Stewart, Mrs. Becker noted she had been requested to chair this meeting and called the regular meeting to order at 7: 35 p.m. The agenda is Attachment "A" . Present: J. Becker, G. G. Lorenz, A. Leng, N. Hile, E. J. Sullivan (Alt. ) , and N. C. Martin (Alt. ) Absent: B. J. Stewart MINUTES Mrs. Becker noted the first order of business to be examination of minutes of April 24, 1980. Mrs . Becker referred to copy of notations made by Chairman Stewart regarding the minutes and advised that the record should indicate this was being included with the minutes of April 24, 1980 . Motion by Mr. Hile that minutes of April 24, 1980, be approved after amendment is made from the list provided by Mrs . Stewart, Attachment "B" . Mr. Lorenz seconded. All aye votes, Mrs . Becker, Mrs . Leng, Mr. Lorenz, Mr. Rile and Mr. Sullivan. Minutes of March 27, 1980 were reviewed. Motion by Mrs. Leng to retro - actively approve minutes of March 27, 1980, as amended, second, Mr. Hile. All aye votes, Mrs . Becker, Mr. Lorenz, Mr . Hile, Mrs . Leng and Mr . Sullivan. PARKLAND NURSERIES, INC. LANDSCAPE ARCH. BOARD DECISION AND VOTING Motion by Mr. Hile, second by Mr. Lorenz that review be tabled until next meeting. Applicant to bring plans to building department two (2) weeks before next meeting, scheduled for Thursday, June 26, 1980, at 7:30 p.m. Members requested that landscape architect be present at next meeting. KURT KETTLEHUT AND GENERAL COMMENTS OF THE BOARD present Following general discussion it was determined that/plans had been examined by the Planning Commission and a recommendation for approval by the Town Commission had been made. it was determined thata preliminary review might be held at this time. Mr. Young noted the application submitted was not addressed to the west side of the project at this time. Applicants were advised to return in one month for examination at the next CAB meeting. Mrs. Becker requested that the following be included in the minutes: That the CAB was going to consider this as a. a preliminary review b. subject to assurance from the Town Attorney that our consideration is legal and proper at this particuaar stage. Following review of landscape plan by Mr. H. Kurt Kettlehut, members advised Mr . Kettlehut that no improvement in coastal setback line may be made. Anything east of the coastal setback line must be left as is. The following suggestions were made by the Board: 1) Tree survey showing existing trees and bushes with names and sizes to be provided 2) Plant nothing east of the coastal line and plant heavily west of the coastal line 3) Yucca plants - an alternate selection to be considered 4) Dumpster to be turned so that it will be hidden by sea grape 5) Parking area material should be indicated - concrete It was suggested that accent lights be indicated on plans . The Board recommended that application for sign approval be presented at the next meeting. SAM HENANTI/BILL BRAHLER. CONTINUED At 9: 10 p.m. , Mr. Benanti returned and requested permission to submit the original plans again and asked that the Board accept the original plans if he in fact puts everything in that it calls for with the addition of two gumbo limbo trees 15 to 18 ft. high and the addition of the second planting of the flame vine on the south side of the building to match the planting on the north at the air conditioner. Mr. Sullivan moved that Mr. Bile write a letter to Mr. B.enanti suggesting that the Board would consider the sub- stitution of silver buttonwood for the ficus hedge along the east boundary of the property, Mrs. Leng seconded. Later in the meeting the motion was unanimously rescinded. Mrs. Becker noted receipt of copies of letters from B. Barker, Town Clerk, addressed to Mrs . Giglio, Mrs . Martin, Mr. Sullivan and Mr. Lorenz .Attach- ment "C" . Mrs. Leng suggested that a letter be written by Mrs. Roberts, Town Manager, to the Town Homes of Highland Beach, requesting that the east side sign be repainted. Mrs. Leng will contact Mrs . Roberts . Mr . Hile noted that the former Shoreland/Norrine, project currently "Le Concorde" has been in an unsightly condition for some time . Mrs . Leng will speak with Mrs. Roberts relative to this project. Following question by Mr. Sullivan relative to CAB control of sign approval for single family districts, Mr. Lorenz noted Sections 23.5 and 23.7 (e) (f) with regard to the For Rent and For Sale signs on any four-plexes. Mrs . Leng read a proposed letter addressed to Parker Highlands relative to maintenance of trees and shrubs on Lot #13 West. Motion by Mr. Hile, second by Mr. Lorenz that letter be approved as read. All aye votes. Attachment "D" . ^ Re "Trafalgar" project, Mr. Hile advised he had been informed by Mr. Hamzik that he would take care of the matter. Mr. Sullivan noted his correct telephone number is 392-8840 . Mrs . Martin noted the correct spelling of her first name is Nita . Mrs. Becker read memorandum from Mrs. Stewart, dated May 9, 1980, regarding telephone calls received at her home from Mr. Miller of York Development and Mr. Beenanti. Attachment "E" . Letter from Bette Barker, Town Clerk to B. J. Stewart, dated May 8, 1980, regarding passing of Ordinance #379 on May 6, 1980 "AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH, FLORIDA, AMENDING ORDINANCE NO. 241, ENTITLED "SIGNS AND ADVERTISING" , SECTION 23-7 (f) (1) AND SECTION 23-13" , was read by Mrs . Becker. Copy of this letter and Ordinance #379 will be given to each CAB member. Attachment "F" . Mrs. Becker noted receipt of letter from Town Manager, E . W. Mr. Lorenz reported on his inspection made on May 24, 1980 and recommended that the applicant submit a revised plan for approval and the project be reinspected for a final C/O. Mrs . Becker recommended that a letter be written to Building Official F. Hamzik and Town Manager E . W. Roberts for clarification of the approval procedure. Attachment "H" . Mr. Hile moved that approval or disapproval of 1109-1115 Bel Air Drive for a C/O be deferred pending clarification of the role of the Community Appearance Board in reviewing changes in construction and landscaping from the original approved plan. Mrs . Leng seconded. Mr . Hite, Mr. Lorenz, Mr. Sullivan, Mrs . Becker and Mrs . Leng, voted aye . Copy of CAB Criteria and Application are to be given to new members Mr. Sullivan and Mrs . Martin, with copy of "A GUIDE TO TOLERANCES OF SELECTED TREES AND SHRUBS FOR FLORIDA" , published by the Division of Forestry. Mrs . Stewart will report on C/O inspections for June . Mr. Hile moved that the meeting be adjourned. Mr . Lorenz seconded the motion. The meeting was adjourned at 10:00 p.m. The next meeting of the Community Appearance Board is scheduled for Thursday, June 26, 1980, at 7 :30 p.m. The Agenda closes on Wednesday June 11, 1980 at 12 noon.
