MINUTES : COMMUNITY APPEARANCE BOARD, REGULAR MEETING. OCTOBER 25, 1984.
SEACLIFF APARTMENTS. FREDERICK RESIDENCE.
flChairman Nita C. Martin called the Regular Meeting of the Community Ap-
pearance Board, Town of Highland Beach, Florida, to order at 9: 30 A.M.
The agenda is attached. The recording secretary called the roll.
Present: L. P. Johnson, F. Savino, G. J. Galizia, A. R. Keller,
N. C. Martin, H. C. Arnold (alt. ) and H. Harris (alt. ) .
MINUTES
Chairman Nita C. Martin stated that Anne Kowals, the recording secretary,
followed through with her commitment and had the minutes of the meeting
of September 27, 1984, ready in ample time for all members to review. As
there were no objections or corrections, the members agreed to accept and
approve the minutes as prepared.
FREDERICK RESIDENCE (GATE HOUSE) MR. LEE MARTIN, ARCHITECT, AND MR. MIKE
WOOLSEY, REPRESENTATIVE, PRESENT.
Architect Lee Martin and Mr. Mike Woolsey, representing Mr. William
Frederick, attended this Community Appearance Board Meeting. Vice-
chairman Guy Galizia inquired of Mr. Martin if the name of property
was still Maravilla. Mr. Lee Martin advised the members the name is
FREDERICK RESIDENCE. Plans submitted earlier by Mr. Martin were re-
viewed by all the Board Members. Adjustments were made, Mr. Martin
said, to the plans to make the gate house subtle and less obtrusive.
Though a bit higher, the gate house was designed as if it were part of
the wall. There are no windows facing A1A--two windows face the drive-
way (N) to allow surveillance on the inside property and also allow the
guard to see approaching cars. There is one window on the West wall.
The guard will control the gate allowing cars to enter or exit the
property.
Overall, the building will be 12 ' x 12 ' x 8' 6" high. The gate house is
recessed to make it look less in height, as the wall is just 6 ' high.
The roof is stepped down to create a stepping effect so as not to have
the look of a verticle wall right at the face of the wall. The existing
gate is lower than the wall and does not operate properly. If a new
gate is used, it will be as high as the gate house at its' highest point,
be decorative and look like wrought iron and will be relocated to the
center of the structure. However, the existing gate could be used, if
necessary.
The Board Members asked when the gate house will be manned. Mr. Mike
Woolsey stated it would not be feasible to have the gate house manned
, 24 hours a day, seven days a week. This matter, Mr. Woolsey said, would
' have to be discussed with the man in charge of security.

After further discussion, Mr. Lee Martin said the new gate would be
similar in size and mass as the existing gate so as to give a continuity
of height. Mr. Martin said the gate will be Spanish in nature as the
house has a heavy Spanish hue.
The members once again discussed the windows. Mrs . Harris (alt. ) said
the guard can not see cars coming from the South. If need be, Mrs.
Harris suggested a mirror be placed on the guard house to give the at-
tendant a better view of the traffic.
Mr. H. C. Arnold (alt. ) asked why the gate house roof is not the same
as the one on the main house. Mr. Lee Martin said since this is a
residence, they want to play down the gate house. The roof will be
pitched to allow rainwater to run off naturally.
The gate house is placed three feet back from the wall. Mr. Lee Martin
stated the structure is pulled back three feet to allow for planters
that will contain brightly colored flowers to make an attractive entry-
way. The gate house will be built with concrete block to be covered
with stucco, painted same color as the existing house. The planters
will also be of concrete block covered with stucco, painted same color,
n contain pretty flowers and be on both sides to frame the gate. If a
light fixture is to be placed on the wall, it will be a carriage type
as shown on previous plan.
Chairman Nita Martin questioned the possibility of cars coming in
causing a traffic back up, as there is not a great distance from the
road to the gate house. Mr. Lee Martin said that when a large influx
of cars is expected, he is sure a guard would be out in front, with
gates open, to usher in the guests .
Mr. Lee Martin stated plants will wrap all the way around the gate
house. They will use Oleander, Bougainvillea and bright colored flow-
ers at the entry.
The structure will have an overhang that will protect the guard when
he is out of the house to speak with people. The overhang extends
beyond the open door. Mr. Lee Martin said the existing phone line
will be in use; however, it may be moved from the center of the
driveway.
Mr. Lee Martin made a notation on the plan stating that he will pro-
vide a planter with landscaping on both sides of the gate.
All the members agreed it is a very lovely site plan. The Community
Appearance Board Members approved the gate house plans unanimously.

