1979.04.10_CAB_Minutes_Regular MINUTES : COMMUNITY APPEARANCE BOARD, SPECIAL MEETING, APRIL 10, 1979 REVIEW OF APPLICATION FORM AND C.A.B. PROCEDURES . Chairman Schubert called the meeting to order at 7 :40 p.m. advising this was a Special meeting of the Community Appearance Board, called for the purpose of examining proposed revisions to the CAB Application for Review form and the Criteria and Procedures form. The Agenda is Attachment "A" . Present: J. M. Schubert, A. Leng, B. J. Stewart, J. Becker, N. Hile, G. Lorenz, and F. Hamzik, Building Offic3wt. ,d. Absent: D. K. Rex - - 1 Chairman Schubert noted the Board would examine the Procedur4 foilk and the requirements of the Building Department in an effort to clarify these requirements for a Board review for the applicant. Mr. Hile presented a draft of revised Application Form, Attachment "B" , recommending the application be made in duplicate, one copy to be re- turned to applicant. Mr. Hamzik, Building Official, advised a Site Plan approved and signed by the Planning Commission must be on file prior to CAB preliminary review of project. Chairman Schubert noted for final review the Community Appearance Board F^, will examine only plans approved and signed by the Planning Commission. Recommendation was made for only one set of plans to be handled by the CAB. Mr. Hamzik suggested a separate application form be filed for each sign application and each trailer application review. Mr. Hile agreed to review the current forms and present any recommenda - tions for revision at a later meeting . In reply to question by Mrs. Leng, Mr. Hamzik noted that the Building Official and Town Manager made final inspections prior to issuance of Certificate of Occupancy. Following discussion Mrs. Leng agreed to write a letter to the Town Commission re- questing advise on how the matter of landscaping not conforming with CAB approved plans can be resolved. The existance of construction areas with debris littering property was discussed. Letters from Town Attorney T. E. Sliney, dated November 23, 1976, and December 15, 1976, were read by Chairman Schubert, Attachments "C" and "D" in reply to a question relative to inspections by Board members . Indication of time schedule for each applicant on the Agenda, was dis- A cussed. The issue will be reviewed at a future meeting. Mrs. Stewart A/ T J sugg�sced a monthly statement of work CAB has done, sent to the Town /ii >•/e vA� T. Commission and recommended the use of "Robert ' s Rules of Order" in CAB procedures. PROCEDURES At 9: 50 p.m. Mr. Hile moved to adjourn the Special Meeting, seconded by '^ Mrs. Stewart. Motion did not carry for lack of vote. Following additional discussion it was agreed that the "Community App- earance Board Criteria and Procedure" would not be revised at this time. Mrs . Stewart suggested the Application for Review form presented by Mr . Hile be examined prior to the next meeting and additional comments and recommendations made at a future date. The consensus was to follow this suggestion. Board members agreed to follow a procedure of advising the Board Chairman G& when and if a question of zoning is evident at a meeting, at which time a motion to table the review would be in order . ADJOURNMENT At the conclusion of the discussions Mr . Hile moved to adjourn the special meeting, Mr. Lorenz seconded. The next regular meeting of the Community Appearance Board is scheduled for Thursday, April 26, 1979 at 7 : 30 p.m. The special meeting was adjourned at 10 : 15 p.m. APPROVED: J. M.
