Chairman Amelie Leng called the regular meeting to order at 7 : 30 p.m. The
agenda is attached.

MINUTES
Chairman Leng noted the first order of business to be examination of the
minutes of the August regular meeting, held on September 10, 1981. Mrs.
Rome moved to approve the minutes, Mr. Conte seconded. All aye votes,
Mr. Conte, Mrs . Rome, Mrs . Giglio, Mr. Schneider and Mrs. Leng.

GENERAL COMMENTS OF THE BOARD
Members of the CAB complimented Mr. Mangus, Landscape Architect, on the
choice of landscape materials for the Town Complex.

,1 Following an examination and review of the plans submitted for the Highland
Beach Municipal Complex, Mrs. Rome moved that plans submitted be approved
with conditions, i.e. , Xmas palm/green palm--red circle. Fill in planting
along front between trees, selection to be made by landscape architect,
identify wavy line on south side. Mr. Schneider, seconded. All aye votes,
Mrs. Rome, Mr . Conte, Mrs. Giglio, Mr. Schneider, Mrs. Leng.

Following general review and discussion of plans, it was agreed the

material listed will be examined at the next CAB meeting, scheduled for
October 29, 1981.
(1) more landscaping between apartments
(2) 3 ft. or 4 ft. high hedge after bridge
(3) ground cover under 2 coconut palms . Add third palm
(4) parking area, cover ground area with color and shrubs
(5) south end - plant density according to north side. Sable
palms between mahogany trees .
(6) mimusops - eliminate silver buttonwood along east wall of
garage.
(7) add sable palms in west area
(8) type of bottom and base of center fountain in entryway
south part of east wing.
(9) increase heights as much as possible
(10) sea grapes - parking area - are not sufficient. Need
another tree for shade
(11) possible planter boxes on top of garage
�- Mr. Murphy will submit plans indicating conditions listed for possible
temporary approval by the CAB at the meeting scheduled for October 29, 1981.
Mr. F. Savino reported on Greening of AlA.
Chairman Leng noted Mr. Schneider will make c/o inspections for the month
of October. Mrs . Leng will make inspections for November .
A discussion of turn off lanes in Highland Beach, followed. Members agreed
to recommend to the Town Commission that turn off lanes be as short as
possible and that the design of turn off lanes be submitted together with
the landscape for CAB approval.

Chairman Leng requested that Town Manager E. W. Roberts be advised of a
request by the Greening of AlA Committee, for hearing at the Town Commission
Workshop to be held on Tuesday, September 29, 1981.
Mrs. Rome noted that she will reinspect the Highland Beach Cable TV project
at a later date. Mr. Levine has advised he has moved the tree planted in
front of the electric meter, to another location. Copy of Mrs . Rome' s re-
port recommending approval of C/O, dated 9/29/81, is attached.
Mr . Licus, of Coco de Mer, has advised the Community Appearance Board that
he will be unable to attend the September 24, 1981 meeting. The review for
a final c/o will be scheduled for the October 29, 1981 meeting.

Members agreed to meet on Monday, October 5, 1981, at 9 :00 a .m. , at the
Beach Walk East site for c/o inspection.
Chairman Leng noted that members of the CAB met with members of the
Planning Commission on August 21, 1981, and examined the area at Lot #
123 and#124 West, Townhouses of Highland Beach. Members of the Committee
agreed that the site must be treated as a passive park and not a marina as
requested by the developer.
ADJOURNMENT
Mrs. Rome moved to adjourn the regular meeting, Mrs. Giglio seconded the
motion. The regular meeting was adjourned at 11:35 p.m.
The next regular meeting of the Community Appearance Board is scheduled
for Thursday, October 29, 1981, at 7 :30 p.m.