SEACLIFF APARTMENTS, ATTORNEY DONALD SIDER, REPRESENTATIVE, PRESENT.
Chairman Nita Martin requested Mr. Frank Savino give his report regard-
ing his inspection of Seacliff Apartments on October 24, 1984 .
Mr. Frank Savino and Mr. Guy Galizia met with Donald Sider, attorney
representing Seacliff Apartments, at the site. They reviewed the
landscaping and recommendations made by the Community Appearance Board
at the October 22 , 1984, site review. On the East side of the property,
all dead plants were replaced with Scovolia, a more salt and wind re-
sistant plant. A row of Oleander was planted along the wooden fence .
The vines are still alive and will be fine with proper care. The trees
in the courtyard were covered with topsoil and mulch. Efforts will be
made to protect the large Palm tree which appears to have a hollow
portion in the trunk. If the tree must be removed, it will be replaced
with a 20 foot Silver Buttonwood tree, per Mr. Donald Sider ' s notation
on his letter to Mr. Savino dated October 23, 1984 . Since a sincere
effort was made by the owners of Seacliff Apartments to improve the
aesthetic quality of the property, Mr. Frank Savino recommended a
Certificate of Occupancy be issued.
MOTION by Mr. Frank Savino, seconded by Mr. Guy Galizia, to issue a
Certificate of Occupancy in accordance with an amendment made on the
letter from Mr. Sider of October 23, 1984, stating a 20 foot Silver
Buttonwood tree will replace the Palm tree if it is removed. A copy
of this letter is attached to the approved landscaping plans.

The MOTION carried. A copy of Mr. Savino' s inspection report was given
to each Community Appearance Board Member.
Chairman Nita Martin discussed the ordinance and policy of reviewing
building plans which has changed as of September 11, 1984, when the
new zoning code was passed and put into effect.
The Community Appearance Board Members feel the new ruling does not
apply to the Seacliff Apartments approval, as site plans were received
before the new zoning was passed.

The Community Appearance Board is to forward to the Building Depart-
ment recommendation reports of site plans that they review. Mrs. Nita
Martin would like to have a recommendation report form that can be
filled out after each meeting following a site review. The Planning
and Zoning Board will also forward their recommendations to the Build-
ing Department. Prior to the new zoning code, we had approved site
plans from the Planning Board. Now, we review final plans . The Com-
munity Appearance Board and the Planning Board get the site plans
concurrently.
Chairman Nita Martin will draw up a form for recommendation report so
it can be filled out and forwarded to the Building Department im-
mediately after the Community Appearance Board meeting. Mrs. Martin
discussed the information to be listed on the recommendation report
form with the Board Members .
Chairman Nita Martin discussed briefly with the members the names of
applicants for vacancies on the Community Appearance Board listed on
the agenda for the Town Commission Workshop Meeting of October 30,
1984. Mr. H. C. Arnold (alt. ) was advised that the Community Appear-
ance Board members recommended his re-appointment to the Town
Commission.
The agenda for the comming meeting will close on November 14, 1984, at
noon. The next Community Appearance Board meeting is scheduled for
Thursday, November 29, 1984, at 9: 30 A.M.
Vice Chairman Guy Galizia will be the site inspector for November.
If necessary, a Community Appearance Board Workshop Meeting will be
held when information on the new zoning is received.
There being no further business, Chairman Nita Martin adjourned the
meeting at 11 :00 A.M. All members agreed.
