REGULAR MEETING, APRIL 28, 1983. J. VITALONE. CORONADO
OCEAN CLUB. TOWN COMPLEX, HIGHLAND BEACH. SUNNY SURF.
Chairman Amelie Leng called the meeting to order at 9:30 a.m. , advising
this was a regular meeting of the Community Appearance Board. The re-
cording secretary called the roll. The agenda is attached.
Present: A. Leng, D. R. Rome, F. Savino, G. J. Galizia,
L. P. Johnson
MINUTES
Motion made by Mrs . Rome, second, Mr. Galizia , to dispense with the
reading of the minutes of the meeting held on March 31, 1983, until
the next regular meeting of the Board. Mr. Savino voted aye, Mr.
Galizia, aye, Mrs . Leng, aye, Mrs. Rome, aye and Mrs . Johnson, aye.
Mrs . Rome moved to approve the minutes of the meeting held April 21,
1983, Mr. Galizia seconded. Mr. Savino voted aye, Mrs . Rome, aye,
Mrs. Johnson, aye , Mr. Galizia, aye, and Mrs. Leng, aye. The minutes
of April 21, 1983 were approved.

GENERAL COMMENTS OF THE BOARD
The Board recommended hedges to be planted should be 36" or higher,
must be uniform. Salt tolerant hedges should be planted at east wall.
Norhonia and callyphylum recommended.
BOARD DECISION AND VOTING
Motion by Mrs . Rome, second, Mr. Savino, to table matter until next
meeting. Plans to be returned with changes as recommended by the CAB.
Mr. Savino voted aye, Mrs . Rome, aye, Mrs. Johnson, aye, Mrs . Leng, aye
and Mr. Galizia , aye.
Following additional review, Mrs . Rome moved that Mr . Vitalone be issued
a conditional permit to commence building because of the proposed mora-
torium of the Town Commission, however, if the landscaping plan is not
one that can be approved at the next meeting of the Community Appear-
ance Board, scheduled for May, the permit will be revoked. Mr. Galizia
seconded the motion. Mr. Savino voted aye, Mr. Galizia, aye, Mrs . Leng,
aye, Mrs . Johnson, aye and Mrs . Rome, aye. Copy of letter addressed to
the Building Official, is attached.
CORONADO OCEAN CLUB. 3400 SOUTH OCEAN BLVD. PERMANENT SIGN. NO
REPRESENTATIVE PRESENT.
BOARD DECISION AND VOTING
Motion by Mrs . Rome that proposed plans for sign be submitted at the
p-% next regular Community Appearance Board meeting, scheduled for May.
Mr. Galizia seconded the motion. Mr. Savino voted aye, Mr. Galizia ,
aye, Mrs . Rome, aye, Mrs. Johnson, aye and Mrs . Leng, aye.

Chairman Leng advised that the Carron House inspection is scheduled for
May 5, 1983, at 9:30 a.m. Chairman Leng requested that the Building
Department notify Mr. Robert Murphy and indicated the Board would like
to have Mr. Gene Brooks join the Board members.
Chairman Leng noted that the Town Commission, Town of Highland Beach,
Florida, has given approval for issuance of a certificate of occupancy
for the Villa Magna project.
BEL LIDO ASSOCIATION, PLANS FOR LANDSCAPING AT BEL LIDO ENTRANCE,A1A.
Landscaping plans submitted for examination by the Community Appearance
Board were examined. Members will await receipt of more detailed plans
relative to the proposed planting at the site.
At 11:00 a.m. , Chairman Leng advised the meeting would be recessed for
an inspection of the Municipal Complex. Members returned at 11: 15 a.m.
at which time they voted to grant approval for a final certificate of
occupancy, subject to the completion of the following items:

Motion by Mrs. Rome, second, Mr. Galizia, to grant a final certificate of
occupancy for the Highland Beach Municipal Complex, subject to the com-
pletion of the following items:
1. correct water that accumulates at the parking
space north west corner of the south parking area
2 . add shrubs along the drainage gutter to hide gutter
3 . add crotons to the north east corner. Plant from
their present location down to the sprinkler head
and add wedelia under large tree north west corner
of the parking lot.
Mr. Savino voted aye, Mr. Galizia, aye, Mrs. Johnson, aye, Mrs. Rome,
aye and Mrs . Leng, aye. Copy of letter addressed to Mr. Tony Abbate,
Acting Building Official, is attached.
Mr. Savino noted that new trees are to be planted by the Greening of
AlA Committee and that pruning of existing trees will be done when the
additional trees are planted.

Following discussion relative to height of sign, Ms . Johnson was ad-

vised the sign may be raised approximately one foot to allow for the
attachment of the sign pendant.

BOARD DECISION AND VOTING
The Community Appearance Board visited the Ocean Dunes site on
Thursday, April 21, 1983 and recommends that a certificate of occu-
pancy be granted upon completion of the following. Copy of letter
attached.
1. South wall be completed with buttonwood
hedge.
2 . Replace two (2) norhonia on the north ramp.
3. Three (3) fifteen (15) to eighteen (18)
feet street trees to be planted as designated
on plans.
Mrs. Johnson spoke of the debris littering the mangrove swamp south
of the Coronado site. Following discussion, members agreed that
Mrs. Johnson will report the matter to the Code Enforcement Board and
advise the members of the Town Commission at the next regular Town
Commission meeting.
Chairman Leng noted the next regular meeting of the Community App-
elearance Board is scheduled for Thursday, May 26, 1983, at 9:30 a.m.
The agenda closes on Wednesday, May 11, 1983, at noon.
Members of the Board will meet on Thursday, May 5, 1983, at 9:30 a .m. ,
for an on site inspection of the Carron House project.
ADJOURNMENT
Mrs. Rome moved to adjourn the regular meeting. Mr. Galizia seconded.
Mrs. Johnson voted aye, Mr. Savino, aye, Mr. Galizia, aye, Mrs. Rome,
aye and Mrs. Leng, aye. The meeting was adjourned at 11:25 a.m.
