil 28, 1977 page 3 TOWN GARAGE 3614 SOUTH OCEAN BOULEVARD No representative present. GENERAL COMMENTS OF THE BOARD Preliminary plans received (not final plans, as had been indicated on Application for Review) . Plans were not submitted in the normal manner and not enough time was given for them to be examined. The garage is now under construction. There was a great deal of discussion during the review of the plans of the garage. Mrs. Becker requested that it be put into the record her very strong feelings that we can hardly require other people to comply with all of our criteria and exempt the Town. We have been subject to criticism in the past and we should make sure that this kind of thing does not occur again. The plan is drawn out of scale and lacking a landscape plan entirely; it should be professionally drawn. This is the showplace of Highland Beach and should be pre- sented in its best light. All members were in complete agreement with Mrs. Becker' s statements. A memo from Mrs. Roberts to Chairman Rex on the subject of the Town Garage was read into the record. Mr. Rex reported Mrs. Roberts stated that she and others in Town Hall were amateur horticulturists and have plants growing in pots which they will donate. BOARD DECISION It was unanimously decided to send Mrs. Roberts a memorandum stating the thinking of the Board. Please see attachment. This did not re- quire a motion inasmuch as it was a preliminary review. Motion made by Mrs. Stewart, seconded by Mr. Beekman to adjourn the meeting at 9 :45 P.M. All aye votes.
