MINUTES : COMMUNITY APPEARANCE BOARD. WORKSHOP MEETING. FEBRUARY 11,
1982 . COMMUNITY APPEARANCE PROCEDURES .
Chairman Amelie Leng called the meeting to order at 9:38 a .m. , advising
this was ao:orkshop meeting of the Community Appearance Board, Town of
Highland Beach, Florida . The agenda is attached.
Present: Amelie Leng, Doris R. Rome, J. F. Schneider, Frank
Savino.
Absent: D. A. Conte, N. C . Martin.
Chairman Leng called upon the audience for comments relative to the request
mcde for approval for installation of a cable TV dish on the roof of the
Regency Highland Condominium. Comments were made by residents, including
John W. Waldron, Soll Roehner, Tom Gullett and Mary Lou Towner.
Following a general discussion, Chairman Leng read from letter received from
John Toschner, Gee & Jenson Engineers, Planners and Architects, presently
under contract with the Town of Highland Beach, reviewing Highland Beach
zoning and the Comprehensive Plan. Copy attached.
Attorney Cormac C. Conahan, representing Highland Beach Cable T.V. Co. ,
noted there is a cable franchise currently existing in Highland Beach, an
alternative to individual cable T V installations.
Following comments by audience, members of the Community Appearance Board
n present reviewed the issue of T.V. dish installation approval. The members
concurred on the following preliminary recommendations :
No T.V. dish shall exceed the height limit of the
zoning requirements for temporary accessory structures.
See 5. 3 Zoning - Accessory Uses and Structures.
If the T.V. dish can be seen from grade level, it must
be effectively screened.
If T.V. dish can not be viewed at the grade level, from the
beach, from the intracoastal, or from ALA, approval may be
considered. Color must blend with background.
Approval by the ( 1) Building Department, (2) Planning Com-
mission, and (3) the Community Appearance Board, in that
order, is required.

T.V.Co. , was read by Chairman Leng, copy attached. Letter dated 2/4/82 .
Letter dated February 4, 1982, Re: Massengill v. Town of Highland Beach,
addressed to James M. Tuthill, Esq. from Town Attorney Thomas E. Sliney,
was read by Chairman Leng, copy attached.
Members agreed to recommend to the Town Commission, approval for the follow-
ing appointments to the Community Appearance Board:
Mr. Frank Savino Regular Member
Mrs. B. J. Stewart First Alternate
Chairman Leng noted that application submitted by Mr. Wilson for appointment
to the CAB has been withdrawn.

Motion by Mrs. Rome, second, Mr. Savino, to adjourn the workshop meeting.

The Community Appearance Board has scheduled meetings for February as
follows :
