TOWNHOUSES OF HIGHLAND BEACH. MASCIARELLA. /'`• NOVEMBER 19, 1981 . Chairman Amelie Leng called the regular meeting to order at 7 : 32 p.m. The agenda is attached. Present: A. Leng, D. Rome, D. A. Conte, A. Giglio, N. C. Martin, J. F. Schneider (Alt. ) , F. Savino, (Alt. ) MINUTES Chairman Leng noted the first order of business to be examination of the minutes of the meeting held on October 29, 1981. Motion by Mrs. Rome, second, Mr. Conte, to approve minutes as revised. Mr. Conte, Mrs . Rome, Mrs. Giglio, Mrs. Leng and Mrs. Martin voted aye for approval. CORONADO OF HIGHLAND BEACH. 3400 S/0 BLVD. LOTS #93, 94, 95, 96, 97 WEST. LOT #96 EAST AND PART OF LOT #97 EAST. MR. VERNON PRIEST, REPRESENTATIVE PRESENT. GENERAL COMMENTS OF THE BOARD Members of the Board agreed to transmit a letter to the Town Commission ad- vising they have reviewed plans for both the Coronado and the Clarendon deceleration lanes and recommend that the deceleration lanes be reduced to a maximum of thirty (30) feet, preferably twenty-five (25) feet, on one side of AlA only. The members of the Board agreed they did not recommend adding a third lane to SR AlA. Copy of letter attached. Mrs . Leng advised that Mr. Elvin Gerber, resident of Dalton Place had re- quested permission to read a letter addressed to Mayor Louis Y. Horton, written by Mr. Lester Allen, relative to the Dalton Place and Braemar Isle projects. Copy attached. BRAEMAR ISLE TOWER. 4740 S/OCEAN BLVD. MR. ROBERT A. MURPHY, MR. ROBERT MIZELLE, MR. THOMAS L. DELANEY, REPRESENTATIVES PRESENT. Mr. Delaney noted he would like to conduct the review in the following order : walk thru 6 points--one at a time--landscaping on the grounds, starting at the bridge and moving counter clockwise; walk thru the irrigation, starting at the bridge and moving counter clockwise; to deal then with the roof; to deal then with the openings in the garage walls; to deal then with the future construction sites and finally to deal then with any new matter that may come up. FOUNTAIN It was noted that the proposed fountain shown on the plans presented, is a soft spray of water. SPRINKLER SYSTEM There was no additional comment on Sheets 2, 2A and 3 -- of 5 -- on sprinklers. SHEET #5 OF 5 On sheet #5 of 5 Mr. Mizelle indicated 15 sabal palms, 15 ft. to 24 ft. will be planted in clumps of five, in addition to the five trees shown on the plan at present, a total of twenty trees. Sprinklers will be in- stalled on the site bordering on the Intracoastal Waterway, a future construction site, as indicated on plans. Mr. Delaney advised that Boca Hi and Braemar Isle will handle the care of the landscaping. Trailers will continue to be on site until completion of construction. At the completion of construction, all construction trailers will be removed. GARAGE Mr. Delaney presented a polaroid picture of the ornamental grill work being installed in the openings at the Braemar Isle garage. Following a general discussion relative to the openings in the garage wall, the roof top landscaping and the lighting of the garage, Mrs . Rome made the following motion, seconded by Mr. Conte: "I move that as a Community Appearance Board who never were presented with plans for the garage, who never saw the garage, never saw the garage roof, we were never consulted on it, that we go on record as not approving it because we find it a most unattractive building and I move that we don ' t approve it. " Mrs. Rome voted aye, Mrs . Leng, aye, Mr. Conte, nay, Mrs. Giglio, aye and Mrs. Martin, aye. Copy of letter addressed to the Town Commission, attached. LIGHTING SCHEDULE i—. Members examined the lighting plan following Mrs. Rome ' s motion, seconded by Mr. Conte, to accept the landscaping plan and irrigation plan. At the conclusion of the discussion which included reference to recommendation that 14 ft. lights be used instead of 16 ft. lights, Mrs. Rome repeated the motion made to accept the landscape plan and the irrigation plan as presented. Martin, Mrs. Leng, Mr. Conte and Mrs . Rome voted aye. The landscape plan and irrigation plan were accepted as presented and amended on the plans, with the lighting plan to be examined at the next Community App- earance Board meeting. Mr. Delaney will advise the Community Appearance Board at the next scheduled meeting of the CAB as to whether the lighting poles can be cut to conform with the 14 ft. recommended by the members of the Board. GENERAL COMMENTS OF THE BOARD To return to Community Appearance Board meeting scheduled for Thursday, December 17, 1981, at 7 : 30 p.m. MASCIARELLA, RAYMOND. 4300 SOUTH OCEAN BLVD. INSPECTION OF THE MASCIARELLA FOURPLEX. REPORT BY D. A. CONTE. GENERAL COMMENTS OF THE BOARD Discrepancies should be corrected before approval is granted. Motion by Mrs. Martin, second by Mrs. Rome that C/O not be granted. All aye votes, Mrs. Martin, Mrs. Rome, Mr. Conte, Mrs. Giglio, Mrs. Leng. Mrs. Leng noted that Mr. Masciarella has been advised to call at the Building Depart- ment for a copy of this report. Copy attached. Mrs. Rome spoke of preservation of the coast/dune line and recommended a letter be written to the Town Commission relative to Coronado East and their proposal to extend their property on the East side of AlA. Copy of letter dated November 19, 1981, attached. Motion was made by Mrs. Martin, seconded by Mrs . Giglio that c/o not be granted for Townhomes of Highland Beach. Mrs. Martin, Mrs. Leng, Mrs. Giglio, Mr. Conte and Mrs. Rome voted aye. Motion by Mrs. Rome, second by Mrs. Martin, to approve nomination of Mrs . Amelie Leng as Chairman for the year 1981. All aye votes. Mrs. Giglio moved to approve nomination of Mrs. Doris Rome as Vice Chair- man for the year 1981, Mrs. Martin seconded the motion. All aye votes.
