1982.04.05_CAB_Minutes_Special Page -1- MINUTES : COMMUNITY APPEARANCE BOARD, TOWN OF HIGHLAND BEACH, FLORIDA. SPECIAL MEETING, APRIL 5, 1982 . CRITERIA AND PROCEDURES REVIEW. Chairman Leng called the meeting to order advising this was a special meeting of the Community Appearance Board, Town of Highland Beach, Florida, called at the request of the Town Commission for them to hear our recomm- endations on the Harcourt Sylvester property dune walkover. Chairman Leng noted the members were experiencing difficulty in examining plans and other material in the Town Hall chambers, due to the lighting and noted that a request for improvement in lighting would be made by the Board. Present: D. R. Rome, J. F. Schneider, F. Savino, B. J. Stewart, A. Leng. Mrs. Rome noted that visiting the Sylvester property presented a better picture of the proposed dune walkover than had been provided by the plans submitted at the meeting held March 25, 1982 . A review of the Criteria and Procedures of the Community Appearance Board followed. Mrs. Rome noted the members had concurred on preliminary recom- mendations at the CAB meeting held on February 11, 1982 . Members agreed to recommend the following changes in Criteria and Procedures for the Community Appearance Board: 7 .0 (a) JR5 1. Dune walks may be permitted in order to provide access to the beach and preserve the dunes in their natural vegetation. Construction should be of wood, closely hugging the topography of the dune line at a height denoted by the DNR. Inside measurements between railings should not be more than four f3et. Aesthetics of the design are of the utmost importance and each walkover shall be judged individually on its merits by the Community Appearance Board. 2 . Pavilions, including but not limited to, viewing decks, patios, and gazebos, will be judged individ- ually on their merits. Page 3, 4.0 (k) TV Satellite, earth receiving stations/ dishes. No dish shall exceed the height limit of the zoning re- quirements for temporary accessory structures . See 5. 3 Zoning - Accessory Uses and Structures. If the dish can be seen from grade level, it must be effectively screened. If TV dish can not be viewed at the grade level, from the beach, from the intracoastal, or from ALA, approval may be considered. Color must blend with background. Approval by the (1) Building Department. (2)Planning Com- mission, and (3) the Community Appearance Board, in that order, is required. Page 3, under 5.0 D (c) Landscaping includes not only trees and plants, but paving, dune walkovers, benches, fountains, exterior lighting fixtures, fences and any othered iteof exterior /� furniture. All items are to be selectnotm only for their functional value but also for their aesthetic value and must complement the whole . (d) One of the basic uses of landscaping will be to screen or mask out such areas as roadways, parking lots and load- ing areas, TV satellite, earth receiving stations/dish, or any other feature or areas considered to be objectionable to the naked eye. The achievement of this may be through the use of walls, fences, mounds or earth or vegetation. The views from high-rise buildings will be considered in respect to this idea . Stewart that: Mr. Cowan be asked to submit a new rendering for the dune walkover whereby it would be shortened. All in favor. r MOTION by Mrs. Rome that the proposed pavillion be turned down.
