MINUTES : COMMUNITY APPEARANCE BOARD, REGULAR MEETING. AUGUST 30, 1984.

In the absence of Chairman Nita C. Martin, Vice Chairman Guy J. Galizia
called the meeting to order advising this was a regular meeting of the
Community Appearance Board. The agenda is attached. The recording sec-
retary called the roll .
Present: L. P. Johnson, F. Savino, G. J. Galizia, H. Harris
Absent: A. R. Keller, N. C. Martin, H. C. Arnold.
MINUTES
Acting Chairman G. J. Galizia advised the first order of business to be
examination and approval of minutes of the meeting of June 28, 1984, and
July 26, 1984. Following review of minutes, motion was made by
Mrs . Harris, seconded by Mr. Savino, to approve the minutes as corrected.
Mrs. Johnson voted aye, Mr. Savino, aye, Mrs. Harris, aye, and Acting
Chairman Galizia, aye.
SPACES & PLACES. MR. ROBERT TANSIL, REPRESENTATIVE PRESENT.
Members reviewed landscape plan presented by Mr. R. Tansil. Following
examination and discussion of landscape plans, members agreed to table
the matter and to meet on Wednesday, September 5, 1984, at 9: 00 A.M.
at Boca Hi for an on site inspection, at the Spaces & Places Site.
Members noted they had been advised by the Building Official, Bruce
Sutherland, to proceed and use plans submitted, by Mr. Thornbrough, to
the Building Department. MOTION by Mr. Savino, seconded by Mrs. . Harris,
to waive sight survey on Boca Hi, Spaces & Places, as per notation
written on sheet 46 - 6, project 80 - 117, dated 6/5 '80, made by
Building Official Bruce Sutherland. All members, Mrs. Johnson,
Mr. Savino, Mr. Galizia and Mrs. Harris, voted aye.
SEACLIFF APARTMENTS . MR. JACK LARWIN, REPRESENTATIVE PRESENT.
LANDSCAPE BOARD DECISION AND VOTING
Mr. J. Larwin reviewed the number of units at SeaCliff Apts . , a total
of eight (8) units, a two (2) story house and nine (9) parking spaces.
It was agreed landscaping is to include dwarf oleanders, yellow hi-
biscus, and vines for planters . Mr. Larwin suggested he return to the
September 27, meeting with a complete set of landscaping and parking
area drawings.
GREENING COMMITTEE REPORT H. HARRIS.
Mrs. Harris noted there was a need for the allocation of funds and
suggested a letter be submitted to the Town Commission for considera-
tion of an allowance in the proposed budget for the continuance of
the Greening of AlA.

Acting Chairman Galizia read letter dated July 26, 1984, advising of
vacancies on Town Boards, i.e. , one Alternate member for Code Enforce-
ment Board and one member for the Planning Commission, (Alternate) .
Board members were requested to submit names of any residents ready
to serve on Town Boards.
Acting Chairman Galizia noted a letter received from the Building
Department reading as follows - "To reconstruct a cause for the
changes in the facade of Edgewater for which we now have the revised
drawings. The reason given was that due to the unavailability or ex-
tended delays for delivery of building material, it was necessary to
make some changes. " Chairman Nita C. Martin submitted a reply dated
8/20/84. Copy attached.
MEMO - READ BY ACTING CHAIRMAN GALIZIA - TO BRUCE SUTHERLAND, BUILDING
OFFICIAL FROM N. C. MARTIN, CHAIRMAN.
"The new unapproved building plan which Mr. Hackman presented during
the C/O inspection showed major changes in size and exterior. CAB
members would like an opportunity to review this new plan. If a re-
view by the Planning Commission is not in order and if there is no
fl
objection, may I request that Mr. Hackman file a CAB application for
an amended review and that he be present for our September meeting.
The Community Appearance Board can not recommend granting a C/O for
this second phase until landscaping deficiencies have been cleared
and until the new plan and building have CAB approval. " (Nita

Letter from Nita Curl Martin, Chairman, dated August 14, 1984, Subject:
SEACLIFF APTS. - ALTERATIONS. Mrs. Martin inquired if Town Manager
Elaine Roberts completed inspection of SeaCliff Apts. concerning
parking spaces.
NEW BUSINESS
Acting Chairman Guy J. Galizia recommended that a letter advising of
the request for approval of appointment as Alternate member for
Mr. H. C. Arnold. Copy of letter attached, distributed to Town Com-
mission, Town Manager, all members of the CAB, 8/30/84.

ZONING ORDINANCE
Acting Chairman Galizia read the following from the Code of
Ordinances: 5.9 Off-street parking and loading:
(d) Existing buildings or uses. Buildings existing as of
the effective date of this ordinance may be modernized,
altered, or repaired, without providing additional off-
street parking or off-street loading facilities, pro-
viding there is no increase in floor area or capacity;
ADJOURNMENT
There being no further business, MOTION was made by Mrs. Johnson,
seconded by Mrs. Harris, to adjourn. All aye votes, Mrs. Johnson,
Mr. Savino, Mrs. Harris and Mr. Galizia .
The next meeting of the Community Appearance Board is scheduled for
September 27, 1984, at 9:30 A.M.
The meeting was adjourned at 12: 30 P.M.
