" Chairman Schubert called the regular meeting to order at 7 :37 p.m. The agenda is attachment "A" . Present: J. M. Schubert, D. K. Rex, A. Leng, J. Becker, N. Hile, G. G. Lorenz. Absent: B. J. Stewart MINUTES Minutes of the meeting of June 28, 1979, were read by members. Mrs . Becker questioned page -1-, "THE CLARENDON" , paragraph "GENERAL COMMENTS OF THE BOARD" , and recommended that the minutes be amended to include a time limit for the replacement of trees and shrubs that do not survive transplanting on "THE CLARENDON" development site. Chairman Schubert recommended that the tapes of the meeting of June 28, 1979, be replayed to determine wording of the motion made relative to this matter. A replay of the tapes of the June 28, 1979, meeting of the CAB revealed no reference to a specified date for replacement of trees and shrubs that do not survive on "THE CLARENDON" development site, either in "GENERAL COMMENTS" or in the motion made by Mrs. Stewart, seconded by Mrs . Becker . The wording was "Shrubs to be replaced if they do not survive transplanting. If they do not survive, replacements are to be planted by developer. " Following examination of Page -2-, "M/M DE JOSEPH" , paragraph "BOARD DECISION AND VOTING" , Mrs . Becker recommended the paragraph be amended to read "To accept the plan subject to inspection by a CAB member to make sure that the changes are as represented. " Mrs. Becker noted the use of the word "destroyed" , page 3, "CANSTATE REALTY, BEACH WALK EAST" . Chairman Schubert recommended that tapes be replayed to determine the exact wording. FROM TAPES, TAPE 1, TECH. CAB MEETING, JUNE 28, 1979. SIDE 1 Motion by Mrs. Stewart, second by Mr. Hile, "To approve the landscaping plan for the east side of "CANSTATE, LOT #102, BEACH WALK EAST" , with three (3) parts to it, (1) tree survey showing the disposition of the trees on the site to be kept, to be destroyed, to be relocated; (2) the landscaping plan itself which shows the new plans; (3) should the trees that have been saved either on the site or relocated, die, that the diameter of the trees lost will be replaced in other trees . RAN ASSOCIATES, "SANDPIPER TOWNHOUSES . " Immediately following Mrs . Stewart' s motion, Mr. Gentile inquired as to "whether there will be a time limit on that" . Mrs. Stewart replied "No" . This motion was made at approximately 10:20 p.m. on Thursday, June 28, 1979, at the regular meeting of the Community Appearance Board. At the conclusion of the examination and discussion of the minutes of the meeting of June 28, 1979, Mrs. Becker made the motion "That we approve the minutes of the meeting of June 28, 1979, subject to clarification to be de- termined by listening to the tapes, in two instances cited" . Mr. Rex seconded the motion. Mr . Schubert, Mrs . Becker, Mr. Rex, Mr . Bile, Mrs . Leng voted aye . BOCA HIGHLAND. DALTON PLACE GARAGE - LANDSCAPE. THOMAS L. DELANEY, REP- RESENTATIVE, PRESENT. GENERAL COMMENTS OF THE BOARD Members noted it was the policy of the CAB to have no more than five parking spaces between landscaped islands in parking area . BOARD DECISION AND VOTING Motion by Mr. Rex, second by Mrs. Leng, to approve plans as amended. Mr. Schubert, Mrs. Becker, Mrs . Leng, Mr. Rex and Mr. Hile voted aye. RAN ASSOCIATES . 1116 HIGHLAND BEACH DRIVE. LOT 10, BLOCK 2 . DUPLEX. n NICK SHARR, ENGINEER, REPRESENTATIVE PRESENT. GENERAL COMMENTS OF THE BOARD Following examination of plans submitted, Mr. Schubert advised Mr. Sharr that plans must be drawn to scale and in detail. Parking area must be hedged full length of cars. Blank wall needs tall shrubbery against the wall, possibly a tree or other planting close to the wall and high in two (2) places. Re- commended planting a tree close to the air conditioning unit. The Board noted that pool equipment was not shown on plans . No plantings shown on plan to indicate screen for pool equipment. Chairman Schubert recommended holding the entrance to the driveway to fifteen (15) feet. Exterior lighting was recommended for the entrance to the structure and at the pool. Mr. Sharr was advised to include the color of the fence and what it will look like. A picture of the lighting to be installed at the pool, is to be submitted. Members of the Board suggested providing planting pods with proper planting to improve what are now blank walls . BOARD DECISION AND VOTING Motion by Mr . Rex, second by Mrs . Becker, that "Mr. Sharr take a good look at his plans, and landscape as he feels is adequate, with the idea that there are to be changes as listed by the group earlier and they would include showing the pool equipment, and proper landscaping to hide the pool equip- n ment from view. LOT 10, BLOCK 2, DUPLEX. NICK SHARR, ENGINEER, REPRESENTATIVE PRESENT. (Cont' d. ) BOARD DECISION AND VOTING (cont' d. ) "The parking must be changed to follow the orders of the Town. The right and left elevations should be improved by adding windows, particularly in the garage area and careful attention to proper planting to improve the look of what are now blank walls . The hedge along the road should be placed in a proper manner to hide the parking, and the hedge must be brought up to 36 inches, should be 24 inch centers . Air conditioning units should be hidden by proper plantings and there should be exterior lighting in the area of the two pools and the dock. The colors of the trim should be modified so that they don' t stand out as much as they presently do. " Mr. Schubert, Mr. Rex, Mrs. Becker, Mrs. Leng and Mr. Hile, voted aye. UNFINISHED BUSINESS Mr. Schubert read memo dated July 16, 1979, relative to schedule for Com- mununity Appearance Board Members at inspections for final certificates of occupancy. Mrs . Becker noted that if at any period from the 20th to the 30th (of August 1979) , if Mrs. Becker was not available, Mrs . Leng will be the designated substitute for Mrs. Becker. Mr. Schubert and Mr. Hile agreed to a tentative meeting date, Tuesday, July 31, 1979, to discuss the proposed application for review form for the ria\Community Appearance Board, with Building Official F. Hamzik, Chairman Schubert noted that a request had been made to move the Agenda closing date for the Community Appearance Board to two (2) weeks prior to the regular meeting. Motion made by Mrs. Becker, seconded by Mr. Rex, to move the agenda closing date to two (2) weeks prior to the regular monthly closing date . All aye votes, Mrs. Becker, Mrs. Leng, Mr. Schubert, Mr. Rex and Mr . Hile. Mr. Schubert suggested recording motions made at CAB meetings on a separate tape recorder for the purpose of playing back motions made at meetings, for verification. Members agreed with this suggestion and Chairman Schubert advised the procedure would be followed. Following a general discussion of removal of trees and shrubs from Lot #13, East, motion was made by Mr. Rex that the meeting be adjourned, seconded by Mrs. Leng. All aye votes, Mr. Schubert, Mr . Rex, Mrs . Leng, Mrs. Becker, and Mr. Hile. The next regular meeting of the Community Appearance Board is scheduled for 7 :30 p.m. , on Thursday, August 30, 1979. The Agenda will close on Thursday, August 16, 1979, at 12 :00 noon. APPROVED: J. M.
