Acting Chairman James M. Schubert, with members Amelie Leng and B. J. Stewart
met with Mr. Roy Flack, representing Parker Condominium at Lot #13, South
Ocean Blvd. , Highland Beach, on Wednesday, January 10, 1979, at 9 :00 A.M.
The purpose of field trip was to examine the property and discuss the pro-
cedure to be followed in the removal and/or relocation of plants, trees,
and shrubs located thereon.
Acting Chairman Schubert noted that it was the aim of the members of the
Community Appearance Board present to formulate a new plan for creating
pathways thru Lot #13 East, to enable developers to make test borings. Mr.
Flack, advised that the developers were requesting permission to clear the
property to the chain link fence located on the oceanfront border of Lot 13
to enable the land clearing machinery to maneuver. Mr. Flack noted that
at the present time the clearing would be done only in the building site
area indicated on plans .
Mr. Hamzik advised that trees to be retained should be tagged within the
fenced area . Mr. Flack suggested that tagged trees could be stockpiled on
the property owned by Parker Condominium, Lot #13, West of AlA, pending re-
location. Mr. Williams of FAU advised that he would check on the clearing
`^ process at the site from time to time. Mr . Williams also noted that the
root structure of the seagrape precludes satisfactory removal and replant-
ing. He recommended tying tops of those palm trees to be retained, before
loading palms on truck. Request is to be made to Town Manager for providing
water as needed for tree roots. Mr. Flack has advised that the developer will
will pay up to $200.00 for visquine cover for stockpiled palm trees, to re-
tain moisture on roots .
Core boring is to be done in area shown in blue on plan submitted. The
sea grape and sable palms in this area will be removed west of chain link
fence. Cabbage palms will be stockpiled. FAU will have trucks, crane and
crew at site to handle removal and tying of palms . Mr. Flack will work
with FAU personnel to expedite work at project site.
Mr. Flack and members of the CAB present, agreed that trees not tagged,
located under power line in the area north of the southern property line
to the first telephone pole located thereon, will be removed to allow
access to the area for clearing. In addition, palms and untagged trees
in the building area shown on the plans presented by the developer, iden-
tified by deep blue color will be removed. A count of sabal palms removed
will be provided to the Town by the developer. Permission was also given to
remove sabal palms along the highway underneath the power lines .
